이 글은 한국 국회기록의 인터넷 정보서비스의 개선 방안을 고찰함으로써 공공기록의 인터넷 정보서비스 정책 수립에 필요한 기본적인 요건을 제시해 보려는 것이다. 이를 위해 기록관리학에서의 정보서비스 이론과 외국의회의 사례를 분석하였다. 분석의 결과, 국회기록 인터넷 정보서비스의 개선방안으로서, 접근정책의 수립, 정보서비스 프로그램의 개선, 이용자와의 의사소통의 활성화라고 하는 세 가지 과제를 제시하였다.
Abstract
This study aims at the fundamental factors needed to make the policy for internet reference service of public records were presented, considering the methods for improvement of internet reference service of national assembly records. For this purpose, reference service theory of recorded informations and examples of foreign congress reference services were analyzed. From the result of analysis, three tasks were proposed as an improvement plan for internet reference services of national assembly records; establishment of access policy, improvement of reference service programs, and activation of communication with users.

국회기록은 민주주의의 역사적 증거로써 큰 가치를 가지고 있어 공공기록 중 가장 활용가치가 높은 기록 중 하나로 볼 수 있다. 때문에 업무상의 참고자료 혹은 증빙자료로 활용될 뿐만 아니라 학술 목적으로도 이용되고 있다. 학술 정보 이용자는 우리 사회의 지적 능력을 향상시키고 간접적 혁신을 이끌 수 있으며 이들에게 맞춤형 서비스를 제공 한다면 기록관리기관의 지속적인 열람과 이용률을 증가시킬 수 있다. 따라서 본 연구는 국회기록을 담당하고 있는 국회기록보존소의 학술 정보 서비스 활성화 방안을 제안하는 것을 목적으로 하였다. 이를 위하여 문헌연구와 미국과 영국의 입법 아카이브센터 사례조사, 국회기록보존소 서비스 담당 실무자 2명과 국회기록을 학술 목적으로 이용해 본 이용자 8명을 대상으로 인터뷰를 수행하였다. 분석 결과를 바탕으로 온라인 원문 구축 확대와 국회기록보존소 홍보를 통한 국회기록보존소 인식 개선과 국회사무처와 협력체계 구축, 주제별 국회기록 제공, 국회기록 수집 및 분석 지원을 통한 온라인 서비스 강화, 개인화 서비스와 연구가이드를 통한 맞춤형 이용자 서비스를 제안하였다.
Abstract
The National Assembly record is considered one of the most valuable public records because it has great value as a historical evidence of democracy. Therefore, it is not only used as a reference or evidence for work, but also used for academic purposes. Academic information users can improve their intellectual skills in our society, lead to indirect innovation, and provide customized services to them, which can increase the continuous viewing and utilization rate of records management institutions. Therefore, the purpose of this study was to propose a plan to activate the academic information service of the National Assembly Records Preservation Center, which is in charge of the National Assembly records. To this end, interviews were conducted with practitioners in charge of literature research, case studies, and services at the National Assembly Archives and users of academic information. It proposed improving awareness of the National Assembly Archives, strengthening online services, and customized user services.

본 연구에서는 FRBRoo 분석을 바탕으로 FRBR 시리즈 개념모형을 확장하고 개선하기 위한 방안을 제시하고자 했다. FRBRoo는 CIDOC CRM과 연계된 플러그인 온톨로지다. FRBR 모형을 대체하는 것이 아니라 박물관 분야와의 협력을 위해 개발된 것이다. 연구 과정에서 FRBR 시리즈 모형이 IFLA LRM으로 통합 개정되었다. 이에 LRM에 대한 분석도 추가하였다. 서지 정보가 도서관의 업무와 이용자를 지원해야 한다면, 도서관이 당면한 새로운 과제를 지원하기 위해 서지정보를 분석하는 방식도 개선되어야 할 것이다. 이를 위해서는 시간과 관련된 이벤트 개념이 서지정보의 모델링에 반영되어야 한다. 또한 서지정보의 구축과 교환 단위를 서지레코드보다 더 작은 단위나 더 큰 단위로도 확대해야 하며, FRBRoo를 서지정보의 공유를 위한 외부와의 연계 통로로 활용하는 것이 바람직하다.
Abstract
In this study, based on the analysis of FRBRoo, we tried to propose suggestions to expand and improve the FRBR family conceptual model. FRBRoo is a plug-in ontology of CIDOC CRM with cooperation of museum field. As FRBR family models also revised and integrated into IFLA Library Reference Model, the additional analysis on IFLA LRM was performed. If bibliographic information is required to support the technical and user services of the library, the way to analyze the bibliographic information should be improved in order to cope with the new challenges faced by the library. To do this, time-related event concepts should be reflected in the modeling of bibliographic information. It is also necessary to expand the creation and exchange unit of bibliographic information to smaller units or larger units than legacy bibliographic records. Using FRBRoo as a linkage tool for the sharing of bibliographic information is also suggested.

최근 디지털 기록관리 패러다임 속에서 중추적 역할을 수행하는 대학기록관 웹사이트는 대학기록을 찾고 활용하는 이용자들에게 더욱 더 중요하게 간주되고 있다. 본 연구는 대학기록관 웹사이트가 질적 향상을 이루기 위해서는 다각적 평가와 분석이 필요하다고 보고 국내 9개의 대학기록관을 선정한 후, 이들에 대하여 웹사이트 구성 내용분석, 웹사이트가 지닌 기능적 유용성, 사용성 및 정보품질에 대한 이용자 만족도, 그리고 웹표준 준수여부 등 다섯 가지의 각도에서 메타 분석을 수행하였다. 분석 결과를 토대로 제시된 대학기록관 웹사이트의 개선방안은 다음과 같다. 첫째, 기록정보의 이용을 보다 활성화하기 위해서는 대학기록관의 소개 및 대학기록 활용성에 대한 홍보와 웹사이트에서의 이용자간의 커뮤니케이션을 높일 수 있는 방안을 모색해야 한다. 둘째, 웹사이트의 콘텐츠 빈약함은 이용자의 이용도를 떨어뜨리므로 체계적인 대학기록의 수집과 함께 디지털화하는 작업에 집중적인 노력이 필요하다. 셋째, 가장 불만족스럽게 나타난 ‘검색 기능’을 보완하기 위해서는 이용자 중심의 검색인터페이스를 개발이 필요하다. 넷째, 이용자의 만족도에 가장 큰 영향을 미치는 요인이 웹사이트에 대한 ‘호감도’이므로 이 점을 고려하여 대학기록관 웹사이트를 디자인해야 할 것이다. 마지막으로 웹사이트는 웹표준을 준수하여 보편적 웹접근성을 높여야 할 것이다.
Abstract
Recently, the website of university archives is becoming greatly significant to users who retrieve and utilize university archives and records. This study aims to meta-analyze university archives in Korea in terms of usefulness, usability, information quality, and web accessibility in order to improve the functionality and usefulness of university archives websites. The result of the study suggests that university archives should increase the number of the digital records and to develop communication chanels, such as blog, chatting room, digital reference services for activating use of university records. Secondly, university archives make efforts to develop systematic collecting and managing procedures and to build relevant digital collections. Thirdly, the websites of university archives develops more user-friendly interfaces and web design to improve user satisfaction. Finally, the websties of university archives should follow the standards on web accessibility.
