본 연구는 계량정보학적 분석을 통해 국내 재난 관련 연구의 동향을 파악하는 것을 목적으로 한다. 이를 위해 KCI 데이터베이스를 검색하여 2002년부터 2016년 사이에 출간된 재난 관련 학술지 논문 772편을 분석하였다. 논문들이 발표된 학문분야의 프로파일링 분석과 저널 프로파일링 분석 및 키워드 동시출현분석을 실시하였다. 분석 결과, 국내 재난 관련 연구의 수는 지속적으로 증가하고 있으며 특히 2014년 세월호 사건 이후에 재난 연구의 수가 급증하였다. 재난 연구의 주요 학문영역은 재난관리 정책을 제시하는 정책학/행정학 영역, 관련 기술을 개발하는 ‘공학’ 영역, 지리정보시스템과 통신기술을 연구하는 ‘GIS/통신’ 영역, 재난을 정신건강학 혹은 인문사회학적 측면에서 연구하는 ‘의학/인문사회과학’ 영역으로 확인되었다. 시기별로 살펴보면, 2014년 이후에는 행정학과 정책학 분야의 비중이 감소한 반면에 법학, 의학, 신문방송학 등의 다양한 학문 분야에서 재난 관련 연구가 활발해졌다.

Abstract

This study aims to investigate the research trends of disaster in Korea through a bibliometric analysis. To do that, it analyzed 772 scholarly articles published from 2002 to 2016, retrieved from KCI (Korean Citation Index) database. For analysis, discipline profiling analysis, journal profiling analysis, and co-word analysis methods were used. The study found that the number of scholarly articles on disaster has increased, especially after Sewol ferry disaster occurred in 2004. The major discipline areas were identified as ‘policy sciences/public administration’ area, ‘engineering’ area, ‘GIS/telecommunication’ area, and ‘medical/humanities/social sciences’ area. In terms of time series, the proportion of scholarly articles published in ‘policy sciences/public administration’ area has decreased since 2014 and at the same time, discipline areas have been diversified including law, medical, and journalism.

본 연구는 코로나19 상황 속에서 일반 시민들이 어떻게 재난정보와 건강에 대한 정보를 찾고 추구하는지 파악하는 것을 목적으로 한다. 구체적으로, 재난 및 건강에 대해 어떤 정보요구가 있는지, 어떤 정보원을 통해 정보를 찾고, 어떤 경로를 통해 정보를 이용하고 있는지, 정보 이용에 대한 신뢰 및 불만과 그에 따른 개선책은 무엇인지를 조사하고자 한다. 이를 위해 20세 이상의 일반시민들을 대상으로 온라인 설문조사를 수행하였다. 인구통계학적 특성, 재난에 대한 정보추구행태, 건강에 대한 정보추구행태, 도서관의 역할이라는 주제항목 아래 45개의 질문문항을 구성하여 질의하였다. 조사 결과에 따라 최종적으로 재난상황에 대한 정보와 전염병으로 인한 건강에 대한 정보를 정부나 공공단체가 제공할 때, 시민들의 기본 요구를 중심으로 어떤 종류의 정보를 어떤 방식으로 제공해야 하는지, 특히 어떤 미디어나 시스템을 통해 제공하는 것이 만족도와 신뢰감에 영향을 주는지, 중요한 공적 정보채널이자 시스템 중 하나인 도서관은 재난상황에서 어떤 역할을 수행해야 하는지를 제언하였다.

Abstract

The purpose of the research is to investigate general citizens’ information needs, seeking and uses about both disaster and health information in the middle of disaster of COVID-19 pandemic: what kinds of information they need, what kinds of information sources they use, which channels and media they use to learn the information, etc. To achieve the goal, the study conducted an online survey for general citizens over the age of 20. The survey is composed of 45 questions including four topics—demographic characteristics, information seeking behavior on both disaster and health, and the roles of public information organizations such as libraries in the middle of disaster. On the basis of the results, the research discusses and suggests that what kinds of information should be supplied and in what manners, and which media or information systems should be used when the governments or public organizations provide the information regarding disaster and health, and what roles public information organizations such as libraries should play in the middle of disaster.

본 연구는 최근 도서관의 아웃리치서비스의 일환으로 전개되고 있는 팝업도서관 모델의 운영방안을 제안하고자 하였다. 특히 국가적 재난 및 대규모 행사 등의 사회적 이슈 현장에 도서관이 팝업도서관을 설치하여 정확하고 다양한 정보를 제공함으로써 시민의 알 권리를 충족시켜줄 수 있는 방안에 초점을 맞추었다. 연구를 위해 시민 대상의 설문조사와 세월호 여객선 침몰 사고 자원봉사자 및 2013년 부산국제영화제 참가자와의 심층 인터뷰를 진행하였다. 조사결과 정보접근성의 보장이 필요한 정보제약 상황에서 구성원간의 소통과 현장의 정보가 부족했다는 점이 문제로 지적되었다. 이러한 연구 결과를 바탕으로 정보제약 상황에서의 팝업도서관 모델 운영방안을 제안하였다.

Abstract

The purpose of this study is to propose a management plan of the pop-up library model that is developed as part of the outreach library service recently. Especially this study focused the method for meeting the citizen’s right to know by providing various information of the pop-up library in social fields such as a national disasters. The survey and In-depth interview (a volunteer of Sewol ferry disaster and a participant of 2013 Busan International Film Festival) were done for this research. As the results of the investigation, the lack of communication and information between members in constrained situations were pointed pointed out as important problems. With these findings, this study suggested the pop-up library model management plan in information-constrained situations.
