초록

최근 도서관 건립과 운영의 방향은 사람들의 변화된 삶의 방식을 반영하고 지역 환경에 기반한 특성화를 통한 혁신적 공간을 제안하고 있다. 이에 이 연구에서는 A군의 한탄강 유네스코 세계지질공원 내 건립되는 (가칭)송대소도서관의 운영에 대한 목표로 복합문화시설로서의 역할, 워케이션의 성지로서 체류형 독서문화 문화공간으로 운영, A군의 랜드마크로서의 역할을 제시하였다. 운영전략으로는 (가칭)송대소도서관의 건립 타당성 확보, 운영 추진동력으로 도서관 정책 연계, 랜드스케이프 건축을 통한 지질특화도서관 운영에 따른 도서관 존재 당위성 입증을 전략으로 세웠다. 이에 따른 운영계획으로 인력, 장서, 서비스, 예산계획으로 구분하여 제시하였다.

Abstract

The directions of recent library construction and operation reflect people’s changed lifestyle and suggest innovative spaces specialized on the basis of the local environment. Hence, as the goals of the operation of (tentatively named) Songdaeso Library to be constructed within the Hantangang River UNESCO Global Geopark, this study proposes ‘acting as complex cultural facilities,’ ‘operating stay-type reading culture space which is a shrine for workcation,’ and ‘acting as the landmark of A-gun (郡, county).’ And this study works out strategies for its operation, which includes ‘securing the validity of the construction of (tentatively named) Songdaeso Library,’ ‘linking to library policy as the driving force behind its operation,’ and ‘demonstrating the necessity for the existence of the library arising from the operation of the geological specialized library through landscape architecture.’ It also presents concomitant operating plans, which are categorized into plans for manpower, library books, services, and budget.

본 연구에서는 특화도서관 이용자를 대상으로 특화서비스 현황, 이용경험 및 전반적인 만족도 등을 조사하고, ISA 기법을 기반으로 특화 주제 자료, 특화서비스 장소, 특화프로그램, 특화 주제 분야 시설 및 환경에 대한 중요도와 만족도를 비교하여, 특화도서관 운영의 문제점과 개선방안을 도출하고자 하였다. 그 결과, 첫째, 특화도서관의 주제 선정 시, 해당 도서관의 지역적 특징과 역사, 인구분포 등을 반영하여 주제를 선정해야 하며, 지역 주민 및 도서관 이용자의 수요조사가 고려되어야 할 것이다. 둘째, 특화도서관은 특화프로그램의 기획 시, 프로그램의 질적 향상을 위해 전문성을 갖춘 프로그램 진행자를 기반으로 하여 차별성 있는 프로그램의 운영을 고려하여야 할 것이며, 또한 충분한 주제 관련 장서와 공간을 확보하고, 더 나아가 장서와 연계하여 프로그램을 기획하여야 한다. 셋째, 특화도서관은 공간은 이용자에게 특화장서와 서비스, 정보서비스 등을 제공하기 위해 자관이 제공하는 특화주제를 서비스하기 적합한 구조여야 한다. 또한 공간을 구성함에 있어 이용자의 요구를 반영하는 것을 고려해야 한다.

Abstract

The purpose of this study is to investigate the status of specialized services, user experience, and the overall satisfaction for the specialized library users, and based on the ISA method, compare the specialized theme data, specialized service place, specialized program, specialized theme area facilities and environment, and derive issues of the specialized library operation and improvement measures. Consequently, first, when selecting the theme of the specialized library, the theme ought to be selected to reflect the regional characteristics, history and demographics of the library, and the demand survey of the local residents and library users would need to be considered. Second, when planning the specialized program, the specialized library ought to consider operating differentiated programs based on the program operator who has the expertise to improve the quality of the program. Furthermore, sufficient theme related books and space must be secured, and moreover, the program must be planned in connection with the book collection. Third, the specialized library should be so structured as to ensure that the space may serve specialized themes provided by the library in order to provide specialized collections, services, and information services for the users. In addition, reflecting the needs of the users in designing the space must be considered.

2021년 경찰청은 자치경찰제 도입, 수사구조개혁, 국가수사본부 출범 등 명실상부한 책임수사 주체기관으로의 대전환 등 변혁기를 맞아 중요한 시기에 직면해 있다. 4차 산업혁명 시대에 경찰청 도서관의 역할과 기능을 제시하기 위해 거시적 환경분석 기법인 PEST 분석과 경찰청을 포함한 각 시․도 경찰청 및 부속기관의 도서관 운영현황을 조사하였다. 그 결과를 토대로 도서관 필수요소인 시설, 장서, 사서 즉 공간구성, 장서구성, 인적자원 그리고 추가로 도서관 운영 거버넌스 구축과 미래지향적인 도서관 서비스 등으로 구분하여 4차 산업혁명 시대 경찰청 도서관의 미래지향적인 역할을 제시하였다.

Abstract

In 2021, the Korean National Police Agency is facing a critical time as it meets a period of drastic changes such as the introduction of autonomous police system, the reform of its criminal investigation system, and its great transformation to a truly responsible investigative agency in keeping with the inauguration of the National Office of Investigation. This study carries out PEST analysis, which is a macro environmental analysis technique, and examines the current situation of operating the libraries of metropolitan-city and provincial police agencies and affiliated institutions, in order to suggest the role and function of the Korean National Police Agency’s libraries in the fourth industrial revolution era. Based on the findings, this study classifies the essential components of a library into facilities, books, and librarians, i.e. spatial composition, book composition, and human resources, in addition to library operational governance establishment and future-oriented library services; and proposes the future-oriented roles of the National Police Agency’s libraries in the fourth industrial revolution era.

대다수 국가에서 공공도서관은 지역사회를 위한 지식정보 허브, 복합문화공간, 만남과 소통을 위한 제3의 장소로서의 역할을 수행하고 있다. 이를 위한 공공도서관 업무 중에서 요체는 체계적인 장서개발이고, 구축된 장서는 모든 지식정보서비스에 필수적이다. 특히 지역대표도서관은 광역자치단체를 위한 종합지식정보센터로서의 법정 업무를 수행해야 하며 다른 공공도서관이 수행하기 어려운 특화장서를 개발․제공․보존해야 한다. 이에 외국의 대규모 공공도서관과 국내 지역대표도서관의 특화장서 개발 사례를 조사하고 경북지역 공공도서관 직원을 대상으로 특화장서 등에 대한 인식도를 조사하였으며, 경북의 문화지형을 분석하였다. 이들을 배경정보로 삼아 ‘경북지식문화유산’으로 명명한 경북도서관의 특화장서 개발방안 및 구축전략을 제안하였다.

Abstract

In most countries, public libraries play a role as a knowledge and information hub for local communities, a complex cultural space, and a third place for meetings and communication. Among the work of public libraries for this purpose, the key point is systematic collection development, and the established collection is essential for all knowledge and information services. In particular, local representative libraries must perform legal duties as a comprehensive knowledge information center for metropolitan governments, and develop, preserve, and service specialized collections that are difficult for other public libraries. Therefore, we analyzed the development cases of specialized collections of public libraries in large cities in foreign countries and local representative libraries in Korea, surveyed the degree of awareness of specialized collections for employees of public libraries and the cultural to geography in Gyeongbuk region. Based on the background information, this study proposed the development plan and establishment strategy of the Gyeongbuk Library specialized collection, which was named “Gyeongbuk Knowledge and Cultural Heritage.”

기업이나 연구소 등에서 운영하는 전문도서관의 경제적 가치 평가에 대한 필요성이 제기됨에 따라 본 연구는 전문도서관 주요 서비스의 가치평가에 대한 새로운 접근방법을 제시하였다. 선행연구의 이론과 보편타당성과 적용가능성을 기준으로 삼았다. 서비스에 어떤 유형의 자원(물적 자원 또는 인적 자원)이 사용되었는지에 따라 측정요소와 방법론을 달리 적용하였으며, 이를 토대로 전문도서관 주요 서비스의 가치평가를 위한 산출식을 제시하였다. 전문도서관 서비스의 경제적 가치평가를 위한 분석모형 개발은 서비스의 가치에 대한 객관적 입증이 가능해져서 전문도서관의 진정한 가치를 알릴 수 있는 계기가 될 수 있을 것으로 사료된다.

Abstract

This study aims to suggest a new approach to economic valuation of the special library, in response to the necessity of economic justification of the special library operated by firms and research institutes. Benefit measurement elements and analysis methods to be used in the studywere derived through feasibility evaluation on models in previous studies, and objectivity and applicability were the criteria for feasibility evaluation. Depending on which type of resources are used in providing service, different benefit measurement elements and methods were applied. Based on this, calculation formula for service valuation of special library was presented. The development of analysis model for economic valuation of special library made it possible to objectively prove the value of the special library, and is considered to provide an opportunity to publicize the real value of the special library.

이 연구의 목적은 해양과학기술 분야 연구자의 정보이용행태를 규명하기 위한 것으로, 연구자의 연령, 학력, 연구분야 등 개인적 특성에 따른 차별화된 정보서비스 수립과 전문도서관 서비스 고도화를 위한 기초자료를 확보하는데 있다. 자료수집은 2014년 1월 중 2주간 국내의 대표적인 해양연구기관 소속 연구자 348명을 대상으로 웹설문지를 배포하고 최총 115명의 데이터를 회수하였다. 분석결과, 연구자가 가장 선호하는 정보유형은 학술논문이며, 국내자료보다 해외자료, 인쇄자료보다 전자자료를 주로 이용하고 있다. 정보입수경로는 ‘인터넷정보원’과 ‘소속 도서관 이용’이 높았고, 자료 수집 시 겪는 문제점은 ‘소속도서관의 전자자원 다양성 부족’과 ‘유료정보에 대한 이용부담’에 대한 의견이 가장 많았다. 도서관 만족도의 주요 영향요인은 ‘전자도서관 시스템’, ‘도서관 직원’, ‘도서관 소장자료’ 순으로 나타났고, 이는 정보이용 만족도와 밀접한 관계가 있음을 보여준다. 마지막으로 전문도서관 정보서비스의 수요를 분석한 결과, 향후 중점적으로 실시해야하는 서비스는 ‘맞춤형 정보검색서비스’, ‘프로젝트지원서비스’, ‘연구동향분석서비스’로 나타났다.

Abstract

The purpose of this study is to explain information usage behavior of researchers in the field of ocean science and technology. The study mainly collected primary data for advancement of special library services as well as establishment of personalized information services based on personal characteristics such as age, education level, and area of research. The data collection was conducted for two weeks during January 2014, through a web survey to 348 researchers in national ocean research institutions in South Korea. Total of 115 researchers replied. The analysis showed that the most preferred type of information medium was a scholarly journal. Researchers used more foreign published journals compared to Korean ones, while favoring digital formats rather than printed ones. The top channels for information collection were ‘web search’ and ‘affiliated libraries.’ Most pointed out difficulties of data collection were ‘lack of variety of digital resources in affiliated libraries’ and ‘reluctance to use charged information.’ Key elements for satisfactory user experience were ranked in the order of ‘digital library system,’ ‘library staff,’ and ‘library collection’ and so on, which proves the close relationship between library service and information usage service satisfaction. The result of an assessment for demands in special libraries showed that ‘personalized information search service,’ ‘project support service,’ and ‘research direction analysis service’ should be implemented in the future.

Abstract

This study reports on the motivational use of special libraries from a user’s perspective that investigated four motivational components: attention, relevance, confidence, and satisfaction (ARCS) of the library users. Even though special libraries received relatively little attention compared to public libraries, special libraries could fill the niche of public libraries for the special and specific needs of the community in the current library environments in South Korea. Qualitative data were collected through individual interviews and forty people participated in the project. The findings of this study show the four themes (ARCS) that users need motivation as a way to start using a special library, thereby staying focused and revisiting the library. It is possible that the ARCS model will contribute to the implementation, application, and practice of both special libraries and their services in the library environment. The results are expected to expand our knowledge on the motivational ARCS use of special libraries and to serve as basic data when designing motivational strategies and plans of the systems for special libraries.

이 연구는 지방연구원 소속 전문도서관의 서비스 품질 평가를 통하여 실제 이용자 만족에 영향을 주는 서비스 품질을 파악하고 전문도서관의 기능과 역할을 더욱 효율적으로 개선하기 위한 방향을 제시하고자 하였다. 이를 위해 지방연구원 소속 6개의 전문도서관 이용자 111명을 대상으로 LibQUAL+을 기반으로 수정된 설문조사와 심층인터뷰를 실시하였다. 연구결과, 인력품질이 공간품질과 정보품질 보다 전반적 만족도에 미치는 영향이 더 큰 것으로 확인되었고, 서비스 품질 하위변수 중에서는 인력품질의 서비스 태도, 공간품질의 공간 편의성, 정보품질의 정보 유용성이 이용자의 전반적 만족도에 영향을 미치는 것으로 나타났다. 인터뷰 결과로 자료부족, 디지털 자료의 비활성화, 도서관 공간개념의 환경, 타 기관과의 자료공유 비활성화, 인력부족 등의 문제점이 지적되었다. 이 연구는 이러한 분석 결과를 바탕으로 지방연구원 소속 전문도서관의 서비스 품질에 대한 개선방안을 제시하였다.

Abstract

The purpose of this study is to investigate the quality of service that affects satisfaction of special library users and to suggest ways to improve the function and role of special library. The data were collected by survey and interview method conducted with 111 library users in 6 local research institute using modified questionnaires based on LibQUAL+. The results revealed that human quality factor had more influence on library service satisfaction than space and information quality factor. Also, there were statistically significant influence between library service satisfaction and three sub service factors, such as service attitude, space convenience, and information usability. The interviewers indicated problems of special library service in lack of data, inactivation of digital data, space problem, data sharing problem, and lack of experts. Finally this study proposed several suggestions to improve service quality of special library of local autonomous entity research institution.

본 연구에서는 교과서전문도서관의 활성화를 위해 교과서전문도서관의 서비스를 통합하여 제공할 수 있는 포털사이트의 구축방안을 제시하고자 하였다. 이를 위해 국내․외 교과서전문도서관 및 포털사이트 구축․운영 관련 선행연구 관련사례를 조사․분석하였고, 이를 기반으로 설문을 개발하여 교과서 관련 정보의 이용자를 대상으로 설문을 수행하였다. 그 결과, 교과서종합목록 및 각종 콘텐츠 구축, 소장자료의 디지털화 프로젝트 수행, 교과서관련 각종 참고자료 수집 및 제공, 주제별 교과서정보 데이터베이스 구축, 교과서 관련 연구출판물의 통합수집 및 제공, 교과서 관련 기관과의 협력네트워크 구축, 포털사이트의 적극적인 홍보 등이 교과서관련 전문도서관의 활성화를 위해 요구되는 사업으로 분석되었다.

Abstract

In this study, we propose an approach of building a portal site that can offer integrated services for textbook through special libraries For this purpose, we analyzed previous related studies and investigated textbook portal construction sites domestically and abroad. Based on this research, we developed survey questions and conducted a survey targeting users of textbook libraries. As a result, the following projects are required for creating a textbook library: a comprehensive list of textbooks and other content construction, digitization projects of library holdings, collection and delivery of various textbook-related reference books, building a textbook database by topic, collecting and providing textbook-related research publications, a cooperation network with textbook-related organizations, and active promotion of portal sites.

본 연구는 서비스 품질 평가 도구인 LibQUAL+를 활용하여 특화서비스를 제공여부에 따른 도서관 서비스 품질의 차이를 통해 공공도서관 특화서비스에 대한 이용자의 인식을 확인하고자 하였다. 분석결과 서비스 수준에 대한 평가 결과 특화서비스를 제공하는 도서관과 그렇지 않는 도서관 차이에 최소수준 및 인식수준에 있어 차이가 나타났으며, 기대수준은 차이가 없는 것으로 나타났다. 서비스 정도는 특화서비스를 제공하는 도서관 그렇지 않는 도서관 보다 적정성 갭 및 우위성 갭에서 대부분 높은 이용자 인식을 나타내고 있어, 공공도서관을 이용하는 이용자들은 특화서비스를 제공하는 도서관이 그렇지 않는 도서관 보다 더 좋은 서비스를 제공하고 있다고 인식하는 것으로 나타났다.

Abstract

This study was intended to confirm the perception of the users for the public libraries specialized service through the difference in library service quality according to the availability of specialized services by utilizing ‘LibQUAL+’ that is a service quality assessment tool. As a results, there is difference in the minimum and perceived levels between libraries that provide assessment result specialized services for service levels and those that did not. And there was no difference in the expected level. The degree of service showed generally higher user perception in the Adequacy Gap and Superiority Gap than libraries that do not offer specialized services. Therefore, the users of public libraries recognize that libraries that offer specialized services are better served than libraries that do not.
