최근 우리나라를 비롯해 전 세계가 ‘코로나19’라는 초유의 사태를 맞이한 이때, 감염병 확산을 막기 위해 적극적으로 정보를 ‘공개’하는 관점과 이러한 사회적 조치가 개인의 기본권 침해와 맞물리게 되면서 개인정보를 ‘보호’해야 하는 관점이 상충되고 있다. 이에 본 연구에서는 감염병 위기에 따른 국가의 대응 상황을 파악하기 위해 감염병 대응 표준매뉴얼을 바탕으로 위기경보 단계별 생산되는 공공기록물을 살펴보았으며, 특히 개인정보가 포함된 기록물의 유형과 공개 현황을 분석하였다. 이를 통해 위기경계단계에 따라 공공기관 차원에서 수집되는 개인정보 뿐 아니라 민간에서 수집, 관리해야 할 개인정보 범위가 결정됨을 파악하였으며, 이에 대한 일반인의 인식을 파악하기 위해 뉴스미디어에 보도된 개인정보 관련 주요 이슈를 분석하였다. 이를 통해 도출된 개인정보를 포함한 기록 관리의 주요 쟁점과 문제점에 대해 고찰하고 이에 대한 개선점을 수집 및 관리, 폐기의 기록의 생애주기 관점에서 제안하였다.
Abstract
At a time when Korea and the rest of the world recently faced the unprecedented situation of “COVID-19,” the view of actively “disclosure” of information to prevent the spread of infectious diseases is at odds with the view of “protecting” personal information as these social measures are coupled with the infringement of individuals’ basic rights. In order to see the nation’s response to the infectious disease crisis, we examined the current status and characteristics of public records according to crisis alert levels based on the manual for responding to infectious disease. Especially we analyzed the types and disclosure status of records containing personal information. For detecting personal information-related issues on news media, we collected online news articles and performed text anlaysis. Through this, we reviewed the problems of record management including personal information and suggested improvement points from the perspective of the life cycle of records: collect, manage, and dispose of them.

정보의 급격한 증가와 정보기술이 발달함에 따라 개인에게도 정보관리의 중요성이 점차 커지고 있다. 본 연구는 대학생들의 개인정보관리 동기 요인과 방해 요인이 개인정보관리 행태에 어떠한 영향을 미치는지 알아보고자 하였다. 먼저, 선행연구 분석을 통해 개인정보관리 동기 요인과 방해 요인을 도출하였으며, 이러한 요인들이 개인정보관리 행태인 정보조직 활동과 정보유지 활동에 어떠한 영향을 미치는지 분석하였다. 이를 위해, 서울 소재 대학교의 대학생들을 대상으로 온라인 설문조사를 진행하였으며, 총 593부의 유효한 응답지를 분석하였다. 분석 결과, 개인정보관리 동기 요인과 방해 요인이 개인정보관리 행태에 영향을 미치는 것으로 나타났다. 본 연구는 개인의 정보관리 행태를 분석하고 행태에 영향을 미치는 요인을 도출하였다는 점에서 학문적 의의가 있다. 또한, 연구 결과를 바탕으로 대학생들이 개인정보를 효율적으로 관리할 수 있도록 개인정보관리 교육을 제공해야 한다는 실질적 함의를 제시하였다.
Abstract
With the rapid increase in information and the development of information technologies, the importance of information management is increasing for individuals. The study aimed to examine how the motivations or disturbance factors of personal information management affect college students. First, the motivation and disturbance factors of personal information management were derived through the analysis of previous studies, and the effects of these factors on information organization and information management activities were analyzed. For this purpose, an online questionnaire was conducted for college students at a university in Seoul and a total of 593 valid responses were analyzed. The study found that the motivations or disturbance factors of personal information management influenced personal information management behavior. The study extends the literature of personal information management by analyzing the information management behavior of individuals and identifying the factors influencing such behavior. Furthermore, the finding of the study suggests the practical implications that it is essential to provide personal information management education so that college students can manage personal information efficiently.
