초록

본 연구는 국내 공공도서관에 근무하는 사서들에 대한 정보이용자들의 인식정도를 73개의 표본을 대상으로 분석이 이루어졌다. 공공도서관 이용자들의 평소 사서들의 근무태도와 자질 및 서비스수준에 대한 인식정도를 성별집단으로 나누어 분석하였다. 이를 위해 기존연구를 기반으로 설문지를 3가지 유형으로 수정, 작성하여 조사하였다. 첫째, 사서의 근무태도에 관한 인식도, 둘째, 사서의 자질에 관한 인식도, 셋째, 사서들의 정보이용자와의 커뮤니케이션에 관한 인식도를 명목척도와 등간척도를 이용하였다. 본 연구결과, 첫째, 사서들의 근무태도에 관한 연구결과 평균값=2.81로 전반적으로 낮게 나타났다. 둘째, 사서의 전문직으로서의 자질에 관한 정도는 평균값=2.84로 낮게 나타났다. 마지막으로 이용자들과의 커뮤니케이션에 대한 서비스 수준에 대한 만족도 역시 평균값=2.89로 역시 낮게 나타났다. 각 항목별 성별 집단간에는 다소 인식의 차이를 보였다. 향후 다양한 집단별 요인분석을 통한 선행연구 결과들과의 비교연구가 필요할 것이다.

Abstract

This research analysed 73 samples to find out the recognition of librarians working in domestic public libraries from the information user's views. This research analyzed public library user's usual recognition level of librarian's work attitude, qualification, and service lever based of group of gender. For this, this research stands on the basis of previous researches and 3 types of modified questionnaire; recognition level of librarian's work attitude, recognition level of librarian's qualification, and recognition level of communication between librarians and information users using on nominal scale and interval scale. The research's result showed study outcome of librarian's work attitude was generally low with the mean of 2.81. Second, librarian's qualification of being a specialist was low with the mean of 2.84. Lastly, satisfaction of communication service level between information users and librarians was low with the mean of 2.89. Male and Female groups showed the difference of acknowledgement between each questions.

초록

The purpose of this study is to induce the activation of public libraries in community through make use of public libraries as a plan for accomplishing regional informatization which based on regionalization and informatization. To acquire the twin goal of regional informatization and activation of public libraries, I propose a strategic plan which makes use of regional public libraries as an infrastructure of educating informatization and community-network concept. Abstract

초록

본 연구는 도시개발 변화에 따른 공공도서관 신축부지선정에 대한 법적 검토사항을 살펴보고, 일반적인 부지특성과 입지기준을 고찰하였다. 또한 전주시를 대상으로 적합한 부지를 선정하기 위하여, 지역주민들의 정보문화활동에 관한 각종 지표 및 통계자료를 조사하였고, 이용자 설문조사를 실시하였다. 그리고 이를 토대로 새로운 공공도서관 설립 비전과 목적을 수립하고, 부지선정 계획을 단계별로 제안하였다. 본 연구는 도서관 신축부지선정과 지방정부의 도서관정책개발 및 예산확보의 타당성 근거로 활용하는데 유용한 자료가 될 것으로 기대한다.

Abstract

In this study, various aspects of site selection for constructing new public library by development of urban community were investigated. These are legal aspects, geographical characteristics, and criteria of selecting conditions of location for new building. In order to select the suitable site in the Jeon Ju City, the various statistical data and indices with regard to information and cultural activities of the local residents and a statistical data was investigated. And also, a user question investigation was executed. The vision and objectives of establishing new pubic libraries were presented, based on the result of the study. The result of this study will help the library policy maker to develope the library policy and to secure a budget from the regional government.

이 연구는 2007년부터 2020년까지 공공도서관 통계를 이용하여 공공도서관의 기본 정보와 시설을 중심으로 14년 동안 우리나라 공공도서관의 변화 추이와 현황을 분석하였다. 연구 데이터는 국가도서관통계시스템으로부터 수집하고 이를 우리나라 인구수 및 1인당 GDP와 비교하였다. 그 결과, 우리나라 공공도서관은 2020년 현재 1,172개관으로 2007년에 비해 양적 측면에서 약 2배 가까이 증가하였으며, 이러한 증가는 1인당 GDP 및 인구수와 매우 강한 상관관계가 있음을 파악하였다. 2020년에는 지자체 소속 위탁 운영 공공도서관이 229개관으로 2007년에 비해 그 비율이 18.8%에서 25.1%로 상승하였다. 공공도서관의 부지면적은 도서관마다 편차가 크지만 시간이 지남에 따라 점점 넓어지는 추세를 보이며, 건물 연면적은 지자체 소속 도서관보다 교육청 소속 도서관이 더 넓고 시간에 따라 점점 넓어지는 추세를 보인 반면, 지자체 소속 도서관은 다소 감소하였다. 도서관의 총 좌석 수는 모든 도서관에서 감소하고 있으며 어린이 열람석과 노인 및 장애인 열람석은 다소 증가하는 경향을 보였다.

Abstract

This study analyzed the trends and current status in public libraries in Korea for 14 years, focusing on the overview and facilities of public libraries using public library statistics from 2007 to 2020. The research data were collected from the National Library Statistics System and compared with the population and GDP per capita of Korea. As a result, the number of public libraries in Korea is 1,172 as of 2020, which has nearly doubled compared to 2007, and it was found that this increase has a very strong correlation with GDP per capita and population. There were 229 contracting out public libraries operating by the local government in 2020, and the contracting out rate increased from 18.8% in 2007 to 25.1%. Although the site area of ​​public libraries varies greatly from library to library, it tends to get larger over time. The total floor area of public libraries operating by the Office of Education is larger than that of public libraries operating by the local government, and it gradually increases over time, but the total floor area of public libraries operating by the local government have decreased slightly. The total number of seats in the library is decreasing in all libraries, and the reading seats for children and the reading seats for the elderly and the disabled tend to slightly increase.

사회적 기구로서 공공도서관이 변화하는 사회에서 제 기능을 다하고 주어진 목적을 이루기 위해서는 전통적이거나 관습적인 운영보다는 좀 더 체계적이고 효율적인 경영이 실현되어야 한다. 이런 맥락에서 공공도서관의 특성화 전략이란 공공도서관이 제공하는 자료와 서비스의 차별화와 집중화를 통한 운영 및 관리를 의미하며, 공공도서관의 효율적 경영을 위해 필수적으로 반영되어야 하는 것이다. 이에 본 논문은 공공도서관의 특성화를 살펴보기 위하여 먼저 우리나라 공공도서관의 발전과 현황을 살펴본 후 공공도서관의 특성화에 관한 이론적 배경을 바탕으로 우리나라 공공도서관의 서비스를 특성화란 관점에서 자료중심과 서비스중심으로 나누어 조사ㆍ분석하고, 이를 바탕으로 나타난 문제점과 개선방안을 살펴봄으로써, 공공도서관의 특성화, 나아가 도서관의 특성화 일반에 대한 이해의 증진에 일조하는데 그 목적이 있다.

Abstract

As social institution, the public libraries in changing social environment are required to adopt a more systematic and efficient managerial strategy, only to function properly and to achieve the given goal. In this context, the specialization of the public libraries means the provision of information and library services through differentiation and focus strategy, and should be realized for the efficient library management. In order to examine the specialization of the public libraries in Korea, this study builds the theoretical background of the specialization of the public libraries, looks into the current situation of the public libraries, investigates and analyzes the specialization of the public libraries in terms of information and library services, and suggests some recommendation for improvement. By so doing this study aims at enhancing our understanding of the specialization of the libraries as a whole.

사회가 발전하면서 자원봉사는 보편화되어 가고 있으며, 공공도서관 자원봉사도 양적, 질적 증가를 보이고 있다. 이에 본 논문은 공공도서관 자원봉사의 운영과 관리 실태를 분석하고 공공도서관 자원봉사의 활성화를 도모하기 위하여, 먼저 공공도서관 자원봉사에 대한 이론적 배경을 살펴본 후, 설문조사를 통하여 현재 우리나라 공공도서관 자원봉사의 운영과 관리 실태를 기획부문, 자원봉사자 관리부문, 행정부문으로 나누어 조사하고, 이를 바탕으로 공공도서관 자원봉사의 활성화 방안과 전망을 제시함으로써 도서관 자원봉사의 운영 및 관리에 대한 이해 증진에 일조함에 그 목적이 있다.

Abstract

As the volunteer activity has become universal, volunteers of public libraries have also grown both quantitatively and qualitatively. In this context, this study builds a theoretical background on the volunteer activity of public libraries; examines the volunteer activity management of public libraries using survey method including its planning, personal management and administration; and suggests some recommendations to promote the voluntary activity of public libraries. By so doing, this study aims at enhancing our understanding on the volunteer activity management of public libraries.

이 연구는 공공도서관의 서비스품질(인쇄형태 출판물과 인터넷 및 전자자원, 문화프로그램 및 서비스, 도서관시설 및 환경, 직원)이 공공도서관의 이용에 따른 전반적인 만족도 및 불평의도, 충성도(재이용의도 포함)에 미치는 영향을 밝히기 위한 것이다. 이를 위해 이 연구에서는 대구지역 8개 공공도서관의 이용자 443명을 대상으로 설문조사를 실시하였다. 선행연구에 대한 분석을 통해 제시한 인과적 모델을 설문데이터를 바탕으로 경로분석(path analysis)을 이용하여 검증하였다. 분석결과 인쇄형태 출판물과 문화프로그램 및 서비스, 도서관시설 및 환경, 직원은 각각 이용자의 전반적인 만족도에 통계적으로 유의한 영향을 미치는 것으로 나타났다. 도서관시설 및 환경의 품질은 공공도서관 이용자의 만족도와 충성도에 광범위한 영향을 미치는 것으로 나타났다.

Abstract

This study investigates the influences of the service quality of public libraries, including printed publications, internet and electronic materials, culture programs and service, library environment and facilities, and library staff, on the general satisfaction of the users, complaining intentions, and loyalty including reuse intentions. It develops a library user satisfaction model and testifies it through path analysis using questionnaires from 443 public library users in Daegu Metropolitan City area. This study shows that service qualities of printed publications, culture programs and service, library environment and facilities, and library staff influence significantly on the general satisfaction of the users, and that service quality of library environment and facilities is the major variable which influences satisfaction and loyalty of the public library.

본 연구는 대학도서관과 공공도서관에서 영상물 이용현황과 그에 따른 저작권 문제를 조사하였다. 이를 위하여 공공도서관과 대학도서관을 대상으로 설문조사를 실시하였으며, 사서의 저작권 문제는 설문조사와 더불어 도메리와 저작권 관련 웹사이트 등의 질문을 분석하였다. 그 결과 영상자료를 위한 설비의 다양화와 서비스의 다양화에 따라 저작권 문제도 공연뿐만 아니라 대출, 보존용 복제, 디지털화, 인터넷을 통한 서비스 등 다양하게 발생하고 있음을 알 수 있었다. 또한 각 영역별 저작권 질문이 기초적인 질문에서부터 세부적인 문제에 대한 질문까지 다양하게 이루어지고 있었다. 이와 관련하여 본 연구는 저작권 문제의 복잡성을 고려해 볼 때 사서양성과 관련한 대학 정규교육과정에서 저작권에 대한 기초적 이해를 위한 교육, 직무연수과정에서 저작권법의 개정에 따른 보완 교육, 세부적인 저작권 문제에 대한 해결을 위해서 사서를 위한 온라인 질의응답 서비스가 실시될 필요가 있음을 제안하였다.

Abstract

This study investigated the present situation of the use of cinematographic works and the problems of copyright. Surveys were conducted in public and university libraries for these. Also, content analyses were conducted to make sense of copyright problems in libraries. As a result, this study found that problems of copyright had occurred in various aspects related to public performance, lending, digitization and internet services according to the diversity of facilities for watching cinematographic works and library services. Also, the librarians’ questions to the copyright were very various from the primary level to specific level. This study suggested that regular courses of study in library schools need to be opened to primitive understanding to copyright law and occupational training programs for librarians need to be opened to complementary education as revisions of copyright law. This study also suggested that the online Q&A services need to be started for librarians who have detailed copyright problems.

본 연구의 목적은 지리정보시스템(GIS)이 공공도서관 자료선정과 서비스개발에 갖는 의미를 마케팅적 시각에서 탐색해보고자 하는 데 있다. 지리정보시스템이란 지리적 정보를 수집하고, 조작해서 표현해낼 수 있는 컴퓨터시스템이다. 지리정보시스템을 통해, 공공도서관은 지역사회의 교통관련정보, 정치적, 법적, 인구 통계적, 경제적, 사회적, 문화적, 교육적 정보를 수집하는 것이 가능하다. 따라서 공공도서관은 지리정보시스템을 마케팅의 첫 단계인 시장조사 즉 이용자분석에 활용함으로써 이용자의 요구에 부합되는 자료선정과 서비스개발을 할 수 있을 것이다. 이는 또한 이용자와의 지속적 관계형성이라는 마케팅의 최종목적을 달성하는데도 도움이 될 것이다.

Abstract

The purpose of this study is to investigate the implications that GIS(Geographic Information Systems) can have in public library collection selection and service development from a marketing perspective. GIS is a computer system capable of assembling, storing, manipulating, and displaying geographically referenced information. Through the understanding and utilization of GIS, we can collect geographical, transportation, political, legal, demographic, economic, social, cultural, educational, and recreational information of the community. Public libraries can utilize GIS for market research, including customer analysis to select library collection and develop library service based on library users' needs. As a result, public libraries can find a way to make a lasting relationship with users which is the final goal of marketing activities.

공공기관이 기록관리의 대상 범위를 규정하는 것은 설명책임을 다하고 국민의 알권리를 보장하기 위한 선결조건이라 할 수 있다. 본 연구에서는 공공기록물의 개념에 대해 정책적으로 접근하여 기록의 범위를 정함에 있어 포함해야 할 요건들을 식별하였다. 이를 위해 공공기록물법 및 전자정부법, 전자문서법 등의 현행법에서 정하고 있는 공공기록물의 개념과 범위를 분석하였다. 또한 전자화기록의 법적 증거력에 대해 국내외 사례를 검토하여 제도적 보완사항을 제시하였다.

Abstract

Public institutions defining the legal scope of records management are a prerequisite to ensure the accountability and public’s right to know. In this study, the requirements essential for determining the legal scope of the concept of public records were identified. For this, the concept of policies and the scope of public records which were prescribed by current laws such as the Public Records Management Act, Electronic Government Act, and Framework Act on Electronic Documents and Transactions were analyzed by this study. Furthermore, by examining both domestic and foreign cases on the legal competence of evidence of digitized records, institutional supplementary points were proposed.
