조직 내 지식공유 및 지식활용의 주체는 조직구성원 개인이라는 점에서 지식관리전략을 논할 때, 인적자원관리와 지식관리의 관계성 논의는 매우 절실하다. 본 연구에서는 지방정부를 대상으로, 인적자원관리의 세부영역인 교육훈련, 의사결정에의 참여, 성과평가 및 보상제도와 지식공유 및 지식활용과의 영향관계를 분석하였다. 분석결과 교육훈련, 평가 및 보상제도가 중요한 요인으로 나타났으며, 이러한 연구결과를 토대로 정부조직의 지식공유와 활용에 있어서의 정책적 시사점을 논의하고 있다.

Abstract

Main drivers of knowledge activities such as knowledge sharing and utilization are individual members of an organization and thus knowledge management strategies should be discussed in relationships with human resource management. This study analyzes the effects on knowledge sharing and knowledge utilization of human resource management practices such as training, participation in decision-making, performance appraisal and compensation system in local government. The results show that training and performance appraisal and compensation system are significantly influential factors for the knowledge sharing and knowledge utilization. Lessons and implications of this study for management leadership are presented.

Abstract

This study constructed an ontology targeting journal articles and evaluated its performance. Also, the performance of a triple structure ontology was compared with the knowledge base of an inverted index file designed for a simple keyword search engine. The coverage was three years of articles published in the Journal of the Korean Society for Information Management from 2007 to 2009. Protégé was used to construct an ontology, whilst utilizing an inverted index file to compare performance. The concept ontology was manually established, and the bibliography ontology was automatically constructed to produce an OWL concept ontology and an OWL bibliography ontology, respectively. This study compared the performance of the knowledge base of the ontology, using the Jena search engine with the performance of an inverted index file using the Lucene search engine. As a result, The Lucene showed higher precision rate, but Jena showed higher recall rate.

본 연구는 국내 대학도서관의 전자자원 메타데이터와 관련된 현황을 살펴보고, 정보조직 패러다임 및 목록 환경의 변화에 대응하기 위한 방향성을 제시하기 위함이다. 국내 대학도서관의 전자자원 도입 및 조직과 최근 정보자원 조직의 동향을 살펴보았고, 디지털콘텐츠 구축 건수 상위 30개 대학도서관의 홈페이지를 방문하여 현황과 문제점을 조사하였다. 앞으로 전자자원을 포함한 다양한 유형의 정보자원을 통합적으로 관리하고, 접근성을 강화하여 이용자들에게 확장된 목록의 기능을 제공하여야 할 것이다.

Abstract

This study attempts to investigate the current practice of electronic resources in the academic libraries and to explore the changes of paradigm in the organization of information. It reviewed how academic libraries have acquired and organized electronic resources. It also investigated the library home pages of 30 academic libraries in order to identify the category of electronic resources, metadata, and linkage methods with various material types such as printed resources and theses. To perform extended functions of library catalogs, it is essential for academic libraries to manage the metadata of various resources together and provide enhanced access and linkage of related resources.
