과학기술분야 전문학술지의 학술논문 투고와 심사처리 전과정에 대한 영문전용의 웹기반 시스템을 설계하기 위하여 국내외의 대표적인 사례로 Elsevier Editorial System과 KISTI-ACOMS를 조사하고 분석하였다. 이를 통하여 해양과학기술분야 전문학술지 Ocean Science Journal에 적용할 수 있는 웹기반 논문투고심사시스템이 구현되었다. 웹기반 시스템은 기존의 오프라인 논문심사과정에서 발생하는 원고관리, 심사기간의 지연과 원고분실 등의 문제점을 해결할 수 있을 뿐만 아니라 e-journal 전자출판의 기반이 자연스럽게 조성되어 효율적이고 신속한 학술정보 유통환경이 구축된다. 이러한 시스템의 개발과 활용은 과학기술분야 전문학술지의 수준제고 및 국제화 과정에 크게 기여할 것이다.
Abstract
In order to design a web-based English Article Submission & Management System for science and technology research papers, Elsevier Editorial System and KISTI-ACOMS, international and domestic models--respectively--are studied and analysed. Through this analysis, a web-based paper submission and review system which can be applied to Ocean Science Journal, a research journal in the field of Oceanography, is developed. The web-based system is not only able to solve problems such as complex manuscript management, delays in the reviewing process, and loss of manuscripts that occur often in off-line paper review processes, but also is able to construct the basis for e-journal electronic publication. As a result, an effective and rapid scholarly communication environment can be made. The development and utilization of this system can improve the reputation and the globalization of science and technology research journals.

이 연구는 기관 발행 국제학술지의 한 사례로서 한국전자통신연구원에서 발행하는 ETRI Journal이 국제저널로 발전한 요인을 다양한 관점에서 분석하였다. 그 결과 ETRI Journal은 기관의 정책적인 지원과 소속 구성원들의 적극적인 협조로 SCI 등재 준비 3년 만에 SCI에 등재될 수 있었다. 특히 SCI 등재 준비를 시작한 1996년부터 게재논문을 증가되었고, 이와 함께 ETRI 소속 구성원들이 자신들의 논문이나 학술발표에 ETRI Journal의 성과들을 적극적으로 인용하는 등의 공동노력들이 있었음을 분석하였다. 따라서 ETRI Journal의 사례는 기관과 그 구성원의 적극적인 지원과 참여, 관심이 있다면, 기관 발행 학술지는 발행 초기 단계에서는 그 한계나 단점을 장점으로 훌륭하게 활용할 수 있음을 잘 보여주고 있다.
Abstract
This study analyzes in various aspects the success factors in the development of the ETRI Journal which has been published by the Electronic and Telecommunications Research Institute, Korea, as an example case international journal by the institution. The results show that it ould be enlisted in SCI within 3 years after preparing the works for enlisting in it based on the supports from ETRI as well as the cooperation from members of the institution. From the first year 1996 when preparing the enlisting in SCI, the numbers of the articles published in each issue have been increased, and the members in ETRI have cooperated to publish their articles in the journal and cite the articles from the journal in their own articles and proceedings. The case of ETRI Journal shows that the journal published by institution can, in the first stage of its publication, take full advantage of its characteristics as an institution, if it can gain the cooperations both from the institution and its members.
