본 연구는 옥천군 생활문화체육센터 도서관 건립 이후 운영 방안을 수립할 필요성을 기반으로 하며, 옥천군 내의 공공도서관 이용자를 대상으로 옥천군 도서관의 기능․역할 및 장서 운영방향, 이용자 서비스 활성화 및 이용현황 조사, 향후 이용 의사 등에 대한 선호도 조사, 희망 서비스에 대한 인식 등을 조사하였다. 인식조사 결과를 기반으로 옥천군민이 도서관에 요구하는 방향성을 파악하였으며, 연구결과는 다음과 같다. 연구 결과, 첫째, 장서 계획 수립 시 이용자의 요구도를 반영하여 자료 유형은 인쇄자료 및 멀티미디어 자료를 기반으로 하고, 문학, 예술, 역사, 기술과학 등의 주제분야를 우선적으로 고려하여 수집할 필요가 있을 것으로 파악되었다. 둘째, 다양한 정보서비스를 제공하기 위해 전반적인 정보서비스 계획 수립이 필요하며, 이와 함께 이용자 선호도에 따른 다양한 정보서비스 개발과 협력형 서비스 제공이 필요할 것으로 파악되었다. 셋째, 옥천군민들의 프로그램에 대한 요구도가 높은 것을 고려하여 향후 다양한 주제 및 각 연령층에 적합한 프로그램을 지속적으로 확대해야 할 것으로 파악되었다. 넷째, 신규건립 및 공간 개선이 필요하며, 전반적으로 열린 공간에 대한 선호도가 높게 나타났다. 문화공간의 경우 청소년 문화시설, 주민편의시설, 무한상상실, (체험)전시관 등에 대한 선호도가 높게 나타났다.
Abstract
This study was conducted based on the need to establish an operational plan following the establishment of the Okcheon-gun Daily Life Culture and Sports Center Library, and for the users of public libraries in Okcheon-gun, the functions and roles of the Okcheon-gun Library, collection related to operational direction, user service related activation, library usage related status survey, preference for the future use and perception of desired services were surveyed. Based on the results of the perception survey, the direction required by the Okcheon-gun residents for the Library was identified, and the research results are as follows. As a result of the study, first, when establishing a collection plan, the data types ought to be based on the printed materials and the multi-media materials to reflect the needs of the users, and it may also be necessary to collect them in consideration of the subject areas including literature, art, history, and technical sciences. Second, to provide various information services, it would be necessary to establish an overall information service plan, and it was identified that it would be necessary to develop various information services according to the user preferences and provide cooperative services. Third, it was determined that the programs appropriate for the various subjects and age groups should be continuously expanded moving forward in consideration of the larges demand for programs by the residents of Okcheon-gun. Fourth, new constructions and spatial improvements are needed, and the overall preference for open spaces was significant. In the case of cultural space, the preference for youth cultural facilities, convenience facilities for residents, infinite loss of imagination, and the (experiential) exhibition halls turned out to be large.

코로나19 대유행이 장기화됨에 따라 비대면 사회로 전환되고 있으며, 이는 국내외 도서관계의 서비스 방법론에도 영향을 미치고 있다. 이에 본 연구에서는 공공도서관의 코로나19 대응조치에 관한 사서인식을 조사하였으며, 분석된 결과를 토대로 신종 감염병이 확산 및 장기화되고 있는 상황에서의 공공도서관의 대응방안을 제안하였다. 구체적으로 살펴보면, 첫째, 유행성 질병에 대해 공동으로 대응하는 국가 중심의 도서관 대책 마련, 둘째, 정부 차원의 예산 지원을 통한 다양하고 체계적인 공공도서관 비대면 및 온라인서비스 강화, 셋째, 직원 및 이용자 측면에서의 철저한 방역 및 선제적 대응, 넷째, 정보불평등 계층의 디지털 문화 격차를 해소하기 위한 도서관서비스 확대를 제안하였다.
Abstract
With the COVID-19 pandemic being prolonged, the society is being converted into an untact society, thereby affecting the service methodology of domestic and foreign library systems. This study thus surveyed the librarians’ awareness of COVID-19 response measures of public libraries, and proposed public libraries’ response measures in situations where the novel infectious disease is spreading and prolonging. Specifically, the proposed measures include, first, preparing national-centered library countermeasures to jointly respond to the epidemic disease, second, strengthening various untact and online services of various public libraries through government-level budget support, third, a thorough prevention of epidemics and preemptive response from the viewpoint of employees and users, and fourth, the expansion of library services aimed at resolving the digital cultural divide among classes of people, including information unfairness.

본 연구는 도서관의 구체적이고 실제적인 폐교 활용방안에 앞서, 폐교 현황과 활용 사례를 기반으로 최근 도서관의 폐교 활용 트렌드를 파악하고 도서관의 폐교 활용 가능성 및 방향성을 확인하고자 하였다. 사례조사를 통하여 폐교를 활용한 도서관 건립은 복합문화공간 제공, 친환경적 공간 제공, 지역 커뮤니티 장소 제공 등 기존의 공공도서관과는 또 다른 특색을 가진 도서관으로 재탄생할 수 있음을 확인할 수 있었다. 또한, 연구 결과를 기반으로 향후 도서관의 폐교 활용 방향을 다음과 같이 제시하였다: 지역경제 기여와 지역의 재활성화 기회 제공, 지역주민을 위한 생활 밀착형․친화형 공간, 노인복지․요양서비스․귀농 생활 등과 연계한 공간의 재활용, 폐교를 활용한 부가 가치 창출과 지역 비즈니스 창출, 환경친화적 공간으로 구성, 복합문화공간의 형태로 구성된 통합적인 공간으로 활용, 지역의 커뮤니티 센터 역할 수행, 지역의 요구를 충족․보완할 수 있는 공간으로 재활용.
Abstract
Prior to the concrete and practical use of closed schools, this study was designed to identify trends in the use of closed schools, and the possibility and direction of the library’s use of closed schools based on the status of closed schools and use cases. As a result of the case analysis, the building of libraries using closed schools can be reborn as libraries with different characteristics from general public libraries, such as providing complex cultural spaces, eco-friendly spaces, and local community places. In addition, based on the results of the study, future direction of library closure is suggested as follows: Provide local economic contribution and local revitalization opportunities, life-friendly and friendly space for local residents, recycling space linked with elderly welfare, care service, urban to rural Immigrants, creation of added value and creation of local business using closed schools, environment-friendly space, recycling as a complex community center, recycled into a space that meets and complements local needs.
