본 연구에서는 ‘학술지의 피인용횟수 순위’를 적용한 tapered h-지수의 변형지표 Kor-hT를 고안하여 제안하였다. Kor-hT의 의미를 평가하기 위하여 Kor-hT 지수 값의 중복률 및 지수 값과 평가요소 사이의 연관성 변화를 다른 학술지 평가지표인 h-지수, tapered h-지수 및 IF와 비교 분석하였다. 지수 값의 중복률 분석은 지표의 변별력을 살펴보기 위한 것이며, 지수 값과 평가요소와의 상관관계 분석은 지표의 평가요소인 피인용횟수 및 논문 수가 지수 값에 각각 어떻게 반영되는지를 알아보기 위한 것이다. 분석을 위해 2008년부터 2010년까지의 한국학술지인용색인(KCI) 3개년 데이터를 사용하였다. 분석 결과 본 연구에서 제안한 Kor-hT가 비교 대상 지표에 비해 지수 값의 중복률이 가장 낮아 높은 변별력을 보였으며, 지수 값과 평가요소와의 상관관계에 있어서도 피인용횟수와 논문 수 모두에서 상관관계가 가장 높은 것으로 나타났다.
This study describes the meaning of and the formula for Kor-hT, which is a modified index built on the tapered h-index by applying ‘the ranking according to the number of citations of journals’. This study evaluated the de-duplication rate of index values of Kor-hT and analyzed the change in the correlation between the index values and evaluation elements using the Korea Citation Index data from 2008 to 2010. Kor-hT is compared with h-index, tapered h-index, and IF. As a result, Kor-hT appeared to be superior to other indexes on de-duplication rate. It is also shown that there is a very strong positive correlation between the evaluation elements, the number of citations and the number of articles of journals, and the index values of Kor-hT.
본 연구의 목적은 논문의 투고 시점부터 출판에 이르는 과정까지 부실하게 운영되는 것으로 의심되는 학술지가 지닌 특징을 식별할 수 있는 체크리스트를 개발하는 것이다. 이에, 해외 사례조사와 전문가 의견 수렴 등을 통해 총 3개의 우선순위를 기준으로 17개의 체크리스트 문항을 개발하였다. 개발된 체크리스트의 검증을 위해 Beall’s List에 포함된 100종의 학술지를 무작위로 추출하여 분석한 결과, 96종의 학술지가 부실로 의심되는 특징을 가지고 있었고, 4종은 특이사항이 없는 학술지로 식별되었다. 향후 더욱 광범위한 연구 분야에서 발간되는 학술지에 대한 사례조사와 후속 연구를 통해 본 연구에서 개발된 17개 문항을 지속적으로 수정 보완해야 할 것이다.
This study aims to develop a checklist that could identify the characteristics of predatory journals suspected of being poorly operated from the time of submission to publication. Accordingly 17 checklist questions were developed based on 3 priorities through overseas case studies and expert opinions. To verify the developed checklist, 100 journals included in Beall’s list were randomly extracted and analyzed. As a result, 96 journals had features that were suspected to be questionable, there were not found in the 4 journals. A further case study and follow-up study of journals published in a broader field of research will require continued revision and supplementation of the 17 questions developed in this study.
현재 국내외 대학도서관의 전자학술정보 입수는 일명 빅딜로 불리는 수백, 수천 종의 전자학술지 묶음을 다년간, 고정된 인상율로 계약하는 구독방식이 주류를 이루고 있다. 1990년대 중반에 시작된 이러한 구독방식은 대학도서관과 이용자에게 많은 장점을 제공했다. 하지만 이들 패키지의 가격이 지속적으로 상승함에 따라 이러한 방식의 지속가능성에 대한 의문이 제기되고 있다. 현재까지 pay-per-view 방식을 제외하면 구독기반 모형의 구체적인 대안은 제시되지 않고 있으며 향후 도서관 예산문제가 심각한 뇌관으로 남아있다. 2000년대 초반 시작된 오픈액세스 운동은 다양한 방법으로 학술지의 출판과 유통의 장벽을 제거하고 있다. 오픈액세스 출판 규모는 매년 두 자릿수로 증가하고 있고, 오픈액세스 학술지 논문은 Scopus와 Web of Science 인용데이터베이스에의 편입비율이 20%에 육박하는 등 양적, 질적인 성장을 보이고 있다. 2004년에 시작된 구글 학술검색은 현재 대다수 학술출판사의 학술지 논문에 대한 편리한 검색 및 접근 도구로 성장하고 있다. 비록 학술지 선택의 기준, 제한된 검색 기능, 독점화에 대한 우려 등이 있지만 구글 학술검색을 대학도서관 데이터베이스의 대안으로 진지하게 주목할 필요가 있다. 대학도서관의 예산 문제, 오픈액세스 출판의 활성화, 구글 학술검색과 같은 무료 도구의 성장은 구독기반 모형을 대체할 수 있는 파괴적인 변화로 인식되고 있으며 대학도서관 사서는 새로운 환경에 대한 구체적인 대응을 고민해야 한다.
The dominant model of acquiring scholarly contents at academic libraries is so called big deal where libraries subscribe to a bundle of hundreds, if not thousands of journals in a multi-year contract with fixed annual rate increase. The bid deal, started in the mid-1990s, offered a number of advantages for academic libraries and their users. However, escalating prices for these packages have become a serious issue casting doubts about the sustainability of the subscription-based model. At the moment, it appears there is no viable alternative other than pay-per-view method that is being tested at some libraries. Libraries’ budget situation will remain a key factor that might change the situation. Open access started in the 2000s as a vehicle to eliminate barriers to publishing and distributing peer-reviewed scholarly journal articles. Open access publishing is witnessing two-digit growth annually. Open access articles now occupy close to 20% of two major citation databases: Scopus and Web of Science. Google Scholar service, debuted in late 2004, is now a popular tool for discovering and accessing scholarly articles from a vast selection of journals around the world. There is a call for taking Google Scholar seriously as a potential replacement of library databases amid concerns regarding the quality of journals indexed, limited search capabilities vis-à-vis library databases, and monopoly of public goods. Escalating budget problems, rapid growth of open access publishing and the emergence of powerful free tool, such as Google Scholar, need to be taken seriously as these forces might bring disruptive changes to the existing subscription-based model of scholarly contents at academic libraries
본 연구는 학술지 평가를 위한 경제성 분석 모형을 도출하였으며, 이를 이용한 사례분석을 수행하였다. 이 모형은 비용요소에 구독비용뿐만 아니라 제본, 주문, 그리고 클레임 등의 관리에 소요되는 총 비용을 포함하였으며, 편익요소에는 이용 빈도만을 다루었던 기존의 평가 모형과는 달리 유용성을 포함하여 종합적인 분석모형을 제시하였다. 유용성은 학술지가 기관의 성격에 맞게 유용하게 활용되었는지에 따라 등급으로 평가되도록 고안되었다. 이 모형은 최근 연구에 가장 중요한 자원으로 활용되고 있는 웹 기반 전자 학술지의 통계를 토대로 측정할 수 있도록 고안되었다. KDI 국제정책대학원 도서관을 대상으로 한 사례분석에서 이용자의 연구 성과물에 활용된 학술지는 가장 높은 등급인 3점을 부여하였으며, 전문 다운로드나 검색에 활용된 학술지는 각각 2점과 1점을 부여하였다. 사례분석은 분석 결과 상위 20위에 포함되어 있는 학술지의 편익이 전체의 75%를 차지하며, 이용자의 유형별 학술지 이용 행태에 차이가 있음이 나타났다. 이 모형은 특히 전문 도서관의 사서들이 학술지의 가치를 평가할 수 있는 기본 틀을 제공할 수 있는 계기가 될 수 있을 것으로 사료된다.
This study attempts to derive an economic analysis model for journal evaluation and conducts a case analysis based on the model. Total costs are calculated and include administrative fees (such as binding, ordering, claiming, etc.) and subscription costs. The model quantifies qualitative benefits to users, a utility that combines usage data that has also been evaluated in the existing economic analysis models. The model is designed to tallly the usage statistics of the web-based electronic journals, which have become important resources for research. Rankings are assigned based on how items are utilized to the goal of the mother institution. In the case study based on the KDI School Library, the highest ranking of 3 was assigned to journals that patrons used for citation in their outputs. For journals that were used background information, i.e. full text downloading or browsing, each was assigned ranking of 2 and 1, respectively. According to the analysis, the top 20 journals provided 75% of the entire library utility, showing different user behaviors among different cohorts. We expect that the model makes it possible for librarians to measure the value of journals. It can provide a basic tool for journal selection, particularly in special libraries with custom needs.
이 연구는 국제학술지에 나타난 ‘동해’ 관련 연구에서 ‘동해’ 표기유형별 특성을 계량적으로 분석한 것이다. 이 때 동해표기 유형은 ‘동해 단독’, ‘일본해 단독’, ‘병행표기’로 구분하였다. 분석을 위해 Web of Science DB에서 총 4,192편을 대상으로, 표기유형별 시계열 변화, 저자 소속국가별 표기유형, 연구주제의 차이, 피인용도, 연구협력 및 공저 네트워크를 분석하였다. 그 결과 ‘동해’ 연구에서 ‘일본해 단독 표기’의 비율이 가장 많은 것으로 나타났고, 1990년대 이후 ‘동해 단독 표기’과 ‘병기’의 비율이 지속적으로 상승하고 있었다. 또한 ‘동해’ 연구의 핵심국가는 ‘일본’, ‘러시아’, ‘한국’, ‘미국’, ‘중국’ 5개국이며, ‘일본해 단독 표기’의 경우 ‘일본’을 중심으로 ‘미국’, ‘러시아’, ‘중국’과 공동연구가 활발히 이루어지며, ‘동해 단독 표기’와 ‘병기’는 ‘한국’ 연구자를 중심으로 ‘미국’, ‘일본’과의 연구의 비율이 높았다. 공저 네트워크는 ‘일본해 단독 표기’의 경우 하나의 “거대 구성집단”(Giant Component)을 형성하여 이(異) 집단 간의 협업이 활발히 이루어지고 있으나, ‘동해 단독 표기’의 경우 소속기관을 중심으로 소규모의 연구그룹이 분산된 것으로 나타났다.
This study worked on the qualitative analysis about nomenclature East Sea by the record type in researches related to East Sea shown in the scientific journals. Here in this study, the way of marking is classified as three: ‘sole notation of East Sea’, ‘sole notation of Sea of Japan’, and ‘simultaneous notation of both’. Based on a total of 4,192 selections from Web of Science DB, the analysis was followed up for change in time series by the notation type, notation type according to the nation that authors belong to, difference in research topic, impact factor, collaboration in research, and co-authorship network. The result turned out in this work that the sole notation of Sea of Japan accounted for the largest portion. It also showed that the rates of sole notation of East Sea and simultaneous notation have kept increasing continuously since the 1990s. Hub nations regarding the research of East Sea is five including Japan, Russia, Korea, USA, and China. In the case of sole notation of Sea of Japan, active collaboration studies are performed in USA, Russia, and China with a focus in Japan. In the case of sole notation of East Sea and simultaneous use, the research rate is relatively high in USA and Japan with a focus in Korea. As to the co-authorship network in the sole notation of Sea of Japan, sort of a “giant component” among different groups has been set up and through which the collaborative works are actively underway. However, it was found that the research of sole notation of East Sea is dispersed into small groups on the base of relevant individual institution.
1990년대 중반부터 전자저널 이용의 증가와 더불어 도서관에서의 라이선스 계약 사례도 급격하게 늘어나고 있다. 그러나 현재 도서관 사서들은 라이선스 계약이라는 비교적 새로운 현상에 대한 지식과 경험의 부족으로 인해 라이선스 계약에 어려움을 겪고 있다. 이에 본 연구에서는 도서관에서의 라이선스 계약을 통해 전자저널 이용이 크게 제한되는 문제점을 고찰하고 이러한 문제점에 효율적으로 대처하기 위한 방안으로 라이선스 계약모델의 개발을 제안하는 동시에 국외에서 제시된 라이선스 계약 원칙을 바탕으로 하여 라이선스 계약모델 개발 지침을 제시하였다.
Along with the increased use of e-journal since mid of 1990's, there has been a sharp increase of license contracting in the library. However the librarians who have no enough knowledge nor technology to handle the licensing are experiencing difficulties in the process. The study intended to help them understand the practical problems of license contracting between library and vendors, and proposed guidelines for developing model license for e-journal based on the licensing principles of IFLA and ALA.
핵심 학술저널이 디지털화하면서 도서관에서 구독한 자료에 대한 항구 접근 및 장기 보존에 대한 요구가 증대하였다. 이러한 요구에 부응하여 국내외에서는 다양한 기관 및 기구를 수행 주체로 하여 디지털 학술자료의 보존 활동을 해오고 있다. 본 논문은 국가출연기관인 KISTI가 국내외 학술논문 아카이빙 데이터의 활용성을 증진시킬 수 있는 시스템 및 서비스 전략을 중심으로 논의하고자 한다. 또한 KISTI의 전략을 국내외 연구와 비교하였고, NDA 체제 구축의 비용편익 분석을 통해 본 연구에서 제안한 연구의 타당성을 밝히고자 하였다. 마지막으로 아카이빙 데이터 활용성 증진을 위해 정책적, 법제적 기반 마련 방안과 아카이빙 데이터의 고부가가치 서비스 제공 방안을 제안함으로써 향후 연구 방향을 제시하였다.
Since core scholarly journals have been digitalized, demands on the perpetual access and long-term preservation of subscribed digital information resources by libraries are increasing. Various institutions and organizations have performed the preservation activities of digital scholarly resources for the purpose of responding those demands. This paper illustrates the National Digital Archive(NDA) system proposed and developed by KISTI and discusses on the NDA strategies which aim to improve the usability of archived journal articles. In addition, NDA strategies of KISTI have been compared with those of international researches and the economic validity of NDA has been verified by analyzing NPV, BCR and IRR. Legal system for improving the application of the archived data should be studied next and high value-added data services have been suggested as our future studies in the final section.
This study constructed an ontology targeting journal articles and evaluated its performance. Also, the performance of a triple structure ontology was compared with the knowledge base of an inverted index file designed for a simple keyword search engine. The coverage was three years of articles published in the Journal of the Korean Society for Information Management from 2007 to 2009. Protégé was used to construct an ontology, whilst utilizing an inverted index file to compare performance. The concept ontology was manually established, and the bibliography ontology was automatically constructed to produce an OWL concept ontology and an OWL bibliography ontology, respectively. This study compared the performance of the knowledge base of the ontology, using the Jena search engine with the performance of an inverted index file using the Lucene search engine. As a result, The Lucene showed higher precision rate, but Jena showed higher recall rate.
There have been little comprehensive research for studying impact of foreign journals on Korean scientists. The main reason for this is because there was no extensive citation index database of domestic journals for analysis. Korea Institute of Science and Technology Information (KISTI) built the Korea Science Citation Database (KSCD), and have provided Korea Science Citation Index (KSCI) and Korea Journal Citation Reports (KJCR) services. In this article, citing behavior of Korean scientists on foreign journals was examined by using KSCD that covers Korean core journals. This research covers (1) analysis of foreign document types cited, (2) analysis of citation counts of foreign journals by subject and the ratio of citing different disciplines, (3) analysis of language and country of foreign documents cited, (4) analysis of publishers of journals and whether or not journals are listed on global citation index services and (5) analysis for current situation of subscribing to foreign electronic journals in Korea. The results of this research would be useful for establishing strategies for licensing foreign electronic journals and for information services. From this research, immediacy citation rate (average 1.46%), peak-time (average 3.9 years) and half-life (average 8 years) of cited foreign journals were identified. It was also found that Korean scientistis tend to cite journals covered in SCI(E) or SCOPUS, and 90% of cited foreign journals have been licensed by institutions in Korea.
본 연구는 현재 상업적인 지식거래소를 통해서 유통되고 있는 다양한 유형의 지식콘텐츠들의 저작권 문제를 저작권법에 비추어 분석하고 있다. 지식거래소에 정보를 제공하는 주체는 수많은 개인, 원문DB제공업체, 국가 및 공공기관, 출판사 등 매우 다양하다. 그러나 이러한 정보제공주체와 지식거래소간에 이루어지는 저작물의 상업적인 거래에서 정작 원저작자인 개인 저자들은 빠져있다는 점을 주목할 필요가 있다. 원칙적으로 모든 저작물의 저작권은 원저작자에게 있으며, 원저작자가 저작권 이양 동의서를 통하여 2차적 저작물 생성권 등을 포함한 모든 권리를 양도하지 않는 이상 저작물의 디지털화, 원문DB화 및 지식거래소를 통한 유통 등은 저작권에 위배된다는 결론을 내릴 수 있다.
This study aims to identify copyright issues regarding the knowledge content currently circulated through knowledge exchange markets in the Republic of Korea. The content providers of knowledge exchange markets comprise government & public institutions, full-text database companies, publishers and individuals. It is worth noting that commercial trade of copyrighted content or material among academic journals, database companies and knowledge exchange markets essentially exclude individual authors who are the actual copyright holders. In principle, the original author owns the copyright whether it has an explicit notice or not. Unless the author/owner officially agrees to transfer the copyright including the right for so-called "derivative works", content-making based or derived from the copyrighted material, digitalization of the copyrighted work as well as its registration on full-text database and circulation through knowledge markets are illegal.
