본 연구는 공공도서관에서 어린이를 대상으로 진행하는 독서프로그램의 성과를 측정하기 위한 프레임워크 개발을 목적으로 한다. 프레임워크 개발을 위한 이론적 토대로 성과 평가에 기반 한 로직모델을 적용하였다. 로직모델의 요소로 제안된 6개 요소 중에서 가정과 외부적 요인을 제외한 투입, 활동, 산출, 성과 요인을 중심으로 프로그램 평가 프레임워크를 개발하였다. 연구결과로, 서울 시내 한 공공도서관에서 연구기간 동안 진행된 4개의 프로그램에 대한 평가 프레임워크와 성과측정을 위한 지표를 제안하였다. 프로그램별로 다양한 성과지표의 개발이 가능하지만 본 연구에서는 도서관 데이터를 기반으로 측정 가능한 지표를 중심으로 제안하였다. 본 연구 결과가 사례 연구로 진행되었지만 대상 프로그램이 공공도서관에서 일반적으로 진행하는 프로그램이라는 점에서 타 도서관의 어린이 대상 프로그램의 평가 프레임워크로 활용될 수 있을 것으로 기대된다.
Abstract
The purpose of this study is to develop frameworks for evaluating reading programs for children provided by a public library. Logic Model based on outcome evaluations was applied for the framework development. While the logic model is generally composed of six factors, the frameworks developed in this study has four factors including input, activity, output, and outcome. Additionally, this study suggests outcome indicators which were driven from library data. Even though the evaluation frameworks were developed from specific programs operated by a public library, those might be able to be used to evaluate other libraries’ programs for children since the target programs are commonly provided by public libraries.

본 연구는 차세대 포탈(EP) 기능의 평가 프레임워크를 지식창출의 관점에서 제시하는데 목표를 두고 있다. 스마트 엔터프라이즈 통합포탈 (SES)과 같은 차세대 상품이 기존의 EP 기능에 협업과 컨텐츠 관리를 통합시킴으로써, EP는 더 이상 정보와 컨텐츠의 단순 통로가 아니게 되었다. EP는 상호보완적인 정보기술의 통합체로서 거듭나고 있다. 이러한 통합현상의 일반화와 더불어 지식창출의 중요성을 감안한다면 EP기능을 지식창출의 관점에서 평가할 수 있는 기반을 마련하는 것은 중요하다고 할 수 있다. 본 연구는 문헌조사를 통하여 EP 기능의 기본적 요소를 설정하였다. 이를 기반으로 델파이 조사법을 이용하여 각각의 요소를 실증적으로 검증함과 동시에 지식창출 모델에 근거하여 분류하였다. 델파이 조사법에 사용된 전문가 그룹은 엔트루 컨설팅 파트너스에 근무하고 있는 7명의 지식경영 전문 컨설턴트로 구성되었다. 본 연구의 결과는 이론적 모델을 실무와 통합시킴으로써 EP의 평가에 있어서 새로운 비전을 제시하였다고 할 수 있다.
Abstract
The purpose of this paper is to imply for the assessing framework of next generation Enterprise Portals'(EPs) function through the lens of organizational knowledge creation. As the emerging “suite” products such as Smart Enterprise Suite (SES) converges EPs with collaboration and content management, EPs are no longer just a gateway to information and content. EPs are emerging as the center of convergence for many complementary technologies. Considering that this trend is common and knowledge creation is one of key goals of EPs, it is important to assess EPs’ function through the knowledge creation process. This paper reviews literatures to set initial assessing elements of EPs’ function, then adopts Delphi Technique to prove and categorize the elements according to the knowledge creation process. The samples are consisted of 7 professional knowledge management consultants at Entrue Consulting Partners, LG CNS. This paper may be significant in providing a new vision to the evaluation of EPs by combining a theoretical model with a practical situation.

본 연구는 공공도서관에서 운영하는 프로그램의 성과를 로직모델을 기반으로 개발된 평가 프레임워크를 적용하여 측정하고자 하였다. 성과 측정을 위해 서울 소재 한 공공도서관에서 운영하는 여러 프로그램 중 어린이 독서 프로그램을 선정하였다. 성과 측정 과정은 어린이 독서 프로그램의 계획, 진행, 평가 등의 업무 과정 일체를 분석하여 로직 모델을 구현하였으며 이에 의거하여 예상되는 성과를 측정하였다. 데이터는 KOLAS를 통해 회원정보, 서지정보, 대출정보 등을 수집하였고, 프로그램 운영 현황에 대한 데이터는 프로그램 진행 후 작성된 보고서에서 추출하였다. 측정 결과 어린이 독서 프로그램에 참여한 회원들의 대출빈도가 상승하였고, 프로그램의 주제에 따라 대출 장서의 주제가 변화하는 것을 볼 수 있었다. 본 연구를 통해 독서 프로그램이 갖는 효과와 의미를 확인할 수 있었으며, 성과평가가 도서관에서 운영하는 타 프로그램 및 도서관 업무 등의 효과성을 측정하는데 유용한 도구가 될 수 있음을 보여주었다.
Abstract
The purpose of this study is to measure the outcomes of a program provided by a public library using the evaluation framework based on Logic Model. A reading program for children which was operated by a public library in Seoul was selected. The outcome evaluation was started with the analysis of the reading program process including planning, operation, and evaluation. Based on the analysis, a logic model framework for outcome evaluation was developed. For evaluation, user, bibliography, and circulation data were collected from the library KOLAS system. Additionally, the participant information were extracted from the final report drafted after the program. The research results show that the number of circulation of program participants was increased after the program. In addition, the range of reading topic was expanded. These findings indicate that the reading program is an effective program for promoting children’s reading habit and that outcome evaluation might be a valid tool to measure the effectiveness of public library programs.

국가적 차원의 연구 성과평가와 연구정보서비스의 연계를 위한 프레임워크를 메타데이터 표현과 교환의 두 가지 측면에서 모색하였다. 이를 위해 과학기술분야 연구개발사업을 대상으로 국가적 차원의 연구 성과평가 메타데이터의 기능적 요건을 도출하였고, 이에 기초하여 주요 기능별로 국제적인 표준의 적용 방안을 제안하였다. 또한 웹 아키텍처 상에서 연구정보를 재사용 및 교환할 수 있는 국제표준으로서 OAI-ORE에 기반하여 성과평가 메타데이터를 표현 및 연계하기 위한 구현 방안과 사례를 제시하였다.
Abstract
This study aims to investigate a framework for linkage of national research performance evaluation and research information service from the perspective of metadata representation and exchange. Based on results of the functional requirements for metadata of national research performance evaluation are derived, this study suggests strategies for the application of international metadata standards. Also, this study presents an method to implement the metadata of research performance evaluation based on OAI-ORE, which is an international standard that can reuse and exchange the research information on web architecture.

본 연구는 구술자료 아카이브 정보시스템 설계를 위하여 구술기록물의 생산, 수집절차, 접근의 용이성, 저작권 등에 대하여 논의하였으며, 웹 구술사료 아카이브 설계 구축을 위한 기본 방안과 평가를 위한 가이드라인을 개발함으로써 웹 구술사료 아카이브 구축을 위해 활용 가능한 기준을 제시해 보고자 하였다. 이를 위해 평가 프레임워크를 기반으로 국내외 웹 구술사료 아카이브 5개 기관을 선정하여 연구자가 제시한 평가용 가이드라인을 적용하여 사례분석을 하였다. 여기에서 얻어진 결과를 바탕으로 국내의 웹 구술사료 아카이브 정보시스템 구축을 위한 개선점을 논의하였다.
Abstract
This study discussed on production, procedures of collection, accessibility, copyright of archival records for designing oral history archive information system, and aimed to suggest practical standards by developing guidelines for evaluation and building of web oral history archives. For this, based on evaluation framework, guidelines for evaluation designed by researchers were applied to five domestic and foreign web oral history archives as case study analysis. Base on the results of the analysis, some possible suggestions were made for building successful web oral history archive information system in Korea.

본 연구에서는 공공도서관의 서비스 프로그램 운영과정에서 생산된 ‘서비스 데이터’를 서지데이터와 연계하여 도서관 목록을 개선시키고자 하였다. 이를 위해 2015년에 우수 도서관으로 선정된 공공도서관 7곳을 대상으로 서비스 데이터를 수집하고 분석하였다. 이를 바탕으로 서지데이터와 서비스 데이터를 서지프레임워크를 적용하여 시범적으로 연계하고, 활용 가능한 인터페이스를 제안하였다. 본 연구결과는 1) 선별적이고 가치 평가가 포함된 서지데이터를 확보하고, 2) 장서의 생애주기 동안 서지데이터를 지속적으로 업데이트할 수 있게 되며, 3) 체계적으로 관리되기 어려웠던 서지데이터의 보존성과 공유 가능성을 향상시킬 수 있으며, 4) 시맨틱웹 환경에서 외부 링크드 데이터를 추가적으로 연계할 수 있는 서지데이터 개발을 위한 기초자료로 활용될 수 있을 것이다.
Abstract
This study aims to improve bibliographic data of public libraries by linking service data, which are produced out of library service programs. Service data collected from the seven award-winning public libraries were selected and analyzed. A Bibliographic Framework is used for linking bibliographic data and service data. Interfaces are also suggested for the two-way data linking. The results can be used to obtain 1) selective and value-added bibliographic data, 2) bibliographic data updated continuously throughout the lifecycle, 3) structured service data for preservation and sharing, and 4) bibliographic data linked to the additional external linked data.

본 연구는 다양한 유형의 지식을 제공할 수 있는 통합된 지식체계의 구축을 위해 확장된 도서관의 개념으로 접근한 디지털도서관의 통합형 지식관리 방안을 제시하고, 이를 위한 기본적인 프레임워크를 지식펌프형 지식관리 모형으로 구현하였다. 아울러 구현된 모형을 토대로 한 복수사례분석을 통해 디지털도서관의 지식관리 수준을 평가하고 활성화 방안을 제시하였다. 지식펌프는 지식의 적극적인 획득과 배포라는 디지털도서관의 이상적인 역할을 구현한 것이며, 정보기술의 기능적 적용에 머물러 있던 디지털도서관이 지식관리를 통해 그 영역 및 역할을 확장해 나갈 수 있는 논리적 근거와 확장방향은 물론, 실천방법을 제시하였다는 점에서 의의가 있다.
Abstract
This study introduces the integration-style knowledge management of digital libraries in extended library concept, for integrated knowledge system which can provide various types of knowledge, and presents the knowledge-pumpknowledge management model. By applying the model to the cases of several institutions, the processes and levels of extension are analyzed, and the important tasks for activating knowledge management are suggested. The knowledge pump embodies ideal roles of the digital libraries that activate the acquisition and distribution of knowledge. It is significant that the digital libraries, which used to remain as a simple application of information technology, not only present logical basis and way for extending their roles and areas. but also explain the implementation methodologies.
