본 연구는 2007년 고안된 병영도서관 평가지표의 개발과정을 고찰하고, 이를 2008년 84개 병영도서관에 적용한 결과 분석을 통해 보다 합리적으로 활용 가능한 평가지표로 수정하는 방안을 모색하였다. 이에 따라 병영도서관 서면평가결과와 10개 기관의 실사결과를 종합하여 나타난 문제점 분석을 통해 계획, 재정, 서비스, 장서관리 등 8개 영역 28개 지표와 지표별 평가 척도 일부를 수정․보완하였다. 또한, 정확하고 객관적인 평가를 위해 군별 특성이 다른 해군과 공군의 병영도서관을 육군 병영도서관과 분리하여 그룹핑할 것과, 보다 완전한 평가를 위하여 병영도서관 실태 조사 표준안을 만들어 군별로 전수조사가 이루어져야 한다는 것을 제안하였다.
Abstract
This study considered the developing course on evaluation indicators of military library which published in 2007, and applied them to 84 military libraries in 2008. By analyzing the results from applying, this study also tried to find more effective evaluation indicators which are available properly. Through the output analysis of documental evaluation and actual inspection, which performed by ten organizations, on military library, revised and completed 28 indexes of 8 classes plan, finance, service, collection management etc. and some of their evaluation scales. For accurate, objective evaluation, it is suggested that the navy and the air force libraries which have different military traits have needs for grouping separately from the army libraries, and also proposed to make standard of research on the actual condition for military libraries that can be used in each military line.

국가도서관통계시스템에서 요구하는 통계항목들은 이론적 견지에서 보면 도서관평가 또는 도서관운영 정책수립을 위해 필요한 데이터를 기반으로 한 항목들이라고 할 수 있다. 그러나 국가도서관통계시스템에서 요구하는 통계항목과 공공도서관현장에서 일반적으로 수집될 수 있는 통계항목들과는 차이가 있음을 알 수 있다. 따라서 공공도서관 평가로 활용되고 있는 국가도서관통계가 신뢰할 수 있는 또는 타당성이 있는 객관적 데이터인지를 알아보기 위하여, 공공도서관 현장에서 통계를 수집할 수 있는 근거자료인 도서관 업무(운영)일지의 항목들을 분석하고 아울러 통계의 자동수집이 가능한 도서관리 프로그램에 대한 공공도서관에서의 사용 현황을 조사하였다. 이 연구의 분석 자료는 향후 공공도서관 업무(운영)일지의 표준안 마련을 위한 기초 자료로 활용될 것이다.
Abstract
Statistics items required by National Library Statistics System are based on data for library evaluation and policy making of library management from a theoretical standpoint. However, It is realized there are differences between Statistics items required by National Library Statistics System and those can be collected at the field of public libraries. In accordance with this point, this paper contained an analysis of a working diary log of public libraries as a basic material able to collect data at the field of public libraries and also surveyed the present usage situation of Library Management Program able to automatically collect data to recognize that National Library Statistics is reliably or validly objective data. An analysis data of this research will be a basic material to plan the standard guide of a working diary log of public libraries from now on.

본 연구는 근거중심 문헌정보실무의 개념과 연구방법 및 동향을 분석하여 국내 적용가능성을 살펴보기 위한 기초연구로 수행되었다. 근거중심 문헌정보실무는 실무에서 문제해결과 업무수행 향상을 위해 신뢰성 있는 연구 결과의 활용을 촉진함으로써 연구와 실무 간에 근본적으로 존재하는 격차를 줄이기 위한 운동이다. 근거중심 문헌정보실무는 초기에 의학도서관을 중심으로 수행되었으나 점차로 대학, 전문, 학교도서관으로 확대되었으며 연구 주제 또한 이용자연구, 평가에 한정되었던 것이 경영, 장서, 서비스 등 도서관 서비스 전분야로 확대되고 있다. 근거중심 문헌정보실무의 수행은 특정한 문제해결을 위한 다양한 연구 결과의 검색, 선정, 평가, 활용의 과정이 이루어진다. 또한 가장 높은 수준의 연구결과인 비평적 리뷰의 생산과정을 정형화함으로써 기존 연구의 체계적인 평가를 수행함과 동시에 새로운 연구통합 방법을 제시하고 있다.
Abstract
The purpose of this study is to apply the evidence-based library and information practice(EBLIP) in Korean librarianship with analysis of concepts and research method on EBLIP. EBLIP seeks to improve library practice by utilising the best available evidence in conjunction with a pragmatic perspective developed from working experiences in librarianship. The EBLIP focused on the medicine library, however, it is spread to academic, special, school library. EBLIP process can be described through its five stage: formulate a question, find evidence, critically appraise the evidence, apply results of appraisal, evaluate change, redefine problem. It provides a standardized methodology of systematic review, which is a best evidence in EBLIP and is a new mixed research method.
