공공도서관 문화프로그램에 대한 중요성이 커짐에 따라 그 경제적 효과에 대하여 전반적으로 평가할 필요성이 제기되어 왔다. 본 연구는 문화프로그램의 경제적 가치를 분석하기 위한 방법으로 기존에 사용되어 온 가상가치평가법의 대안으로 DM 포맷과 IBM 포맷을 제안하였다. 또한 이 모형을 공공도서관이 적용할 수 있도록 사례분석을 통해 그 과정을 구체적으로 설명하고 있다. 이 연구는 가상가치평가법의 바이어스를 최대한 감소함으로써 공공도서관의 정확한 가치를 평가할 수 있는 기본 틀을 마련하였다는 데에 그 의의가 있다.
Abstract
The need for overall assessment of economic effectiveness of library culture program has been suggested, as its importance continues to grow. Our study proposed a new assessment method by applying DM format and IBM format to contingent valuation method that has been used for analyzing the economic value of culture program. This study also illustrates the process through case analysis so that the public library can apply this model. It is meaningful that the study provides basic framework to evaluate the fair value of the public library by minimizing the bias that the contingent valuation method has.
초록
본 연구는 ‘독서의 달’ 프로그램의 주요 이용자 유형을 밝히기 위한 것이다. 이 목적을 달성하기 위하여, 7대도시 지역(서울, 부산, 대구, 인천, 대전, 광주, 울산)의 62개 표본 공공도서관으로부터 9월의 ‘독서의 달’ 프로그램 622개를 그들의 홈페이지를 통하여 조사 수집하였다. 이렇게 수집된 프로그램을 대상으로 본 연구에서는 내용분석법과 크리펜도르프(Krippendorff)의 신뢰계수 알파(α)를 사용하여 이들 프로그램을 지역별로 그리고 이용자 유형별로 분석하였다. 그 결과, 본 연구에서는 7대도시 각 지역별로 공공도서관이 선호하는 주요 이용자 유형의 순위에는 약간씩 차이가 있다는 것과 모든 대도시지역의 공공도서관에서 가장 중요한 이용자 유형은 어린이 또는 전연령층이라는 것이 밝혀졌다.
Abstract
This study investigated the main user types of the reading programs which are provided by sixty-two public libraries during September, “the Month of Reading,” in seven metropolitan cities, Seoul, Pusan, Daegu, Incheon, Daejeon, Gwangju and Ulsan. For the analysis, the data are collected from 622 programs of “the Month of Reading.” The content analysis method was used to analyze data and find meanings from it. The findings show, there are a little differences in the priority order of the main user types among the seven metropolitan cities, however, the children and all ages of the public libraries in seven metropolitan cities are identified as the main user types of the libraries.
