1990년도부터 확산되기 시작한 미국 공공도서관 인터넷 서비스의 활성화로 새로운 측면의 도서관 e-서비스에 대한 이해와 측정 평가가 중요한 문제점으로 대두되어 왔다. 이에 본 연구에서는 미국 공공도서관의 인터넷 서비스 품질 평가에 영향을 미치는 주요 결정 요인과 이용자 서비스 만족도 및 서비스 리퍼럴(service referral)과의 관계를 제시하기 위하여 마케팅 경영 분야에서 서비스 품질 평가의 대표적 모델로 알려진 SERVQUAL과 SERVPERF 그리고 현재 미국 대학도서관에서 각광을 받고 있는 도서관 품질 평가 모델인 LibQUAL+ 모델들을 비교 분석하였고 이를 활용하여 인터넷 서비스 품질 평가 모델을 개발함으로써 4가지 주요 인터넷 품질 평가 요인 및 이용자 서비스 만족도와 서비스 리퍼럴(service referral)의 관계를 구체적으로 제시하였다.
Abstract
As the Internet connections and services at U.S. public libraries have increased dramatically since 1990s, defining, assessing and measuring quality of these new electronic services have become a critical issue. This research was a study designed to identify key dimensions of Internet service quality at public libraries by providing a systematic framework for measuring and assessing the quality of Internet services. The study used modified SERVQUAL and SERVPERF instruments which have been widely used service quality measurement in business marketing areas and LibQUAL+ model which are widely adopted service quality measurement instrument in most of the academic libraries in U.S.

DLS(Digital Library System)는 학교도서관 관리자(사서교사)와 최종 이용자(일반교사 및 학생)에게 애플리케이션 서비스를 제공하기 위해서 교육인적자원부에서 개발한 학교도서관 정보시스템이다. DLS는 현재 15개 시도교육청에 설치되어 있으며, 시도교육청 관내의 초중등학교에 서비스를 제공하고 있다. DLS는 서비스를 개시한지 2년 이상이 지났기 때문에 이용 실태와 현황을 분석하여 향후 학교도서관 관리자, 학생 및 교사를 대상으로 이용실태와 요구사항을 조사하여 향후 개선 방안을 제시하고자 한다.
Abstract
DLS(Digital Library System) have ben established by Ministry o Resources Development for providing the application services to each school library managers(teacher librarian) and front end users such as student s and teachers. DLS's are separately operated by 15 major metropolitan or provincial office of education to cover all elementary, midle and high schols in Korea. There is a necess current status of DLS because it's system after starting a service 2 years passed. This study suggested to improvements strategies of DLS by survey from teac her librarian, subject teacher, students of 308 schools.

웹페이지의 급속한 확산은 빠른 정보의 유통을 필요로 하는 의학도서관의 정보서비스에도 필연적인 변화를 가져왔다. 이에 본 논문은 먼저 의학도서관의 웹페이지의 이론적 배경과 정보서비스차원에서 웹페이지의 의의를 살펴보고, 서울시 의학도서관의 웹페이지에 나타난 정보서비스의 실태를 조사분석한 뒤, 이를 바탕으로 웹페이지를 통한 의학도서관의 정보서비스의 활성화에 일조하는 방안을 제시하고 있다.
Abstract
The diffusion of webpages has inevitably brought about changes in providing the information service of the medical libraries. Accordingly this study builds a theoretical background in relation to webpages and information services of the medical libraries. Also, this paper examines the current information services in the webpages of the medical libraries in Seoul. By so doing, this study aims to enhance the information service in webpages of the medical libraries.

이 연구는 공공도서관의 서비스품질(인쇄형태 출판물과 인터넷 및 전자자원, 문화프로그램 및 서비스, 도서관시설 및 환경, 직원)이 공공도서관의 이용에 따른 전반적인 만족도 및 불평의도, 충성도(재이용의도 포함)에 미치는 영향을 밝히기 위한 것이다. 이를 위해 이 연구에서는 대구지역 8개 공공도서관의 이용자 443명을 대상으로 설문조사를 실시하였다. 선행연구에 대한 분석을 통해 제시한 인과적 모델을 설문데이터를 바탕으로 경로분석(path analysis)을 이용하여 검증하였다. 분석결과 인쇄형태 출판물과 문화프로그램 및 서비스, 도서관시설 및 환경, 직원은 각각 이용자의 전반적인 만족도에 통계적으로 유의한 영향을 미치는 것으로 나타났다. 도서관시설 및 환경의 품질은 공공도서관 이용자의 만족도와 충성도에 광범위한 영향을 미치는 것으로 나타났다.
Abstract
This study investigates the influences of the service quality of public libraries, including printed publications, internet and electronic materials, culture programs and service, library environment and facilities, and library staff, on the general satisfaction of the users, complaining intentions, and loyalty including reuse intentions. It develops a library user satisfaction model and testifies it through path analysis using questionnaires from 443 public library users in Daegu Metropolitan City area. This study shows that service qualities of printed publications, culture programs and service, library environment and facilities, and library staff influence significantly on the general satisfaction of the users, and that service quality of library environment and facilities is the major variable which influences satisfaction and loyalty of the public library.

본 연구는 보다 효율적인 정보서비스를 위한 주제화 모형을 개발하고자 하였다. 연구의 결과 및 제시한 주제화 모형의 구성과 특징을 요약하면 다음과 같다.첫째, 대학도서관의 운영 패러다임은 논리성보다는 실용성이 강조되고 있다. 따라서, 대학도서관의 효율적인 공간 활용, 장서 구분 및 서비스를 위해서는 ‘주제화’가 가장 바람직하다.주제화를 적용하기 위해서는 이에 대한 해결이 선행되어야 한다.셋째, 대학도서관의 효율적인 정보서비스를 위한 주제화 모형으로는 ‘광역형 주제화 모형’을 제시할 수 있다. 1) 광역형 주제화의 공간모형은 중앙도서관의 경우 대학생을 위한 ‘학부전용도서관’으로 운영하고, 각각의 주제도서관은 연구를 위주로 하는 교수와 대학원생을 위한 ‘연구도서관’으로 운영하는 방안이다. 2) 광역형 주제화의 장서 모형은 중앙도서관(학부전용도서관)의 경우 학부생들의 과제 및 학습관련 자료를 제공하고, 각각의 주제도서관은 연구를 위한 서지 및 정보제공에 치중하는 방안이다. 기능적 업무담당사서를 배치하고, 주제도서관은 주제담당사서와 기능적 업무담당사서 그리고 주제와 연관이 있는 학과의 대학원생을 조교나 보조학생으로 확보해 서비스를 주제별과 이용자별로 차별화하는 방안이다.

Second, the necessity of adopting subject divisional plan is to secure enough subject librarians and large space. These necessities must be fulfiled prior to adopting th e subject divisional plan. rvice of university library is 'wide-area subject divisional plan model'.1) In the case of central library, the space model of wide-area subject divisional plan is programed as undergraduate library for the undergraduate students. 도서관 상호대차에 의한 원문복사서비스는 정보를 공동 이용하여 이용자의 정보요구를 충족시켜 주기 위한 진보된 형태의 서비스이다. 현재 상호대차에 의한 원문복사서비스의 면책 적용에 관해서는 해석이 분분하다. 본 연구의 목적은 Fax 및 Ariel 시스템을 이용한 원문복사의 저작권 문제에 관한 법적 해결 방안을 제시하는데 있다. 이를 위하여 상호대차에 의한 원문복사서비스에 관한 국제적인 면책 적용의 동향을 검토하였다. 우리 현행저작권법에 입각한 원문복사서비스의 면책 적용에 대한 해석들을 분석하였고 문제점을 지적하였다. 이러한 분석 결과를 기초로 하여, 원문복사서비스와 관련한 현행 저작권법상의 도서관 면책 규정의 문제점을 해결하기 위한 법적 개정방안과 그 조문을 구체적으로 제시하였다. 따라서 본 연구가 제시한 법적 개정 방안은 2005년 또는 향후 도서관 면책 규정의 개정을 위한 기초 자료로 활용될 수 있을 것이다.
Abstract
The document delivery service is an advanced service to satisfy information need of end-user by the cooperative utilization of information. At present there are various interpretation on library exemption of the document delivery service by interlibrary loan. The purpose of the study is to suggest a legal plan in order to solve the problems of library exemption dealing with the document delivery service by Fax and Ariel system. The study examined the international trends on library exemption related to the document delivery service in foreign copyright laws, analyzed the library exemption related to the document delivery service in the present Korean copyright law, and pointed out the problems of the present library exemption. As the result of this analysis, the study suggested a revised plan of the present Korean copyright law in order to provide regulation of library exemption dealing with the document delivery service by interlibrary loan. Thus the revised plan can be used as a basic data for providing the regulation for the future of library exemption in Korea.

본 논문에서는 OpenURL을 이용한 전자자원 링킹시스템의 개요를 기술하고 있다 이어서 16개의 OpenURL link resolver를 선정해서 서버설치여부, 보유하고 있는 저널종수, 서비스 커스터마이제이션, 사용통계서비스 등을 기준으로 비교분석하였다. 분석결과는 각 도서관 및 유관기관에서 링킹시스템을 구입 또는 구축해서 이용할 경우 자관에 맞는 시스템을 선정하는데 도움이 될 것이다.
Abstract
This study describes the concept of link resolvers using OpenURL. Then, the study analyzed the commercially available link resolvers in terms of remote & local hosting, title list, customization of the services and usage statistics. The results will help the libraries select the appropriate link resolvers that are relevant to the features of the libraries.

본 연구는 대학도서관이 교수연구지원을 위해 기여하는 서비스 현황을 파악함으로써 대학도서관이 대학의 교수연구지원을 위해 그들의 정보요구에 부합되는 시스템을 운영하고 있는 가를 알아보며, 대학도서관 웹사이트를 이용한 학술연구정보 시스템 개발의 필요성과 로드맵을 제시하는데 그 목적이 있다. 이를 위해 현재 국내 대학도서관 평가기준에 따라 변화되어 온 대학도서관 발전의 문제점과 이로 인한 대학도서관의 교수연구지원서비스의 한계점에 대하여 조사하였다. 또한 국내외의 12개 대학 도서관의 교수연구지원서비스 활동을 개관하고 분석함으로써 국내 대학도서관의 보다 진취적인 교수연구지원 서비스를 위한 벤치마킹을 모색하고자 하였으며, 서비스 전략의 방향을 제시하고자 하였다. 특히 본 연구에서는 교수 연구지원을 위한 고객관계관리(Customer Relationship Management: CRM) 서비스 전략이라고 할 수 있는 일대일, “mass-personalized services”를 제시함으로써 대학도서관의 “one-stop service execution wheel”을 토대로 한 교수연구지원 서비스의 가능성을 탐색하였다.
Abstract
This research aims to explore faculty research support systems in university libraries, assess their service performance for faculty research, and suggest the need and roadmap for new service development. We perform in-depth analyses of not only the current university library evaluation criteria as part of the overall university evaluation criteria, but also ten university libraries in the United States and two university libraries in Korea. Thorough benchmarking studies reveal the problems of the current university library evaluation criteria in its advances and limitations of current faculty support service systems. Especially this research suggests to develop a one-stop service execution wheel for the roadmap for the faculty research support system which is based on customer relationship management(CRM) for one-to-one, mass- personalized services to the faculty.

기업이나 연구소 등에서 운영하는 전문도서관의 경제적 가치 평가에 대한 필요성이 제기됨에 따라 본 연구는 전문도서관 주요 서비스의 가치평가에 대한 새로운 접근방법을 제시하였다. 선행연구의 이론과 보편타당성과 적용가능성을 기준으로 삼았다. 서비스에 어떤 유형의 자원(물적 자원 또는 인적 자원)이 사용되었는지에 따라 측정요소와 방법론을 달리 적용하였으며, 이를 토대로 전문도서관 주요 서비스의 가치평가를 위한 산출식을 제시하였다. 전문도서관 서비스의 경제적 가치평가를 위한 분석모형 개발은 서비스의 가치에 대한 객관적 입증이 가능해져서 전문도서관의 진정한 가치를 알릴 수 있는 계기가 될 수 있을 것으로 사료된다.
Abstract
This study aims to suggest a new approach to economic valuation of the special library, in response to the necessity of economic justification of the special library operated by firms and research institutes. Benefit measurement elements and analysis methods to be used in the studywere derived through feasibility evaluation on models in previous studies, and objectivity and applicability were the criteria for feasibility evaluation. Depending on which type of resources are used in providing service, different benefit measurement elements and methods were applied. Based on this, calculation formula for service valuation of special library was presented. The development of analysis model for economic valuation of special library made it possible to objectively prove the value of the special library, and is considered to provide an opportunity to publicize the real value of the special library.

최근 대학도서관은 물리적 장소로서 전통적인 도서관의 역할과 전자자원을 효율적으로 서비스 할 수 있는 가상도서관의 역할을 모두 수행해야 할 도전에 직면해 있다. 이에 대학도서관은 위기와 기회를 동시에 내포하고 있는 대학도서관의 미래를 적극적으로 설계하는 도구로서 전략적 계획을 수립하는 것이 필요하다. 본 연구는 미국, 영국, 캐나다, 호주 대학도서관의 전략적 계획의 실행 문서를 비교, 분석하여 그 내용을 형식적 요소와 내용적 요소로 구분하고 전략적 계획 문서에 포함되어야 할 최소한의 요소를 권고하였다. 아울러 UMI, OULS, UBCL, USL 등 선진 대학도서관의 최근 전략적 계획 문서의 사례를 통하여 사명과 비전, 전략 등의 내용을 구체적으로 제시하였다. 궁극적으로 본 연구는 아직 전략적 계획의 작성이 일반화되지 않은 우리나라 대학도서관에 전략적 계획 수립을 위한 방향 제시와 기초 자료를 제공하고자 하였다.
Abstract
University libraries have been facing challenges to accomplish both roles of traditional libraries as physical places and virtual libraries which service electronic resources effectively. University libraries need to establish a strategic plan as a positive tool for designing the future of university libraries addressing threats and opportunities at the same time. This study suggested the core elements be involved in strategic plans of university libraries through comparatively analyzing the actual documents of strategic plans of academic libraries in America, England, Canada and Australia. These strategic plans were divided into formal elements and content elements. In addition, this study presented the latest strategic plans of academic libraries such as UMI, OULS, UBCL, and USL. As a result of research, this study provided the directions and basic materials in order to establish strategic planning at university libraries in Korea.
