본 연구는 국립중앙도서관의 국립디지털도서관 건립사업 중 서고 건축 부분을 제외한 디지털도서관프로그램을 대상으로 경제적 타당성을 분석한 사례연구이다. 평가 결과의 정량화를 위하여 비용편익 분석 방법을 사용하였으며, 추정치의 오차를 보완하고 분석 결과의 신뢰도를 높이기 위하여 결과 값에 대한 민감도 분석을 실시하였다. 연구 결과 편익/비용 비율이 1.70으로 분석되어 경제성이 매우 양호한 것으로 나타났다. 본 연구는 도서관이 사회전반에 걸쳐 장기적으로 파급하는 효과를 실증적으로 분석한 것으로서 실용적인 기능을 할 수 있을 것이며 또한 본 연구에서 적용한 비용편익 분석 모형은 앞으로 이루어질 보다 전문적이고 깊이 있는 연구의 기초로 적용될 수 있을 것이다.
Abstract
This study is a case study that attempt to quantify the economic efficiency of "digital library program(DLP) of the National Library of Korea" by means of cost-benefit analysis. Results indicate that the B/C ratio is 1.70 which can be interpreted the economic efficiency of DLP is very high. Of particular significance is the fact that this study empirically proves that the digital library program is economically efficient.
초록
전자저널을 비롯한 전자출판물의 확산으로 최근 학술커뮤니케이션은 새로운 국면을 맞고 있다. 이 연구는 전자저널이 학술커뮤니케이션에 어느 정도 영향을 미치고 있는지를 인용분석에 기초한 영향력 측정 지표인 영향지수(impact factor)와 즉효지수(immediacy index)를 이용하여 분석하였다. 구체적으로는 JCR의 사회과학편에서 경제학, 법학, 심리학 학술지의 최근 8년간 영향지수와 즉효지수를 수집하여 연도별 추이를 분석하였다. 분석결과 세 학문분야 모두 연도별 영향지수는 거의 변화가 없는 반면에, 즉효지수는 최근 2년 동안 급격히 상승한 것으로 나타났다. 즉효지수의 상승은 학술지의 논문이 발행되는 즉시 인용되고 있음을 보여주는 것으로 학술지의 발행형식이 최근 전자저널로 급속히 전환된 데 따른 결과인 것으로 유추된다. 아울러 이를 통해 학술커뮤니케이션의 속도가 과거에 비해 증진되었다는 것을 미루어 짐작할 수 있다. 이 연구는 전자저널의 영향 정도를 구체적으로 데이터를 수집해 분석함으로써 향후 도서관에서 과학적인 장서관리를 하는데 일조를 할 것으로 기대된다.
Abstract
Electronic publications, including e-journals, show a rapid expansion due to its several advantages for the academic and research community. The purpose of this study is to analyze the impact of e-journals on scholarly communication. The impact factors and immediacy indices were provided via JCR social science edition have been used to conduct a series of analysis on three subject fields, economics, law and psychology. The data from the last eight years show that the impact factors of e-journals have not changed, but immediacy indices have intensely increased in recent two years. Significant increase of immediacy indices is probably due to prevalence of e-journals or electronic sources of articles. The result reveals that e-journals play an important role in speeding up the scholarly communication. It is expected that the findings of this study can contribute to more efficient management of the digital libraries.
