Abstract

This study aims at the fundamental factors needed to make the policy for internet reference service of public records were presented, considering the methods for improvement of internet reference service of national assembly records. For this purpose, reference service theory of recorded informations and examples of foreign congress reference services were analyzed. From the result of analysis, three tasks were proposed as an improvement plan for internet reference services of national assembly records; establishment of access policy, improvement of reference service programs, and activation of communication with users.

Abstract

The document delivery service is an advanced service to satisfy information need of end-user by the cooperative utilization of information. At present there are various interpretation on library exemption of the document delivery service by interlibrary loan. The purpose of the study is to suggest a legal plan in order to solve the problems of library exemption dealing with the document delivery service by Fax and Ariel system. The study examined the international trends on library exemption related to the document delivery service in foreign copyright laws, analyzed the library exemption related to the document delivery service in the present Korean copyright law, and pointed out the problems of the present library exemption. As the result of this analysis, the study suggested a revised plan of the present Korean copyright law in order to provide regulation of library exemption dealing with the document delivery service by interlibrary loan. Thus the revised plan can be used as a basic data for providing the regulation for the future of library exemption in Korea.

Abstract

To guarantee the long-term access to digital material, digital preservation needs to be systemized, and detailed investigation on cost elements of digital preservation should be done for the continued support of budget. To meet the needs in this area, this paper categorized the digital preservation cost into direct and indirect cost through deriving common elements used in prior research on this issue. For case analysis, two institutions, representing domestic University Library and National Library of Korea under large-scale digitization currently, are selected to analyze the current status of digital preservation and estimate the preservation cost. The case analysis shows the systematic preservation function should be performed to guarantee the long-term access digital material, even though a basic digital preservation is currently conducted. It was projected that the digital preservation cost for the two libraries, accounting for 11.8% and 8.6% of digitization cost, respectively, should be injected every year. However, the estimated figures are very conservative, because the cost for estimating the preservation function, such as installing digital repository and producing meta data, was excluded in the estimation. This proves that digital preservation is a synthetic activity linked directly and indirectly to various activities from production to access of digital object and an essential costs that should be considered from the beginning stage of digitization project.

Abstract

This study proposes a new site selection model which reflects integrated opinions of several groups and identifies sites through objectivity of selection procedure. The proposed model consists of two parts, Analytic Hierarchy Process(AHP) and Geographic Information(GIS). This model was applied to Seocho-gu in Seoul. First, library site selection criteria were determined through literature study. Hierarchical relationship based on the questionnaire was determined and refined to be suited to Seocho-gu case. A survey was conducted with three groups, namely, library users, librarians, and public worker. A few inconsistent answers to the survey questionnaire were excluded and the relative importance of each criterion was measured. Next, an overlay method was used and the relative importance was used as a weight for selecting candidates. This process excluded the areas where a library was unable to be built, for example, rivers, military areas, other restricted areas by law, etc. and resulted in seventy-five sites. Five groups of candidates were identified according to the similarity of criteria. Finally, four groups, after eliminating one lowly fitted group, were determined.

Abstract

The purpose of this study was to delve into the academic databases of overseas nonprofit organizations, to assess their quality and to discuss whether or not it's possible to introduce them in the nation and in which way that could be done. And it's also attempted to provide information on the academic databases of nonprofit organizations in nonEnglish-speaking countries in a bid to prepare a wide variety of academic materials about broader fields that would be distinguished from those offered by existing academic databases, since it's not currently possible to take advantage of academic materials possessed by such nations. The efforts by this study was expected to gather international information at a lower cost and in a more efficient way and eventually to contribute to improving the productivity of academic research.

Abstract

The most of all, this study is planned to search an ideal methods to develop the digital library system for our korean ancient books for their safe preservation and, at the same time, for their perusal of transcendental time and space : first, to offer the various access points like traditional oriental Four parts Classics classification, current subject classification and index keyword, etc. ; second, to program a digital library system using MARC or XML, but with all bibliographic descriptive elements as possible; third, to prepare the more easy annotated bibliography and index for users' better comprehension, and last, to build original text database for practical reading to avoid the damage of original text. This type of korean ancient books digital library will be developed to the real international bibliographic control by networking enter the same kinds of internal and external organizations.

Abstract

This study uncovered ambiguity and inconsistency of the semantic relationships of the existing thesaurus by analyzing the concept relationships of AGROVOC and proposed the concept relationships of ontology in partially overcoming these limitations. By the results of analyzing the concept relationships, the study proposed conceptual model as most important part of conecept relationships of ontology and semantically developed concept relationship types. These relationships partially can perform inferences and must be useful for information knowledge system based on more exact semantic relationships. Also the study found out new relationship types and they will be useful for extension of the concept relationships of existing thesaurus. And these relationship types showed that they were useful for the existing thesaurus as Legal Thesaurus.

Abstract

In this study, various aspects of site selection for constructing new public library by development of urban community were investigated. These are legal aspects, geographical characteristics, and criteria of selecting conditions of location for new building. In order to select the suitable site in the Jeon Ju City, the various statistical data and indices with regard to information and cultural activities of the local residents and a statistical data was investigated. And also, a user question investigation was executed. The vision and objectives of establishing new pubic libraries were presented, based on the result of the study. The result of this study will help the library policy maker to develope the library policy and to secure a budget from the regional government.

Abstract

The purpose of this study is to investigate a trend of research in the field of information science in Korea. For this purpose, the study analyzed the subject of each citing and cited articles appeared in the ‘Journal of the Korean Society for Information Management’ 302 original articles appeared in the journal from 1984 to 2004 were analyzed. 3,270 foreign literatures of library and information science field being cited in the original articles and those 2,492 cited foreign literatures of other field then library and information science were analyzed by subject, by publication year, and by citing age.

Abstract

This study utilizes various approaches for new topic detection in the process of assigning and updating descriptors, which is a representation method of the knowledge structure. Particularly in the case of occurring changes on the knowledge structure due to the appearance and development of new topics in specific study areas, new topic detection can be applied to solving the impossibility or limitation of the existing index terms in representing subject concepts. This study confirms that the majority of newly developing topics in information science are closely associated with each other and are simultaneously in the phase of growth and development. Also, this study shows the possibility that the use of candidate descriptor lists generated by new topic detection methods can be an effective tool in assisting indexers. In particular, the provision of candidate descriptor lists to help assignment of appropriate descriptors will contribute to the improvement of the effectiveness and accuracy of indexing.

Abstract

This study is a preliminary work in examining how to manage resources for collaboratively interactive help systems. The purpose of this article is to describe significant patterns of behaviors and cognitive state in collaborative problem-solving situation, and further to explore the relationship between the behavior and the perception of service evaluation. Based on the concept of “cognitive motion" in Dervin's Sense-Making theory, this study conducted a time-line interview. The sample of this study consists of 22 IT personnel helping other person solve IT problems and 36 users being helped for a IT problem-solving. This study presents a model of collaborative problem-solving behaviors and discusses some implications for designing help systems which collaborative interactions can happen.

Abstract

This study proposes a national cooperative model of access point control, that enables local systems to utilize national access point control record, without creating their own authority records. In order to applying this model, a client/server system is developed using SRU (Search and Retrieve URL Service) protocol. The suggested access point control system will be a cost-effective and time-saving model for the local system, and will be more flexible and extensible with concept of access point control, XML record format and SRU protocol.

Abstract

This paper outlines the concept of real time reference service(RTRS). Then, it analyzes real time reference service in the 13 libraries for effective reference service. As a result, the most used software was AOL instant Messenger, followed by Conference Room from WebMaster, and LivePerson. Hours of service was generally same as reference desk hours. The users were Students, faculty, staff, and alumni, This study also demonstrated how the RTRS in LC works. The results showed that real time reference was able to response to patrons quickly for reference questions with interactive method.

Abstract

As the Internet connections and services at U.S. public libraries have increased dramatically since 1990s, defining, assessing and measuring quality of these new electronic services have become a critical issue. This research was a study designed to identify key dimensions of Internet service quality at public libraries by providing a systematic framework for measuring and assessing the quality of Internet services. The study used modified SERVQUAL and SERVPERF instruments which have been widely used service quality measurement in business marketing areas and LibQUAL+ model which are widely adopted service quality measurement instrument in most of the academic libraries in U.S.
