본 연구에서는 개관 이래 지난 10여 년간 경기도 내 공공도서관의 발전의 중심 역할을 담당해 온 경기도사이버도서관 설립을 위한 의제설정 및 정책형성과정을 킹던(Kingdon)의 정책흐름모형을 적용하여 분석하였다. 킹던에 의하면 정책 형성은 문제의 흐름, 정책대안의 흐름 그리고 정치 흐름의 결합의 결과이며, 세 흐름이 결합될 때 열린 정책의 창을 통해 정책이슈가 정책의제로 나아간다. 이 때 정책선도자는 정책의 창에서 선호하는 대안을 제시하고 그것이 정책의 창을 통과하도록 노력한다. 본 연구에서는 경기도사이버도서관 정책의 의제설정과 대안의 선택 과정에서 문제의 흐름, 정치의 흐름, 그리고 정책의 흐름을 분석하고 정책의 창에서 정책선도자로서의 사서전문가집단이 어떤 역할을 했는지 분석하였다. 이러한 분석을 통해 정책형성과정의 메커니즘을 밝힘으로써 사서전문가집단이 앞으로의 도서관 정책형성과정에서 적용할 수 있는 시사점을 제시하였다.
Abstract
In this study, we analyze the agenda setting and policy making process of the establishment of Gyeonggido Cyber Library, which has played an important role for development of public libraries in Gyeonggido since its launching, based on Kingdon’s policy streams model. According to the model, policy formation is described as the result from the convergence of the three streams, such as problem, policy and politics streams. When these streams converge on a specific time point, a policy window is created so that the issues become policy agenda. At this moment, policy entrepreneurs propose their alternatives, which have been prepared already, and try to pass it through the window. We identify coupling of the streams in the policy window and the role of policy entrepreneurs in the process of agenda setting and selection of alternatives of Gyeonggido Cyber Library policy. Suggestions are provided based on the analysis for public policy formation in public libraries domain.

본 연구는 공공도서관 직영전환결정에 대한 정책적인 관점에서, 정책옹호연합모형을 적용하여 도서관 운영체제의 변동에 영향을 미친 요인을 분석하는 것을 그 목적으로 한다. 분석 결과, 해당 사안을 둘러싼 3개 연합(직영찬성, 직영반대, 위탁유지)의 신념체계와 이들의 활동을 고려하였을 때, 기본핵심신념을 공유하는 경우 정책지향학습을 통해 부차적 신념은 변화될 수 있었다. 앞으로도 도서관 정책 전반에서 공론의 장을 활성화시키는 것은 정책추진에 있어 전략적으로 필요함을 시사한다.
Abstract
This study analyzed the policy making process by finding factors of a back-in phenomenon appeared in contracting out of public library using advocacy coalition framework. The coalitions were divided into ‘agreement of direct management’, ‘opposition of direct management’ and ‘keep the contract out’. Considering their belief and activity, to share core belief could make a change of secondary belief. It suggests that activating public sphere is necessary for enforcement of their strategies throughout the library policy.

공동발의 네트워크는 법안 공동발의로 형성되는 국회의원 간의 관계를 통해 국회 입법과정을 보여준다. 본 연구는 제19대 국회 임기기간 중 발의된 도서관법안을 중심으로 공동발의 네트워크 분석과 국회의원 액터의 중심성 분석 및 키워드 중심 네트워크의 서브그룹 분석을 실시하였다. 연구결과, 도서관법안 공동발의 네트워크는 정당에 따라 분절된 모습을 보였으며, 다른 소속 정당 의원과 근접한 거리에 위치하면서 매개적 역할을 수행하는 의원들이 네트워크에서 중요한 영향력을 미치고 있었다. 키워드중심 네트워크로 재구조화할 경우, 다른 정당 소속 의원들이 동일한 키워드를 공유하면서 서브그룹을 형성함에 따라 정당으로 분절된 네트워크 구조가 개선되는 모습을 보였다. 연구결과를 토대로, 도서관계 입법활동 활성화를 위해서는 정당 간 매개적 역할을 하는 의원들을 중심으로 도서관 법안이 아닌 주요 키워드를 중심으로 정책이슈를 확산하고 공유하는 전략이 필요하다는 점을 제시하였다.
Abstract
The legislative cosponsorship network shows the legislative process of the National Assembly through the relationship between the members of the National Assembly formed by cosponsorship. This study focused on the library bill proposed during the 19th National Assembly term, and conducted the cosponsorship network analysis, the centrality analysis of actors of the National Assembly, and a subgroup analysis of keyword-centric networks. As the result of the study, the library bill’s cosponsorship network was segmented according to political parties, and lawmakers who played an intermediary role in close proximity to other political party members had an important influence on the network. When restructured into a keyword-oriented network, the network structure segmented into political parties improved as members of different parties shared the same keywords and formed subgroups. Based on the results, it was suggested that a strategy for spreading and sharing policy issues based on core keywords rather than library legislation, centered on lawmakers who play a mediating role between parties, is needed to activate library legislation.
