법정 납본 제도는 국가문헌의 망라적 수집과 보존이라는 국가도서관의 기능을 수행하는데 필수적 도구이다. 최근 급증하는 디지털자료의 특성으로 인해 인쇄자료에 기반을 둔 납본법을 개정해야 할 필요가 생겼다. 우리나라를 비롯해서 여러 나라 납본제도의 디지털자료 관련 최근 동향을 조사하였다. 국립디지털도서관의 설립을 앞두고 디지털자료의 수집을 위한 법정 납본 제도의 확대 강화를 위해 필요한 전략을 제안하였다.
Abstract
Legal deposit system is an essential tool for a national library to ensure the preservation and access to a nation's intellectual heritage over time. Substantial amounts of digital materials of national cultural value are already being published. There is a global trend towards extending legal deposit to cover digital materials in order to maintain comprehensive national archives. This paper gives a progress report of some countries around the world whose legal deposit laws have already updated or are under revision. Some strategies are suggested for the digital collection building of the Korean National Digital Library which will open in 2008.
초록
전자기록관리시스템은 전자기록이 자생적으로 갖고 있는 취약성과 가변성과 같은 특성 때문에 전자기록의 진보성 유지 측면을 충분히 반영시켜야 한다. 복제와 변조가 수월하고 장기보존 시포맷변환을 시켜야 하는 전자기록에 대한 진보성 유지는 도전하기 어려운 과제이기는 하나 정확한 역사 기술의 전제가 되는 기록으로서의 역할을 수행하기 위해서는 절대로 회피할 수 없는 과제이기도 하다. 따라서 본 연구는 전자기록의 진본성 유지를 위한 전략을 검토함으로써 향후 신뢰할 수 있는 전자기록관리시스템을 개발하는데 도움을 주는것을 목적으로 하여, 우선 기록 및 전자 기록의 의미, 진본성 그리고 진본성 평가를 위한 요건을 소개하였다. 또 시스템에서 전자기록의 진본성을 유지하기 위한 원칙, 전자기록의 진본성에 대한 오디트 트레일이 가능하게 하는 지적 정보 기술 방안과 시스템에서 구축해야 할 자본성 유지 메커니즘을 제안하였다. 마직막으로 전자 기록의 진본성 유지와 관련하여 시사점을 제시한 전자기록 관련 시스템 표준을 살펴보았다.
Abstract
The electromic records management systems must create and maintain reliable and authentic records because such records can be easily duplicated, manipulated, altered, and revised. The goal of this study is to propose the strategies for maintaining authenticity of electronic records and to produce some baselines for developiing the trusted record management systems. Therefore, the study is to identify and define the cpncept of an electronic record and the nature of authenticity; ti establish the principles for ensuring the long-term preservation of authentic electronic records; to suggest the methods for describing electronic records in order to maintain audit trail; to propose the mechanisms for maintaining reliable and authentic electronic records; ti analuse the Korean standards related to dlectrinonic document management sstems; and to discuss future challenges for maintaining the authenticity.
