전자의무기록시스템(EMR)이 도입되고 의무기록 이해당사자들의 요구가 변화함에 따라 우리나라 병원의 의무기록 생산 및 관리 환경이 급변하고 있다. 그동안 정보관리의 차원에서만 다루던 의무기록을 기록관리의 관점에서 살펴봄으로써 병원 의무기록관리에 의미있는 시사점을 도출할 수 있을 것이다. 이 연구에서는 기록관리의 기본 원칙을 다루고 있는 KS X ISO 15489 표준을 병원의 의무기록관리에 적용하여 현황을 분석하고 개선과제를 도출하고자 하였다. 이를 위해 첫째, 표준에서 제시하고 있는 기록관리과정 별로 의무기록관리에 적용할 기준원칙을 작성하였는데, 획득, 등록, 분류, 저장, 접근, 추적, 처분 등 기록관리 7단계에서 총 22개의 기준원칙을 선정하였다. 둘째, 서울 소재 의과대학 부속병원인 Y병원을 대상으로 의무기록관리 현황을 평가하였다. Y병원 의무기록관리팀 부서장을 면담하여 각 기준원칙별로 준수, 부분 준수, 미흡, 미준수의 4가지 수준으로 현황을 평가하였다. 셋째, 기준원칙을 충실히 준수하지 못하고 있는 접근, 추전, 처분 단계부분을 중심으로 의무기록관리의 개선방안을 제시하였다. 이 연구를 시작으로 하여 향후 기록관리 메타데이터표준, 기록경영시스템표준, 기록관리시스템표준 등도 병원의 의무기록관리에 적용함으로서 유용한 시사점을 얻을 수 있을 것으로 기대한다.
Abstract
As the electronic medical records systems (EMRs) are introduced into the hospitals in Korea and the needs of chief stakehoders of medical records are changed, the environments related to creating and managing medical records has been changed dynamically. At this moment it might be meaningful to examine medical records based on records management principles rather than information management principles. The purpose of this paper is to apply the KS X ISO 1549 standards, which covers the principles of records management, to hospital medical records management and assess the current quality of medical records management, and define a few tasks of improvement for hospitals. To achieve this goal, this study has performed following activities: Firstly, principles that could be applied to medical records management were prepared for each record management steps described in the standards, such as capture, registration, classification, storage, access, trace and disposition, and 22 principles were selected from those 7 steps of the record management. Secondly, the Y hospital, which is affiliated with a medical school in Seoul, was chosen to evaluate the current situation regarding medical records management. The department head of the medical records management team in Y hospital was interviewed and the present status was evaluated according to each principle. Thirdly, tasks for improvement were suggested, in such stages as access, trace and disposition. With this study as a cornerstone, useful implications are expected to be gathered from future studies that apply standards for metadata of records, management systems for records, and record management systems to medical record management in hospitals.

해외에 진출한 국내기업의 소송 사례가 증가하면서 기업들의 전자증거개시제도의 대응에 대한 요구가 증가하고 있다. 영미법에서 유래된 제도인 전자증거개시제도는 절차 진행과정에서 여러 곳에 산재해 있는 전자적 정보들을 중 제한된 시간 내에 소송과 관련된 전자적 정보들을 찾아 증거자료로 검토하여 제출하는 제도이다. 이는 하루에도 수많은 전자기록이 생산되는 국내기업들의 기록관리가 잘 이루어지지 않고 있는 현실에서 제한된 시간 이내에 증거자료를 추리고 검토하여 제출하는 것은 쉽지 않은 일이다. 검토대상을 줄이고 검토과정을 효율적으로 진행하는 것은 소송에서 승소를 위한 가장 중요한 과제 중 하나이다. Predictive Coding은 전자증거개시 검토 과정에서 사용되는 도구로써 기계학습을 이용하여 기업들이 보유하고 있는 전자적 정보들의 검토를 도와주는 도구이다. Predictive Coding이 기존의 검색 도구보다 효율성이 높고 잠재적으로 소송과 관련된 전자적 정보를 추려내는데 강점이 있다고 판단된다. 기업의 효율적인 검색도구의 선택과 지속적인 기록관리를 통해 검토비용의 시간적, 비용적 절감을 꾀할 수 있을 것으로 예상된다. 따라서 기업은 전자증거개시 제도에 대응하기 위해서 시간과 비용적 측면을 고려한 전문적인 Predictive Coding 솔루션의 도입과 기업 기록관리를 통해 가장 효과적인 방법을 모색해야 할 것이다.
Abstract
As the domestic companies which have made inroads into foreign markets have more lawsuits, these companies’ demands for responding to E-Discovery are also increasing. E-Discovery, derived from Anglo-American law, is the system to find electronic evidences related to lawsuits among scattered electronic data within limited time, to review them as evidences, and to submit them. It is not difficult to find, select, review, and submit evidences within limited time given the reality that the domestic companies do not manage their records even though lots of electronic records are produced everyday. To reduce items to be reviewed and proceed the process efficiently is one of the most important tasks to win a lawsuit. The Predictive Coding is a computer assisted review instrument used in reviewing process of E-Discovery, which is to help companies review their own electronic data using mechanical learning. Predictive Coding is more efficient than the previous computer assister review tools and has a merit to select electronic data related to lawsuit. Through companies’ selection of efficient computer assisted review instrument and continuous records management, it is expected that time and cost for reviewing will be saved. Therefore, in for companies to respond to E-Discovery, it is required to seek the most effective method through introduction of the professional Predictive Coding solution and Business records management with consideration of time and cost.

4차산업 혁명으로 상징되는 IT 기술의 발달과 전자정부의 등장 및 환경의 변화 등에 따라 기록관리 영역에도 급격한 변화가 나타나고 있다. 대부분의 정부산하 공공기관은 전자문서시스템과 기록관리시스템, 온나라시스템 등 정보보호의 대상이 되는 정보시스템을 이용한다. 이용자중심의 기록관리 환경에서 물리적 환경과 전자시스템을 통한 기록정보의 접근통제는 기록정보의 보호를 위한 필수적인 요소라고 할 수 있다. 이에 본 연구는 공공기관 기록물관리 전문요원들의 기록정보의 안전한 보호와 접근통제에 대한 인식을 조사하여 개선해야 할 과제를 도출하고, 이를 개선하기 위한 논의와 제안점을 제시하였다. 먼저, 우리나라 정보보호 체계에 대한 법․제도 현황을 살펴보고, 접근통제에 대한 규정을 분석하여 기록관리 법․제도 및 접근통제 현황과 비교함으로써 시사점을 도출한다. 다음으로 질적연구 방법을 활용하여 정부산하 공공기관에서 근무하고 있는 전문요원들을 대상으로 심층인터뷰를 진행하였고, 그 결과를 분석하였다. 본 연구는 기록정보의 안전한 보호와 접근통제를 위하여 기록관리 영역의 체계 개편 등을 제안하여 정부산하 공공기관 기록관리의 개선과 전문요원들이 실질적인 권한과 통제권을 가지기 위한 제안을 통하여 기록관리 내실화를 꾀하였다는데 의의가 있다.
Abstract
The development of IT technology that has come to symbolize the fourth industrial revolution, the introduction of online government, and the change in environment has caused radical changes in record management. Most public institutions under the government make use of information systems that are objects of information protection such as electronic document system, document management system, and Onnara system. Further, protection and access control of record information through physical environment and electronic system in a user-centered record management environment is an essential component. Hence, this study studies how professional records management professionals in public institutions recognize safe protection and access management of record information, deriving areas that require improvement and providing a discussion and suggestions to bring about such improvement. This study starts by examining laws and policies on information protection in Korea, analyzing items on access control to compare them with laws and policies, as well as the current situation on records management and derive implications. This study is meaningful in that it aims to substantialize records management by suggesting areas of improvement necessary for the protection and management of record information in public institutions and providing professionals with tangible authority and control.

현대 업무환경 변화의 중심은 디지털 기술이라고 할 수 있다. 특히 업무관리시스템 및 문서생산시스템에서 생산한 기록으로 업무를 증명하는 일반적인 공공기관에서 기록관리체계는 업무환경 그 자체이기도 하다. 김포시는 제4차 산업혁명기술 시대에 선제적으로 대응하고 업무환경 혁신을 이루기 위해 한국지능정보사회진흥원(NIA)의 2021년 공공부문 클라우드 선도 프로젝트 사업에 지원하였고 선도 기관으로 확정되어 3억 3천의 지원을 받아 공공 클라우드 기반의 AI-OCR을 통한 기록물 검색 및 활용기능 강화 프로젝트를 진행하였다. 이를 통해 규격화된 색인 값에 의존한 검색과 이미지 열람에 그치던 비전자기록의 한계를 넘어 데이터화 하였고 AI-OCR이라는 신기술 적용으로 98%의 인식률을 구현하였다. 공공기관에 디지털 기술을 사용하여 업무 효율화, 생산성 향상, 개발비용 절감, 내․외부 이용자들의 기록관리 서비스 수준의 제고를 이루었기에 신기술과 기록물관리의 결합 사례연구를 통해 기록관리 분야 본연의 전문성을 높이는 방향과 업무환경 혁신 구현 사례를 공유하고자 한다.
Abstract
It can be said that digital technology is at the center of the change in the modern work environment. In particular, in general public institutions that prove their work with records produced by business management systems and document production systems, the record management system is also the work environment itself. Gimpo City applied for the 2021 public cloud leading project of the National Information Society Agency (NIA) to proactively respond to the 4th industrial revolution technology era and implemented a public cloud-based AI-OCR technology enhancement project with 330 million won in support of 330 million won. Through this, it was converted into data beyond the limitations of non-electronic records limited to search and image viewing that depend on standardized index values. In addition, a 98% recognition rate was realized by applying a new technology called AI-OCR. Since digital technology has been used to improve work efficiency, productivity, development cost, and record management service levels of internal and external users, we would like to share the direction of enhancing expertise in the record management and implementation of work environment innovation.
