SIARD_KR은 스위스 연방 기록보존소에서 개발한 관계형 데이터베이스 컨텐츠의 장기보존에 이용하는 기술인 SIARD를 우리나라의 실정에 맞게 일부 수정한 행정정보 데이터세트 보존 도구이다. 기존의 선행연구는 SIARD가 얼마나 관계형 데이터베이스안에 들어있는 모든 데이터를 손실 없이 잘 추출할 수 있는지에 초점이 맞춰져 있다. 하지만 데이터베이스에 들어있는 데이터 전부가 의미 있는 정보, 즉 행정정보 데이터세트는 아니다. 따라서 이 논문은 SIARD_KR이 행정정보 데이터세트의 특성을 반영하고 있는가에 대한 문제의식에서 시작한다. SIARD_KR이 단순히 DB에 저장된 데이터를 추출하는 도구가 아니고 의미 있는 정보만을 식별하여 추출할 수 있을지, 본래의 시스템에서 유리되어도 의미 있는 정보를 유지할 수 있을지 확인하려 한다. 본 논문은 SIARD_KR의 구조를 분석하고, 예상되는 문제점을 도출하여 그에 대한 개선방안을 제시하는 것을 목적으로 한다.
Abstract
SIARD_KR is an administrative information dataset preservation tool. It is a partially modified version of SIARD, technology used for long-term preservation of relational databases developed by the Swiss Federal Archives, to suit Korea’s situation better. Previous studies have focused on how SIARD is able to effectively extract all data contained in the relational database without loss. However, not all data contained in the database is meaningful information, that is, an administrative information dataset. This paper began, therefore, with the awareness of the problem of whether SIARD_KR reflects the characteristics of the administrative information dataset. SIARD_KR is not only a tool for extracting data stored in the DB. We want to see if it is capable of identifying and extracting only meaningful information, and maintaining meaningful information, even if it is separated from the original system. The purpose of this paper is to analyze the structure of SIARD_KR, identify expected problems, and suggest improvement measures for them.

문화재 관련 기록물은 문화재에 대한 구체적인 증거이며 보존에 있어 중요한 근거자료 역할을 하므로 문화재만큼이나 중요한 의미가 있다. 특히 국가적이나 사회적으로 중요한 가치를 가진 특정 문화재인 경우 해당 문화재가 하나의 주제로 다양한 연구가 진행되고 문화재를 주제로 한 프로그램이 기획되는 경우가 많다. 그러나 유명한 문화재를 중심으로 생산되는 기록물은 긴 시간 동안 발생하면서 분산되어 관리되어 왔고 다양한 형태로 나타나고 있어 해당 기록물의 범위와 소재, 내용을 파악하기 어렵다. 이와 같은 문제들의 해결 방안으로, 이 연구는 황룡사와 같이 사회적, 역사적 가치를 가지는 주요 문화재를 중심으로 발생하는 관련 기록물을 11개 공공기관 및 웹서비스에서 수집하여 기록물의 유형, 기록물과 관련된 활동, 메타데이터 분석을 통해 전체 기록물의 범위와 관계를 파악할 수 있는 온톨로지 설계를 하여 특정 문화재 중심으로 기록물을 이해할 수 있도록 하고자 하였다.
Abstract
Records related to a certain cultural heritage are concrete evidence that prove the value of the cultural heritage and become a criterion for long-term preservation of its records. The value of the records is as important as cultural heritage value. In the case of specific cultural heritage with national or socially important values, various studies are conducted on cultural heritage as one theme, and various programs about cultural heritage are developed. However, it is difficult to grasp the scope, record types, and contents of the records because they have been distributed and managed in many institutes. They also appear in various forms. As a solution to these problems, this study collected records of a major cultural heritage with social and historical values such as Hwangnyongsa from 11 public institutions and web services and analyzed the types of records, activities related to the records, and metadata. Through data analysis, an ontology that can understand the range and relationship of the entire record was suggested so that the record can be understood with a focus on specific cultural heritage.

본 연구는 인류의 자산이자 중요기록물인 세계기록유산의 홍보활동을 활성화하기 위한 초기 연구로, 국내 세계기록유산의 웹사이트를 통한 온라인 홍보현황을 파악하고 개선방안을 제안하였다. 세계기록유산의 홍보의 의미를 정의하고 문헌연구를 통해 현황 분석을 위한 기준을 도출하였다. 홍보활동 분석영역을 홍보내용, 홍보유형, 홍보매체으로 나누고 세부 홍보항목과 내용을 설정하였다. 도출된 분석기준을 바탕으로 국내 세계기록유산을 소장 관리하고 있으며 온라인홍보 활동을 수행하고 있는 11개 기관의 21개 웹사이트를 분석하였다. 분석 결과 내용을 바탕으로 첫째, 세계기록유산의 홍보내용에는 보존가치와 활용가치가 상호 강조되어야 하며 둘째, 이용자 세분화를 통한 홍보가 이루어져야 하며 셋째, 관련 기록유산을 통합하거나 연결하는 시스템 및 서비스 구축하여 기록유산에 대한 이용자의 접근성을 높여야 하며 끝으로, 세계기록유산 홍보 관련 지침 또는 매뉴얼을 마련해야 할 것을 개선방안으로 제언하였다.
Abstract
The research aims to recommend strategies to promote PR activities of ‘the Memory of the World(MoW)’ on the websites. To achieve the goal, the researchers analyzed the current conditions of online PRs of the MoW in S. Korea by developing the standards/elements for analysis. The research examined the two main concepts of MoW and extracted the three core standards/elements for evaluating current online PRs of MoW through reviewing earlier studies: contents of PRs, ways of PRs, and features of media. The research examined PR activities on the 21 websites of 11 institutions which manage MoW in South Korea. The research found the significant features of the online PRs and suggested detailed strategies for improving the online PRs of MoW: first, it is required to emphasize the values of both preservation and utilization of MoW equally. Second, it is necessary to promote the PRs of MoW by using the way of ‘user segmentation’. Third, it needs to develop the unit systems and/or services to integrate with related documentary heritages so that users can access documentary heritages effectively and efficiently. Finally, it is required to develop the guidelines or/and manuals to conduct and promote the PRs of the MoW by providing specific directions and methods of publicities.

본 연구는 안양시의 정체성과 특수성을 고려한 도서관 중장기 종합 발전 계획 수립을 위한 운영 전략들을 도출하고자 하는 목적으로 수행되었다. 이를 위해 본 연구에서는 다음과 같은 내용으로 진행되었다. 첫째, 안양시의 대내외 환경과 지역적 특수성 등을 파악하기 위해 안양시와 관련된 각종 문헌 자료 및 통계 자료들을 수집․분석해 정리하였다. 둘째, ｢국가도서관통계시스템｣ 및 ｢경기도 공공도서관 연감｣, 각종 도서관 관련 법규 등의 자료를 토대로 안양시 공공도서관의 운영 현황에 대해 파악하였다. 셋째, 안양시 공공도서관에서 근무하고 있는 사서 26명을 대상으로 안양시 정체성부터 현재의 도서관 운영 전반에 대한 의견을 수렴하기 위해 주관식 개방형 질문으로 구성한 설문조사를 실시해 분석하였다. 마지막으로, 앞서 정리한 현황 분석 내용과 최근의 도서관 트렌드, 정책 및 사회문화 환경 등을 반영해 향후 안양시 공공도서관의 중장기 발전 계획 수립의 토대가 될 수 있는 구체적인 운영 전략들을 ① 조직체계 및 인력 구성, ② 지역 간 균형 발전을 위한 시설 계획, ③ 장서 개발 및 보존 방향, ④ 특화주제 서비스 방안, ⑤ 협력체계 구축, ⑥ 홍보 방안의 여섯 가지 영역으로 구분해 제안하였다.
Abstract
The purpose of this study is to derive the operation strategies for establishing the mid-to-long-term comprehensive library development plans considering the identity and specificity of Anyang City. For this purpose, this study proceeded as follows. First, to understand the internal and external environment and regional characteristics of Anyang City, various literature and statistical data related to Anyang City were collected, analyzed, and organized. Second, the operation status of Anyang municipal libraries was analyzed with data such as ｢National Library Statistics System｣, ｢Gyeonggido Public Library Yearbook｣, and various library-related laws. Third, a survey with open-ended questions was conducted for twenty-six librarians working in Anyang municipal libraries to collect opinions on the identity of Anyang and the overall operations of the libraries. Lastly, by reflecting the current status analysis, the latest library trends, policies, and sociocultural environments, detailed operation strategies that can serve as a basis for establishing mid-to long term development plans for Anyang municipal libraries in the future were proposed. The above operating strategies were proposed by dividing into six areas such as (1) the plans for organizational system and manpower composition, (2) the facility plans for balanced regional development, (3) the collection development and preservation direction, (4) the special subject materials service plans, (5) the for establishing cooperation system, and (6) the public relations plans.
