초록
전국사서협회는 1990년 전국의 사서직을 대상으로 전문직 단체를 표방하며 설립되어 도서관소관부처 이관, 도서관법 개정 등 도서관계 중요 사안에 영향을 주었으나 1997년 이후 뚜렷한 활동을 보여주지 못하고 있다. 지금까지 협회의 역할 및 활동에 대한 본격적인 연구가 이루어지지 않고 있기에 본고는 이러한 전국사서협회의 생성, 활동 및 소강에 대하여 전문직 관점을 통해 그 원인과 의의를 살펴보고자 한다. 전문직 단체의 관점에서 전국사서협회는 사서직 서비스 시장의 통제, 자율성의 획득을 통해 사서직의 전문직성을 높이는 방법으로 사서직의 전문직화를 꾀하려는 목적을 가지고 있었지만, 조직에 기반하고 있는 사서직의 특성은 협회 활동 소강에 일정 부분 영향을 주고 있음을 볼 수 있다.
Abstract
The Korean Librarian Association was established in 1990 for the professionalization of the librarian in Korea. So far there has been no research with the association as a main subject in spite of its importance in the history of Korean Libraries. In this study, we attempt to investigate the meaning and the importance of the association from the view point of professionalism. As a professional association, the Korean Librarian Association tried to get professional autonomy from the governing bodies and the market to reach higher level in professionalization. But the activities of the association has been radically declined since 1997, which would be affected by the character of librarianship that is mainly based not on individual characteristics but on organitzational characteristics.

본 연구는 국내외 사서 채용 동향을 분석하기 위해 수행되었다. 연구 대상으로 국내데이터는 인터넷 포털 사이트인 “사서e마을”에 게시된 사서 채용 공고를 총 489개를 수집하였고, 해외데이터는 “ALAJobList”에서 6,600개의 자료를 수집하였다. 기간은 2020년 1월부터 2022년 8월까지이며 수집된 데이터를 대상으로 지역 분포도 분석, 빈도 분석, 토픽모델링을 수행하였다. 연구 결과, 채용 공고의 지역분포도는 국내데이터에서 서울이 280건으로 가장 많았으며, 해외데이터는 캘리포니아(California)가 662건으로 상위로 도출되었다. 빈도분석 결과, 국내데이터의 담당업무에서는 ‘관리’ 23.42% 키워드가 높게 나왔고, 자격요건은 ‘자격증’ 16.61%이 가장 많은 비율을 차지했다. 해외데이터의 담당업무에서는 ‘LibraryService’ 8.72% 비율이 높게 나왔으며, 자격요건은 ‘CommunicationSkills’ 10.13% 키워드가 가장 높은 순위에 위치함을 확인했다. 토픽모델링에서는 국내외 담당업무, 자격요건으로 나눠 총 4가지의 영역을 살펴보았다. 분석 결과, 국내외 채용 공고에서 도출된 사서의 담당업무 및 자격요건이 미국도서관협회(ALA) 및 한국도서관협회 등 주요 도서관 관련 협회에서 제시한 핵심 역량과 연관이 있음을 확인하였다.
Abstract
This study was conducted to analyze the trends of librarian job recruitment in Korea and overseas. A total of 489 librarian job postings posted on the internet portal site “Saseo e-Ma-eul” were collected for the Korean data, and 6,600 data were collected from “ALAJobList” for the international data. The research period spans from January 2020 to August 2022. The data were subjected to regional distribution analysis, frequency analysis, and topic modeling. As a result of the study, the number of Korean librarian job postings was the highest in Seoul with 280, while California was the state with the highest number of job postings overseas with 662. According to the frequency analysis, the main task of Korean data is ‘management’ 23.42%, and the core competency is ‘certificate’ 16.61%. For overseas data, ‘Library Service’ is the main task of 8.72%, and ‘Communication Skills’ is the most important core competency of 10.13%. In topic modeling, five topics were identified for each area 4 in total, including Korean and international job description and requirements. The analysis results confirm that the duties and qualifications derived from Korean and international job postings for librarians are related to the core competencies proposed by major library associations such as the American Library Association (ALA) and the Korean Library Association.

본 연구는 국내 공공도서관의 어린이청소년서비스 및 프로그램의 현황을 조사하고 문제점을 파악하여 개선방안을 도출하고자 하였다. 2016년 기준 국가도서관통계시스템의 자료와 전국 108곳의 공공도서관 어린이청소년서비스 담당사서들로부터 설문조사를 통해 어린이청소년서비스 현황을 파악하고 서비스 수준에 대한 사서의 인식을 조사하였다. 분석 결과, 공공도서관은 인력 및 예산의 부족, 시설의 협소함, 유연하지 않은 프로그램 내용 등의 문제점이 서로 복합적으로 작용하여 서비스 수준을 높이기 어려운 상황임을 나타냈다. 이에 대한 개선방안으로 어린이청소년의 흥미 유발 및 참여자 간 유대감을 형성하는 프로그램 개발, 학교 및 지역 내 유관기관과의 연계활동 증진, 도서관 프로그램의 참여를 높이기 위한 다양한 방식 제안, 정보 소외계층 중점 서비스의 제공, 그리고 도서관 발전을 위해 다양한 정책적 지원 요청 등을 제안하였다. 이렇듯 본 연구는 프로그램 기획부터 정부 및 지자체의 지원방안까지 다방면의 개선방안을 제안함으로써 도서관이 나아갈 방향을 제시하였다.
Abstract
The purpose of this study is to identify the status and also to develop improvement plans for the children and youth services of the public libraries. To determine the information service status and the librarians’ perceptions on the levels of services they provided, the 2016 Korean National Library Statistics System data and the survey results from the children and youth program librarians in the 108 public libraries were analyzed. The analysis revealed the problems such as lack of human resources and budget, shortage of space, and an inflexible program curriculum, which affect the program as a whole negatively. Five suggestions were made to remedy the problems. They are: 1) development of the new programs, which can interest the children and youth and motivate the sense of association among the program participants; 2) increase the number of the programs including the schools and other related organizations nearby region; 3) incorporating the new program formats to enhance the participation; 4) starting the new services explicitly targeted for the information-poor group of people; and 5) soliciting policy-level support for the libraries. In summary, this study made a few suggestions for the libraries ranging from planning the programs to requesting assistance from the national as well as the regional governments.
