행정정보데이터세트 관리의 시급성과 중요성을 인식하고 실무에 적용 가능한 실효성 있는 방안을 연구하는 것이 필요하다. 특히 데이터세트 평가를 위해 데이터세트 기록을 식별하고 기록관리를 위한 기준을 정하는 일은 상세하고 구체적으로 제시될 필요가 있다. 본 연구는 공공기관에서 운영 중인 행정정보시스템 데이터세트를 대상으로 데이터세트 식별과 평가 과정을 설계하고 검증하였다. 이와 함께 평가 과정에서 기록관을 비롯한 참여 주체들의 역할을 제시하였다. 본 연구 결과를 통해 기록관에서 데이터세트 기록 관리를 위한 구체적이고 실질적인 프로세스 및 도구를 개발하기 위한 유용한 시사점을 도출하였다.
Abstract
It is necessary to recognize the urgency and importance of administrative information dataset management and study effective management measures and specific procedures applicable in practice. Particularly, identify dataset records and developing records schedule for records management needs to be presented in detail and specific. This study designed and verified an identification method and appraisal procedure of dataset records in public administrative information systems dataset operating in public institutions. In addition, this study presented the role of the participants including the records center in the appraisal process. Through this, useful implications are derived for the development of specific and practical processes and tools for dataset management in the records center.

국회기록은 민주주의의 역사적 증거로써 큰 가치를 가지고 있어 공공기록 중 가장 활용가치가 높은 기록 중 하나로 볼 수 있다. 때문에 업무상의 참고자료 혹은 증빙자료로 활용될 뿐만 아니라 학술 목적으로도 이용되고 있다. 학술 정보 이용자는 우리 사회의 지적 능력을 향상시키고 간접적 혁신을 이끌 수 있으며 이들에게 맞춤형 서비스를 제공 한다면 기록관리기관의 지속적인 열람과 이용률을 증가시킬 수 있다. 따라서 본 연구는 국회기록을 담당하고 있는 국회기록보존소의 학술 정보 서비스 활성화 방안을 제안하는 것을 목적으로 하였다. 이를 위하여 문헌연구와 미국과 영국의 입법 아카이브센터 사례조사, 국회기록보존소 서비스 담당 실무자 2명과 국회기록을 학술 목적으로 이용해 본 이용자 8명을 대상으로 인터뷰를 수행하였다. 분석 결과를 바탕으로 온라인 원문 구축 확대와 국회기록보존소 홍보를 통한 국회기록보존소 인식 개선과 국회사무처와 협력체계 구축, 주제별 국회기록 제공, 국회기록 수집 및 분석 지원을 통한 온라인 서비스 강화, 개인화 서비스와 연구가이드를 통한 맞춤형 이용자 서비스를 제안하였다.
Abstract
The National Assembly record is considered one of the most valuable public records because it has great value as a historical evidence of democracy. Therefore, it is not only used as a reference or evidence for work, but also used for academic purposes. Academic information users can improve their intellectual skills in our society, lead to indirect innovation, and provide customized services to them, which can increase the continuous viewing and utilization rate of records management institutions. Therefore, the purpose of this study was to propose a plan to activate the academic information service of the National Assembly Records Preservation Center, which is in charge of the National Assembly records. To this end, interviews were conducted with practitioners in charge of literature research, case studies, and services at the National Assembly Archives and users of academic information. It proposed improving awareness of the National Assembly Archives, strengthening online services, and customized user services.

4차산업 혁명으로 상징되는 IT 기술의 발달과 전자정부의 등장 및 환경의 변화 등에 따라 기록관리 영역에도 급격한 변화가 나타나고 있다. 대부분의 정부산하 공공기관은 전자문서시스템과 기록관리시스템, 온나라시스템 등 정보보호의 대상이 되는 정보시스템을 이용한다. 이용자중심의 기록관리 환경에서 물리적 환경과 전자시스템을 통한 기록정보의 접근통제는 기록정보의 보호를 위한 필수적인 요소라고 할 수 있다. 이에 본 연구는 공공기관 기록물관리 전문요원들의 기록정보의 안전한 보호와 접근통제에 대한 인식을 조사하여 개선해야 할 과제를 도출하고, 이를 개선하기 위한 논의와 제안점을 제시하였다. 먼저, 우리나라 정보보호 체계에 대한 법․제도 현황을 살펴보고, 접근통제에 대한 규정을 분석하여 기록관리 법․제도 및 접근통제 현황과 비교함으로써 시사점을 도출한다. 다음으로 질적연구 방법을 활용하여 정부산하 공공기관에서 근무하고 있는 전문요원들을 대상으로 심층인터뷰를 진행하였고, 그 결과를 분석하였다. 본 연구는 기록정보의 안전한 보호와 접근통제를 위하여 기록관리 영역의 체계 개편 등을 제안하여 정부산하 공공기관 기록관리의 개선과 전문요원들이 실질적인 권한과 통제권을 가지기 위한 제안을 통하여 기록관리 내실화를 꾀하였다는데 의의가 있다.
Abstract
The development of IT technology that has come to symbolize the fourth industrial revolution, the introduction of online government, and the change in environment has caused radical changes in record management. Most public institutions under the government make use of information systems that are objects of information protection such as electronic document system, document management system, and Onnara system. Further, protection and access control of record information through physical environment and electronic system in a user-centered record management environment is an essential component. Hence, this study studies how professional records management professionals in public institutions recognize safe protection and access management of record information, deriving areas that require improvement and providing a discussion and suggestions to bring about such improvement. This study starts by examining laws and policies on information protection in Korea, analyzing items on access control to compare them with laws and policies, as well as the current situation on records management and derive implications. This study is meaningful in that it aims to substantialize records management by suggesting areas of improvement necessary for the protection and management of record information in public institutions and providing professionals with tangible authority and control.
