본 연구는 국내 병원도서관에 초점을 맞추어 이와 관련한 국내 병원도서관의 정책 및 병원도서관 지원사업을 면밀히 조사하고, 국내 병원도서관의 현 운영실태를 파악하고자 하였다. 이에 병원도서관 리스트 구축을 통해 수집된 73개의 도서관을 대상으로 전화면담을 실시하여 운영실태를 조사하였다. 그 결과, 현재 병원도서관은 모기관에 의해 설립되기 보다는 타 기관(재단, 기업 등)의 지원사업을 통해 다수 설립되고 있는 것으로 나타났으며, 그 중 활발하게 운영되는 특정 도서관을 제외하고는 모두 유지만 하고 있는 실정이었다. 공간의 경우, 단독공간을 갖춘 도서관은 대부분 소규모로 운영되고 있었으며, 타 목적 공간 내 서가 배치 및 개방형 휴게실, 복도 벽면 등에 서가를 배치하여 운영하고 있었다. 운영과 관련하여 도서관 운영을 위한 전담 부서 및 담당 인력이 없는 곳이 가장 높게 나타났으며, 장서의 경우 설립 당시 지원 받은 도서를 유지할 뿐 추가로 구입하지 않고 있는 곳이 과반수 이상으로 나타났다. 또한 서비스 및 프로그램의 경우, 특정 도서관을 제외하고는 대출서비스만 제공하고 있는 것으로 나타났다. 이에 향후 병원도서관 활성화를 위해서는 국가적차원에서의 정책 및 지원이 이루어져야 할 것으로 보이며, 병원도서관이 지속적으로 운영되기 위해서는 모기관과의 연계와 더불어 지역 대표도서관 및 공공도서관과의 연계를 통한 운영방안도 모색할 필요가 있다.
Abstract
This study focused on the domestic hospital libraries, the policies and support projects for them, and the current operation status of them. To this end, a list of hospital libraries was established and the operation status was investigated by conducting telephone interviews with 73 libraries collected. As a result, it was found that hospital libraries were established through support projects of other institutions (foundations, enterprises, etc.) rather than by the parent institutions, most of which were barely maintained except for certain actively operated ones. In terms of space, hospital libraries equipped with independent space were mostly operated on a small scale, and bookshelves were deployed in space for other purposes such as lounge and hallway. In terms of operation, a dedicated department or personnel for the library operation hardly existed, and more than half of them did not purchase additional books, simply maintaining the donated books at the time of the establishment. It was also shown that for services and programs, only booklending services are provided, except for a few libraries. Therefore, national policies and support will be needed to revitalize hospital libraries in the future, and the government needs to seek ways to continuously operate them through links with local representative libraries and public libraries.

본 연구의 목적은 전자저널 컨소시엄 참여기관의 현황과 그들의 요구를 분석함으로써 KESLI 운영의 문제점과 활성화를 위한 방안을 마련하고자 하는 것이다. 이를 위해, 참여기관을 대상으로 컨소시엄 선정 및 관리, 평가의 항목으로 구성된 설문지를 배부하였고 응답한 179개의 설문지를 분석하였다. 분석결과, KESLI 참여기관은 장서개발정책, 편목, 이용자교육 및 평가방법에 대한 요구를 나타냈다. 따라서 KESLI는 참여기관의 요구를 반영하여 장서개발정책 마련을 위한 정책 예를 제공하고 편목의 간소화를 위한 시스템을 마련해야 한다. 또한 기관에서의 이용자교육의 효과를 높이기 위해서 교재 및 프로그램을 개발지원하며 평가방법 및 기술에 대한 교육을 실시해야 한다.
Abstract
The purpose of this study is to improve the KESLI consortium by analyzing the status of participant organizations and their needs. A survey questionnaire including questions on consortium selection, management, and evaluation was distributed. The findings from the 179 responses indicate that the needs of the participants include issues related to the collection development policy, the cataloging of e-journals, user education, and evaluation. Therefore, KESLI should provide the following: (1) examples of collection development policy used for reference, (2) system development for e-journal cataloging, (3) materials and program guidelines for user education, and (4) education related to evaluation techniques for e-journal usages.

본 연구는 충북대표도서관의 건립 기본계획 수립을 위한 기초연구이다. 이를 위해 본 연구에서는 충청북도의 지역 여건을 조사하고, 전국 공공도서관과 주요 대표도서관의 소장 자료 현황, 이용 현황, 직원 수, 프로그램 현황 등을 분석하였다. 이를 토대로 SWOT 분석을 실시하여 충북대표도서관의 건립 기본계획을 위한 비전과 목표, 추진전략을 도출하였다. 연구 결과를 기반으로 충북대표도서관이 수행해야 하는 사명은 “지식과 문화의 교차로, 도민의 삶과 동행하며 함께 성장하는 도서관”으로 제시하였다.
Abstract
This study is a foundational research for establishing the basic plan of the Chungcheongbuk-do Central Library. The research investigates the regional conditions of Chungcheongbuk-do and the status of collections, usage, staff, and programs of public libraries nationwide and major representative libraries. Based on this, a SWOT analysis was conducted to derive the vision, goals, and implementation strategies for establishing the basic plan of the Chungcheongbuk-do Central Library. Based on the research findings, the mission of the Chungcheongbuk-do Central Library is presented as “The library that grows alongside the lives of local residents, intersecting knowledge and culture.”

최근 ‘코로나19’라는 초유의 재난 사태를 맞이하여 대한민국 정부의 투명한 정보 공개를 통한 적극적 대응에 전 세계가 주목하고 있다. 이렇듯 공공데이터 개방은 특정 정보에 대한 국민의 인지도와 접근성을 높임으로써 다양한 사회적, 경제적 가치를 상승시키는 데 필수적이다. 본 연구는 정부차원에서 주도적으로 수집하고 공개하고 있는 공공데이터포털의 이용 활성화를 위해 각국에서 운영하고 있는 SNS 현황과 그에 따른 개선방안을 제안하고자 한다. 이를 위해 국내․외 공공데이터포털 SNS 운용현황을 살펴보고, 그 중 선진 사례 3국(인도, 미국, 한국)의 서비스를 선정하여 계량 분석, 피드백 분석, 시계열 분석, 정보유형 분석을 실시하였다. 분석결과를 통해 정보유형 및 이용요구를 파악하고 시사점을 도출하여 공공데이터 이용 활성화를 위한 구체적인 개선방안을 제언하였다.
Abstract
The world is paying attention to the South Korean government’s aggressive COVID-19 response, key of which is transparency and openness in sharing information. Opening up government information is essential to enhancing its social and economic value through increased awareness and accessibility. The purpose of this study is to investigate the current status of SNS operated by national open data portals in which government-collected and -disclosed data is available and to suggest improvements for the use of open data portals. To do this, the study compared 3 national open data portals, each from India, U.S.A, and Korea, by performing quantitative analysis, user feedback analysis, time-series analysis, and information type analysis. Based on the identified information types and user needs, the study suggests concrete ways to facilitate the use of open data portals.

본 연구는 안양시의 정체성과 특수성을 고려한 도서관 중장기 종합 발전 계획 수립을 위한 운영 전략들을 도출하고자 하는 목적으로 수행되었다. 이를 위해 본 연구에서는 다음과 같은 내용으로 진행되었다. 첫째, 안양시의 대내외 환경과 지역적 특수성 등을 파악하기 위해 안양시와 관련된 각종 문헌 자료 및 통계 자료들을 수집․분석해 정리하였다. 둘째, ｢국가도서관통계시스템｣ 및 ｢경기도 공공도서관 연감｣, 각종 도서관 관련 법규 등의 자료를 토대로 안양시 공공도서관의 운영 현황에 대해 파악하였다. 셋째, 안양시 공공도서관에서 근무하고 있는 사서 26명을 대상으로 안양시 정체성부터 현재의 도서관 운영 전반에 대한 의견을 수렴하기 위해 주관식 개방형 질문으로 구성한 설문조사를 실시해 분석하였다. 마지막으로, 앞서 정리한 현황 분석 내용과 최근의 도서관 트렌드, 정책 및 사회문화 환경 등을 반영해 향후 안양시 공공도서관의 중장기 발전 계획 수립의 토대가 될 수 있는 구체적인 운영 전략들을 ① 조직체계 및 인력 구성, ② 지역 간 균형 발전을 위한 시설 계획, ③ 장서 개발 및 보존 방향, ④ 특화주제 서비스 방안, ⑤ 협력체계 구축, ⑥ 홍보 방안의 여섯 가지 영역으로 구분해 제안하였다.
Abstract
The purpose of this study is to derive the operation strategies for establishing the mid-to-long-term comprehensive library development plans considering the identity and specificity of Anyang City. For this purpose, this study proceeded as follows. First, to understand the internal and external environment and regional characteristics of Anyang City, various literature and statistical data related to Anyang City were collected, analyzed, and organized. Second, the operation status of Anyang municipal libraries was analyzed with data such as ｢National Library Statistics System｣, ｢Gyeonggido Public Library Yearbook｣, and various library-related laws. Third, a survey with open-ended questions was conducted for twenty-six librarians working in Anyang municipal libraries to collect opinions on the identity of Anyang and the overall operations of the libraries. Lastly, by reflecting the current status analysis, the latest library trends, policies, and sociocultural environments, detailed operation strategies that can serve as a basis for establishing mid-to long term development plans for Anyang municipal libraries in the future were proposed. The above operating strategies were proposed by dividing into six areas such as (1) the plans for organizational system and manpower composition, (2) the facility plans for balanced regional development, (3) the collection development and preservation direction, (4) the special subject materials service plans, (5) the for establishing cooperation system, and (6) the public relations plans.

본 연구에서는 전문도서관 사서를 대상으로 설문조사를 진행하였으며, 대내․외 환경변화와 정책적 지원방안에 따라 업무영역에 미치는 영향력을 분석하고, 설문조사 결과에서 분석된 현장사서들의 인식조사 결과를 토대로 전문도서관 발전에 영향을 미치는 요인과 이에 따른 정책적 제안을 도출하고자 하였다. 연구결과, 첫째, 개별 기관 내 도서관 위상 역할에 대한 인식에서는 도서관 발전계획 중요도에서 부정적인 의견이 58.3%, 도서관으로서 본연의 역할 수행여부에 대해서는 긍정적인 인식을 하는 것을 확인할 수가 있었다. 둘째, 전문도서관의 위상을 높이기 위해서는 주요 기능과 역할의 중요성을 인식하여 학술연구활동에 대한 인식이 필요함을 알 수 있었다. 셋째, 도서관발전종합계획 중 전문도서관 및 운영평가 인식에서는 국가 공공 정보의 대국민 서비스 확대에 대해 가장 높게 인식하고 있었다. 또한 5년간 발전전략 중 우선 시행되어야 할 정책으로는 전문도서관 현황 갱신 및 조사를 위한 시스템 구축을 선호하는 것을 확인할 수가 있었다. 넷째, 도서관 운영평가 참여율 제고를 위한 효과적인 대안 및 개선지표에 대해 분석한 결과, 공기업 평가 항목에서 “기관 도서관 운영 평가” 항목의 가중치 부여가 평균 4.01로 가장 높게 나타났다. 따라서, 전문도서관 발전을 위해서는 현재 전문도서관의 현황을 종합적으로 파악할 수 있는 체계를 구축하고 적극적인 학술 연구를 지원하는 것이 가장 시급할 것으로 파악되었다
Abstract
In this study, a survey was conducted targeting specialized librarians, and the impact on the work area according to changes in the internal and external environment and policy support measures was analyzed. In this study, we tried to derive factors that affect library development and policy suggestions accordingly. As a result of the study, first, it was confirmed that 58.3% of the negative opinions in terms of the importance of library development plans were positive in recognition of the role of library status within individual institutions. Second, in order to increase the status of specialized libraries, it was found that awareness of academic research activities was necessary by recognizing the importance of major functions and roles. Third, among the comprehensive library development plans, the recognition of specialized libraries and operational evaluation was the highest in recognition of the expansion of national public information services to the public. In addition, it was confirmed that among the five-year development strategies, the policy that should be implemented first is the preference for updating the status of specialized libraries and establishing a system for investigation. Fourth, as a result of analyzing effective alternatives and improvement indicators to increase the participation rate in library operation evaluation, the weighting of the “institutional library operation evaluation” item in the evaluation item of public enterprises was the highest at 4.01 on average. Therefore, for the development of specialized libraries, it was recognized as the most urgent task to establish a system that can comprehensively grasp the current status of specialized libraries as well as active academic research and support them.

이 연구의 목적은 공공도서관의 노인 대상 디지털 리터러시 프로그램의 운영 현황을 조사하고 프로그램을 담당하고 있는 사서의 인식을 파악하여 국내 공공도서관의 노인 대상 디지털 리터러시 프로그램의 개선방안을 제시하기 위한 것이다. 이를 위해 첫째 전국 157개 공공도서관의 디지털 리터러시 프로그램 현황을 조사․분석하였고, 둘째 국외 공공도서관의 노인 디지털 리터러시 프로그램 사례를 조사하였고, 셋째 국내 공공도서관 프로그램 담당 사서 92명을 대상으로 온라인 설문조사를 실시하였다. 이 연구에서는 연구 결과를 토대로 공공도서관 노인 디지털 리터러시 프로그램의 개선방안을 운영요소와 내용요소로 나누어 제안하였다. 이 연구는 향후 국내 공공도서관에서 노인 디지털 리터러시 프로그램을 운영하는데 기초자료로 활용될 수 있을 것이다.
Abstract
The purpose of this study was to examine the operation status of digital literacy programs for the elderly in public libraries and to understand the perception of librarians in charge of the programs in order to suggest plans to improve them in Korean public libraries. To this end, this study performed the following: first, the status of digital literacy programs in 157 public libraries across Korea was examined and analyzed. Second, digital literacy programs provided for older adults by overseas public libraries were explored. Third, an online survey was conducted with 92 librarians in charge of library programs at Korean public libraries. Based on the results, this study suggested plans to improve older adults’ digital literacy programs in public libraries in terms of operational and content aspects. This study is expected to provide basic data for the operation of older adults’ digital literacy programs in Korean public libraries.

5G 시대 단말기의 다양화, 고화질 및 몰입형 중심의 SNS 전개로 동영상 중심의 소셜 미디어 패러다임이 계속적으로 심화되고 있다. 본 연구의 목적은 공공도서관에서 운영되고 있는 유튜브 채널의 운영과 제공 콘텐츠 현황에 대한 분석을 통해 다양한 활용 전략과 방안을 제안하는 데 있다. 본 연구에서는 도서관 유튜브 채널을 개설 및 운영하고 있는 국내의 44개 도서관과 구독자 수 1,000명 이상 도서관 유튜브 채널을 활발하게 활용하고 있는 국외 도서관 12개를 대상으로, 도서관 유튜브 채널의 구독자 수, 조회 수, 비디오 수 데이터 현황, 그리고 콘텐츠 내용과 전달 방식을 조사하였다. 분석 결과를 종합하여, 1) 도서관 유튜브 채널만이 가지는 특수성과 목적성을 확보, 2) 유튜브 채널의 홍보 및 접근성 제고, 3) 공공도서관에서 개설 및 운영하는 유튜브 채널임을 명시, 4) 이용자 친화적인 인터페이스로의 개선, 5) 도서관 전문성과 교육적 콘텐츠를 기획 및 제공, 6) 통합 유튜브 채널의 운영, 7) 이용자 기반 콘텐츠 제공 등의 도서관 유튜브 채널 활용방안을 제안하였다.
Abstract
The social media paradigm centered on videos continues to deepen due to the diversification of 5G devices, high-definition and immersive SNS. The purpose of this study is to propose various utilization strategies and measures through the analysis of the current status of YouTube channel operation and provided contents operated in public libraries. In this study, 44 libraries in Korea that have opened and operated Library YouTube Channel and 12 libraries that actively utilize library YouTube channels with more than 1,000 subscribers were surveyed for the current status of subscribers, views, video count data, and contents and delivery methods of Library YouTube Channel. Based on the analysis results, the library’s YouTube channel was proposed to utilize the library’s YouTube channel, 1) to secure the specificity and purpose of the library’s YouTube channel, 2) to promote and enhance access to the YouTube channel, 3) to improve the YouTube channel to user-friendly interface, 5) to plan and provide library expertise and educational contents, 6) to operate the integrated YouTube channel, and 7) to provide user-based content.

이 연구는 2007년부터 2020년까지 공공도서관 통계를 이용하여 공공도서관의 기본 정보와 시설을 중심으로 14년 동안 우리나라 공공도서관의 변화 추이와 현황을 분석하였다. 연구 데이터는 국가도서관통계시스템으로부터 수집하고 이를 우리나라 인구수 및 1인당 GDP와 비교하였다. 그 결과, 우리나라 공공도서관은 2020년 현재 1,172개관으로 2007년에 비해 양적 측면에서 약 2배 가까이 증가하였으며, 이러한 증가는 1인당 GDP 및 인구수와 매우 강한 상관관계가 있음을 파악하였다. 2020년에는 지자체 소속 위탁 운영 공공도서관이 229개관으로 2007년에 비해 그 비율이 18.8%에서 25.1%로 상승하였다. 공공도서관의 부지면적은 도서관마다 편차가 크지만 시간이 지남에 따라 점점 넓어지는 추세를 보이며, 건물 연면적은 지자체 소속 도서관보다 교육청 소속 도서관이 더 넓고 시간에 따라 점점 넓어지는 추세를 보인 반면, 지자체 소속 도서관은 다소 감소하였다. 도서관의 총 좌석 수는 모든 도서관에서 감소하고 있으며 어린이 열람석과 노인 및 장애인 열람석은 다소 증가하는 경향을 보였다.
Abstract
This study analyzed the trends and current status in public libraries in Korea for 14 years, focusing on the overview and facilities of public libraries using public library statistics from 2007 to 2020. The research data were collected from the National Library Statistics System and compared with the population and GDP per capita of Korea. As a result, the number of public libraries in Korea is 1,172 as of 2020, which has nearly doubled compared to 2007, and it was found that this increase has a very strong correlation with GDP per capita and population. There were 229 contracting out public libraries operating by the local government in 2020, and the contracting out rate increased from 18.8% in 2007 to 25.1%. Although the site area of public libraries varies greatly from library to library, it tends to get larger over time. The total floor area of public libraries operating by the Office of Education is larger than that of public libraries operating by the local government, and it gradually increases over time, but the total floor area of public libraries operating by the local government have decreased slightly. The total number of seats in the library is decreasing in all libraries, and the reading seats for children and the reading seats for the elderly and the disabled tend to slightly increase.

교육인적자원부에서는 학교간의 자원공유와 상호대차 기반 조성, 단위 학교 데이터베이스 구축의 효율성 도모, 단위 학교 목록 데이터 입력 및 시스템 관리 부담 경감 등을 목적으로 인터넷 기반 학교도서관 정보시스템(IBSLIS)을 구축 운영 중에 있다. IBSLIS 정보시스템을 성공적으로 구축, 운영하기 위해서는 시스템의 기능과 운영 실태를 분석함으로써 향후 개선 및 발전 방안을 모색할 필요가 있다. 이에 본 연구는 2001년도에 시범적으로 설치한 부산시교육청의 IBSLIS 정보시스템을 평가함으로써 향후 개선방안을 제시하고자 한다.
Abstract
The Ministry of Education and Human Resources Development is propelling the establishment project of IBSLIS, Internet-based School Library Information System for prepares a foundation of resource sharing and inter-school library loan, to improvement of DB construction's efficiency and to reduces a maintenance's burden of local information system. There is a necessity which it will evaluate demonstrative operating IBSLIS system for maximize to educational effect and to establish efficiently. Thus, this study is prepares to improvement devices of school library informationization as evaluation an operational status and functions of IBSLIS system which are established in 2001 year.
