뉴노멀 시대로 특징지어지는 현대사회가 COVID-19 팬데믹을 겪으면서 도서관에 많은 변화를 요구하였고, 도서관계는 이에 대하여 선제적으로 그리고 다각적으로 대응하였다. 본 연구는 팬데믹과 같은 새로운 환경이 사서들이 인식하는 도서관 운영정책 우선순위를 변화시킬 것이라고 보고, 2020년 팬데믹이 시작되는 시점과 2022년 팬데믹이 정점을 지난 시점에서 도서관 운영정책 중요도를 쌍대비교 분석을 통하여 파악하였고 그 차이를 비교․분석하였다. 1차 조사에서는 도서관경영, 도서관 서비스 관련 운영정책 영역을 중요하게 여겼다면, 2차 조사에서는 인적자원과 정보자원에 관련된 운영정책 영역을 보다 중요하게 인지하고 있었다. 또한, 전체 영역 상위 5위에 인적자원과 관련된 3개의 세부 운영영역과 자료구입 예산, 이용자만족도 기반의 정책이 포함되었다. 따라서 공공도서관은 새로운 패러다임에 빠르게 적응하면서도 지속가능한 도서관 서비스를 제공하기 위해서는 지속적인 인적자원에 대한 투자, 충분하고도 다양한 형태의 정보자원 구축, 그리고 이용자 맞춤 정책 수립 등을 우선적으로 수행해야 할 것이다.
Abstract
Social changes characterized by new normal also demand changes in libraries and libraries are making preemptive efforts. This study compared and analyzed the difference in librarian perceptions between the start of COVID-19 in 2020 and after experiencing the pandemic in 2022 in terms of the relative importance of library policies considered by pairwise comparative analysis. In the 1st survey, the importance of factors related to ‘Library Management’ and ‘Library Services’ was high and in the 2nd survey, the importance of factors related to ‘Human Resources’ and ‘Information Resources’ increased. This study insists that the public libraries invest in human resources and information resources and establish a user-customized policy in order to quickly adapt to the new paradigm and to provide sustainable library services.

현재와 장래에 이용될 신뢰할 수 있는 디지털 정보를 유지하고, 가치를 부여하는 디지털 큐레이션은 전문도서관에서의 중요한 업무로 인지되기 시작하였다. 본 연구의 목적은 지속적으로 변화하는 디지털정보 환경 하에서 전문도서관이 수행하고 있는 디지털 큐레이션 업무에 대한 전반적인 실태조사와 현재 전문도서관에서 수행되는 큐레이션 업무 수준 및 전문도서관 사서가 인지하는 큐레이션 업무의 중요도 정도를 파악하는데 있다. 이를 위하여 본 연구는 먼저 디지털 큐레이션 프로세스를 대표할 수 있는 활동범주와 이에 해당되는 세부업무를 도출한 후, 이에 대한 전문도서관의 수행정도와 중요정도를 조사하였다. 그 결과, 첫째, 전문도서관의 디지털 큐레이션 활동은 전반적으로 미흡하였고 이에 대한 중요도 인식도 그다지 높지 않음을 알 수 있었다. 둘째, 전문도서관 사서들이 기관으로부터 지원을 받지 못하는 어려움을 겪고 있고 내부적으로는 장기적인 정책 및 업무절차를 수립하지 못하여 체계적인 디지털 큐레이션을 못하고 있으며, 셋째, 사서들은 여전히 도서관의 전통적인 업무 사이클인 정보조직-소장-이용을 중요시 여기고 이 업무들을 중심으로 하여 디지털 큐레이션 활동을 수행하고 있음을 알 수 있었다. 마지막으로 새로운 개념으로 새로운 실무와 기술을 익혀야 수행할 수 있는 디지털 보존에 대한 중요도 인지와 이와 관련된 기술적 역량을 확장시키는 노력이 요구됨을 알 수 있었다.
Abstract
Digital curation which maintains digital information over time and adds value becomes, nowadays, one of the important business process in the special libraries. This study is to investigate the business practice level of the digital curation in the special libraries and the librarians’ perception on the importancy of digital curation. In results, it is found that most librarian, in general, think that the level of digital curation practice in the special libraries is insufficiency. Also, the study finds that the librarians of special libraries have difficulties in terms of the lack of willingness and funding problems as well as the lack of long-term policies and suitable business procedures; they only focus the cycle of information organization-information storage-information use among the 8 processes of digital curation; they need to recognize the importance of digital preservation as one of the essential process of digital curation and make effort to extend technological capacity of digital preservation.

최근 새로운 형태의 공공도서관 즉, 타시설과 한 건물 혹은 한 대지에 같이 건립되는 복합시설 공공도서관이 부각되었다. 새로운 형태의 공공도서관이 이용자의 우호적인 지지와 지자체의 적극적인 지원을 받기 위해서는 이에 대한 이용자들의 평가와 요구에 대한 분석을 바탕으로 한 도서관의 운영전략 및 건립방안이 세워져야 할 것이다. 이에 본 연구에서는 서울소재 28개관의 복합시설 공공도서관 이용자를 대상으로 도서관 이용만족도와 복합화에 대한 인식을 조사하기 위하여 설문조사를 실시하였다. 그 결과 복합시설 공공도서관 이용자들은 복합시설 도서관을 이용하면서 인적자원, 정보자원, 서비스, 환경, 지역사회의 유대에 대해 대체적으로 만족하고 있으며, 복합화에 대해서도 긍정적으로 인식하고 있는 것을 확인할 수 있었다. 복합시설 공공도서관이 이용자에게 더 만족할 수 있는 환경과 서비스를 제공하기 위해서는 도서관에 대한 편리한 접근성, 충분한 도서관의 규모 확보, 외부소음 방지 방안, 복합이용의 시너지 효과를 보일 수 있는 타시설과 연계, 복합시설 내 타시설과의 연계 프로그램 활성화 등이 이루어져야 할 것이다.
Abstract
Recently, attention has been drawn to a new form of a public library, that is, a public library in a complex facility constructed in the same building or site with another facility. To get active users’ or local governments’ supports in the public library in a complex facility, it is necessary to build library strategic plans based on the analysis of users’ evaluation and demands. Thus, this study analyzed the user satisfaction and perception of the 28 public libraries in complex facilities in Seoul. As a result, it was found that most users overall satisfied with public libraries in complex facilities in terms of human resources, information resources, and the links among services and positively perceived their environments and services. In order to provide more satisfaction to the users in public libraries in complex facilities first, it is necessary to improve the accessibility of libraries, to secure the sufficient library space, to prevent the outside noise, to link the facilities which bring mutual synergistic effect, and to develop a program and service accompanying other facilities.
