공동발의 네트워크는 법안 공동발의로 형성되는 국회의원 간의 관계를 통해 국회 입법과정을 보여준다. 본 연구는 제19대 국회 임기기간 중 발의된 도서관법안을 중심으로 공동발의 네트워크 분석과 국회의원 액터의 중심성 분석 및 키워드 중심 네트워크의 서브그룹 분석을 실시하였다. 연구결과, 도서관법안 공동발의 네트워크는 정당에 따라 분절된 모습을 보였으며, 다른 소속 정당 의원과 근접한 거리에 위치하면서 매개적 역할을 수행하는 의원들이 네트워크에서 중요한 영향력을 미치고 있었다. 키워드중심 네트워크로 재구조화할 경우, 다른 정당 소속 의원들이 동일한 키워드를 공유하면서 서브그룹을 형성함에 따라 정당으로 분절된 네트워크 구조가 개선되는 모습을 보였다. 연구결과를 토대로, 도서관계 입법활동 활성화를 위해서는 정당 간 매개적 역할을 하는 의원들을 중심으로 도서관 법안이 아닌 주요 키워드를 중심으로 정책이슈를 확산하고 공유하는 전략이 필요하다는 점을 제시하였다.
Abstract
The legislative cosponsorship network shows the legislative process of the National Assembly through the relationship between the members of the National Assembly formed by cosponsorship. This study focused on the library bill proposed during the 19th National Assembly term, and conducted the cosponsorship network analysis, the centrality analysis of actors of the National Assembly, and a subgroup analysis of keyword-centric networks. As the result of the study, the library bill’s cosponsorship network was segmented according to political parties, and lawmakers who played an intermediary role in close proximity to other political party members had an important influence on the network. When restructured into a keyword-oriented network, the network structure segmented into political parties improved as members of different parties shared the same keywords and formed subgroups. Based on the results, it was suggested that a strategy for spreading and sharing policy issues based on core keywords rather than library legislation, centered on lawmakers who play a mediating role between parties, is needed to activate library legislation.

오늘날 초고속통신망의 구축과 인터넷의 확산으로 인한 정보화의 급격한 진행은 국회도서관의 의회정보서비스에도 많은 변화를 초래하였다. 같은 맥락에서 의회정보서비스도 이용자들의 정보요구와 변화에 부응하여 이용자들이 만족하는 정보서비스를 제공하여야 한다. 이에 본 연구는 우리나라 국회도서관 의회정보서비스 이용자 만족도를 제고시키기 위한 방안을 고찰하고 이용자가 만족하는 도서관 서비스 방안을 모색하고자 한다. 이를 위하여 본 연구는 국회에 소속되어 있는 국회의원 및 보좌진을 대상으로 국회도서관 의회정보서비스에 대한 이용자들의 만족도 조사를 실시하였으며, 설문조사를 바탕으로 의회정보서비스 의견을 수렴하고 이를 분석․반영하여 이용, 홍보, 만족도 등 국회도서관 의회정보서비스의 개선 방향을 제시하였다.
Abstract
The construction of an information super highway and diffusion of the internet brings about a lot of changes in the Legislative Information Services of the National Assembly Library. In the same vein, Legislative Information Services should provide information services which satisfy users according to their information needs and the changes. In light of that, this study aims at enhancing users' satisfaction and suggesting information services for the Legislative Information Services of the National Assembly Library. Accordingly, this study surveys assemblymen and their assistants of satisfaction in Legislative Information Services and suggests some recommendations for improvement based on the survey results.

이 연구는 사회적 관심의 증대와 작은도서관 관련 독립법률인 ｢작은도서관 진흥법｣의 제정 등을 통해 지속해서 증가하고 있는 작은도서관에 대하여 활성화 부진 원인을 진단하고 이를 개선하기 위한 정책을 제안하고자하였다. 이를 위해 작은도서관 운영 실태조사, 정책 및 지원과 법규 조사를 진행하였다. 이를 종합하여 작은도서관 활성화를 위한 정책 방향 및 과제를 제안하였다. 작은도서관 활성화를 위한 정책 과제는 ‘지역주민의 행복한 삶을 지원하는 작은도서관 활성화’라는 비전과 ‘포괄적 정책 근거, 정책 체계 혁신, 지속할 수 있는 운영 지원’의 핵심가치 아래 ‘정책기반 마련 및 실천 동력 확보를 위한 법․제도 개선’, ‘정책 단위별 역할 재정립 및 협력체계 강화’, ‘작은도서관의 안정적 운영지원체계 구축’이라는 3가지 추진과제와 14가지 세부과제로 구성하였다.
Abstract
This study aimed to understand why small libraries, which have been continuously extended by the increase of social interest in them and the enactment of ｢Promotion of Small Library Act｣, an independent law about small libraries, are poorly activated. To this end, it examined the actual status of small library operation, related policies, support and legislations. By summarizing the results, it proposed a policy direction and tasks for activating small libraries. The policy tasks for activating them consist of three main tasks such as ‘the improvement of laws and institutions for establishing the base of policies and securing practical momentum’, ‘the reestablishment of roles by policy units and the reinforcement of cooperation systems’ and ‘the construction of stable operation support system for small libraries’, and their 14 sub-tasks, under the vision of ‘the activation of small libraries support local residents’ happy life’ and the core value of ‘a comprehensive policy ground, the innovation of policy systems and sustainable management support’.
