장애인들의 웹서비스 이용도와 의존도가 상당히 높아진 현실을 고려한다면 공공기관이나 도서관 웹사이트의 접근성을 극대화하기 위한 대책 마련이 시급한 실정이다. 본 연구는 장애인의 웹 접근성을 높이기 위하여 우선적으로 고려해야 하는 웹사이트 설계 지침을 제공하는데 그 목적이 있다. 이를 위하여 먼저 웹 표준 및 웹 접근성지침, 그리고 관련 최신 연구들이 제안한 웹 접근성 요건들을 기반으로 중요도 수준이 포함된 42개의 항목의 웹 접근성 요건 체크리스트를 구축하였고 다음으로 공공도서관을 포함한 15개의 공공기관 웹사이트의 접근성을 평가하였다. 그 결과, 중요하다고 고려된 요건들이 아직까지도 지켜지지 않고 있음을 파악할 수 있었다. 따라서 본 연구는 장애인의 웹 접근성을 향상시킬 수 있는 웹사이트 설계 지침을 콘텐츠구성, 소리, 색, 키보드접근, 마우스접근, 접근기능, 이미지, 텍스트처리, 코드처리 등 9개 분야별로 제안하였다. 이러한 제안은 향후 접근성 지침에 따른 웹사이트 제작의 가이드뿐만 아니라 장애인의 접근성 향상을 위한 자료로 활용될 수 있을 것이다.
Abstract
Public institutions or libraries urgently prepare comprehensive measures to improve web accessibility of their websites as booting web dependability and web utilization of disabled people. The purpose of this study is to propose the design guidelines for improving web accessibility of disabled people. The study, first, analyzed various web accessibility requirements based on web standards, web accessibility guidelines, and the related researches and proposed a web accessibility checklist with 42 requirement. Next, the study evaluated 15 websites of public institutions such as government departments, association of disabled people, and public libraries using the checklist. Finally, the study revealed non-adherence requirements and suggested website design guidelines in terms of contents configuration, sound, colour, keyboard handling, mouse handling, access, image processing, text processing, and code processing.

본 연구는 국내 대학도서관의 디지털참고정보서비스 현황을 분석하고 전자게시판을 중심으로 그 이용행태를 분석하여 향후 디지털 참고정보서비스 활성화를 위한 방법을 제언하고자 하였다. 205개 대학도서관 웹사이트를 분석하여 디지털참고정보서비스의 개괄적인 현황을 파악하고, 봉사대상 인구수와 도서관 웹 사이트 접속건수, 참고정보서비스 제공건수를 기준으로 선정된 4개의 대학에 실제 접수된 디지털 참고정보서비스의 질의유형, 답변의 구성형식, 정확성, 응답기간 등을 분석하였다. 본 연구의 결과가 대학도서관 디지털 참고정보서비스가 당면하고 있는 현실적 문제점을 파악하고, 이를 개선하기 위한 해결책으로 실제적인 지침과 모형개발의 기초자료로 활용되기를 기대한다.
Abstract
This study aims to investigate the current state of digital reference services using electronic bulletin boards in Korean academic libraries and to suggest improvements. Through the examination of 205 academic library websites, 56 libraries were identified to use electronic bulletin for digital references. The digital reference service questions and responses from four libraries were further analyzed: the types of reference question, the structure and accuracy of answers, and digital reference completion time. The implications of this study for future research and practice lie in its provision of a systematic way to design practical guidelines for virtual reference services.
