사회적 기구로서 공공도서관이 변화하는 사회에서 제 기능을 다하고 주어진 목적을 이루기 위해서는 전통적이거나 관습적인 운영보다는 좀 더 체계적이고 효율적인 경영이 실현되어야 한다. 이런 맥락에서 공공도서관의 특성화 전략이란 공공도서관이 제공하는 자료와 서비스의 차별화와 집중화를 통한 운영 및 관리를 의미하며, 공공도서관의 효율적 경영을 위해 필수적으로 반영되어야 하는 것이다. 이에 본 논문은 공공도서관의 특성화를 살펴보기 위하여 먼저 우리나라 공공도서관의 발전과 현황을 살펴본 후 공공도서관의 특성화에 관한 이론적 배경을 바탕으로 우리나라 공공도서관의 서비스를 특성화란 관점에서 자료중심과 서비스중심으로 나누어 조사ㆍ분석하고, 이를 바탕으로 나타난 문제점과 개선방안을 살펴봄으로써, 공공도서관의 특성화, 나아가 도서관의 특성화 일반에 대한 이해의 증진에 일조하는데 그 목적이 있다.
Abstract
As social institution, the public libraries in changing social environment are required to adopt a more systematic and efficient managerial strategy, only to function properly and to achieve the given goal. In this context, the specialization of the public libraries means the provision of information and library services through differentiation and focus strategy, and should be realized for the efficient library management. In order to examine the specialization of the public libraries in Korea, this study builds the theoretical background of the specialization of the public libraries, looks into the current situation of the public libraries, investigates and analyzes the specialization of the public libraries in terms of information and library services, and suggests some recommendation for improvement. By so doing this study aims at enhancing our understanding of the specialization of the libraries as a whole.

능력중심의 사회가 도래함에 따라 사서직이 고숙련의 전문직으로 전문성강화를 하기 위하여 직무분석을 통하여 국립중앙도서관사서의 핵심직무를 도출하고, 전문사서의 유형을 개발하였다. 직무분석 결과 국립중앙도서관사서의 업무는 22개의 책무와 216개의 작업이며, 96개의 핵심업무로 구성되었다. 이를 체계적 교육과정개발을 위한 교육과정 우선순위 결정도구에 의하여 분석하고, 현장의 수요를 반영한 결과 기능별 10종, 이용대상별 2종을 제안하였다. 제안된 유형은 다음과 같다:장서개발전문사서, 분류ㆍ목록전문사서, 정보조사제공전문사서, 독서전문사서, 국제표준(ISO/TC, ISBN, ISSN, CIP)연구전문사서, DB전문가 및 시스템전문사서, 국내협력지원전문사서, 국제교류전문사서, 도서관마케팅전문사서, 교육설계전문사서, 어린이 전문사서, 장애인서비스 전문사서.
Abstract
Analyzing out the Key Tasks and Developing the Professional Type of National Librarians through Job Analysis was made, because improving the professionalism of librarians is the strategy of survival in the competency based society. It is composed of 22 duties, 216 tasks of national librarian job and 96 key tasks is extracted among them. As the results, 12 types of professional librarian which is composed 10 function oriented types, and 2 user oriented types, is suggested: collection development librarian, catalogerㆍtaxonomist, information service librarian, reading coach, research librarian of international standards, database & system manager, international work librarian, national support librarian, marketing librarian, library literacy librarian, children' librarian, handicapped service librarian.
