본 연구는 공공도서관의 가치평가를 위한 새로운 접근방법을 모색하였다. 기존에 사용되던 가상가치평가법의 한계점을 지적하였으며, 아울러 이를 개선하기 위한 대안으로 Dissonance Minimizing(DM) 포맷을 적용한 가상가치평가법을 제시하였다. 가치평가의 도구로는 비용편익분석이 사용되었고 비용에는 서비스에 투입된 총 비용을, 편익에는 서비스에 대한 이용자의 지불의사금액 (willingness to pay)을 적용하였다. 그리고 사례분석을 통해 ‘J 공공도서관’의 가치를 추정하여 DM 포맷이 공공도서관의 가치를 평가하는데 어떻게 사용되어지는지 보여주었다.
Abstract
This study aims to present a new approach to measuring the economic value of the public libraries, identifying and suggesting the modified contingent valuation method (CVM) application. The modified CVM, which applied Dissonance Minimizing (DM) format, is presented as a new approach. A cost-benefit analysis is used as a tool to determine if the benefits of public libraries outweigh the cost incurred in providing the services. The benefits of public libraries are based on estimates of how much the user is willing to pay for the library services and costs are based on the prices of providing the services. A comparison between two methods are conducted in a case study in order to measure the economic value of 'J Public Library'. The study also conducts a case study to analyse the WTP value of the 'J Public Library' and demonstrates how public libraries approach the their local studies.

기업이나 연구소 등에서 운영하는 전문도서관의 경제적 가치 평가에 대한 필요성이 제기됨에 따라 본 연구는 전문도서관 주요 서비스의 가치평가에 대한 새로운 접근방법을 제시하였다. 선행연구의 이론과 보편타당성과 적용가능성을 기준으로 삼았다. 서비스에 어떤 유형의 자원(물적 자원 또는 인적 자원)이 사용되었는지에 따라 측정요소와 방법론을 달리 적용하였으며, 이를 토대로 전문도서관 주요 서비스의 가치평가를 위한 산출식을 제시하였다. 전문도서관 서비스의 경제적 가치평가를 위한 분석모형 개발은 서비스의 가치에 대한 객관적 입증이 가능해져서 전문도서관의 진정한 가치를 알릴 수 있는 계기가 될 수 있을 것으로 사료된다.
Abstract
This study aims to suggest a new approach to economic valuation of the special library, in response to the necessity of economic justification of the special library operated by firms and research institutes. Benefit measurement elements and analysis methods to be used in the studywere derived through feasibility evaluation on models in previous studies, and objectivity and applicability were the criteria for feasibility evaluation. Depending on which type of resources are used in providing service, different benefit measurement elements and methods were applied. Based on this, calculation formula for service valuation of special library was presented. The development of analysis model for economic valuation of special library made it possible to objectively prove the value of the special library, and is considered to provide an opportunity to publicize the real value of the special library.

이 논문은 학술지가 지니는 다양한 속성들(내부적인 요소, 외부적인 요소, 그리고 요구론적 요소)이 학술지의 이용 가치에 어떠한 영향을 미치는 지에 대한 실증적 사례분석을 목적으로 하였다. 이 사례연구의 방법은 웹 질문지법을 채택하였으며, K기관 원문서비스 이용자와 DDS 담당자들을 대상으로 수집된 총 383개의 유효한 데이터를 분석하였다. 학술지의 내부적인 요소(즉, IF, 학술지 가격, 사용언어)가 학술지 이용가치에 영향을 미치는 것으로 나타났고, 학술지의 외부적인 요소와 요구론적 요소는 학술지 이용가치에 별다른 영향을 미치지 않는 것으로 나타났다.
Abstract
The purpose of this empirical case study is to explore what factors affect on the economic valuation of academic journals and to ascertain the degree of each impact. For this study, factors were categorized into three groups: internal factors, external factors and demand theory factors. The on-line questionnaire was used to collect data and 383 responded from individual users of and the persons in charge of the DDS(Document Delivery Service). Collected data were analyzed using SPSS 12.0 for Windows/PC. The result showed that there exist a strong relationship between the internal factors of academic journals(i.e., Impact Factor, Cost, and Language) and economic valuation in terms of its use value.

이 연구의 목적은 도서관이 데이터베이스 구축에 많은 비용을 투자할 가치가 있는지를 결정하기 위하여 원문정보서비스의 경제적 가치를 측정하는 것이다. 경제적 가치 측정을 위하여 조건부가치측정법을 적용하였다. 비시장재인 국내단행본 원문정보서비스의 가치를 측정하기 위해 가상시나리오를 설계하고 설문의 신뢰도를 높이기 위해 사전조사와 전문가의 검토, 질문방법으로 이중양분선택형을 선택하였다. 연구 결과, 국내단행본 원문정보서비스에 대해 이용자 1인당 지불하고자 하는 사용가치는 1책당 836원, 비사용가치는 연간 236원으로 측정되었다. 대학생 전체의 연간 경제적 총 가치는 831.8억원으로 산출되었다.
Abstract
The purpose of this study is to measure economic value of full-text information services in order to determine whether it is worth for libraries to invest a large amount of money in constructing database to begin with. The study applied an contingent valuation method to measure its economic value. The imaginary scenarios are designed for estimation the value of Non-market-goods, estimation in advance and experts investigation are needed for rising the confidence level, double-bounded dichotomous choice is chosen in question method. The use value, which one user is willing to pay for domestic monograph full-text information services, was 836 won per one monograph. And, the annual non-use value was 236 won. The total annual economic value of all the students was 831 billion won.
