이 연구는 대구경북지역의 주요 대학도서관 중 전자정보실 또는 이와 유사한 자료실을 운영하고 있는 5개 대학의 전자정보실을 대상으로 담당자에 대한 설문조사와 면담을 바탕으로 운영상의 문제점을 도출하고 개선방안을 모색하고자 시도되었다. 인력과 규모 및 기기관련사항, 운영방법, 수행업무, 운영상의 문제점, 향후의 운영계획 및 장기발전방안에 관련된 현황을 분석하였다. 현황분석과 연구자의 전자정보실 업무수행경험을 바탕으로 전자정보실의 효과적인 운영 및 이용증진을 위한 개선방안을 제시하였다. 현재 이 지역대학도서관의 전자정보실 현황은 다양한 양상을 보이고 있으나, 그 실체에 대한 각 주체들의 공감대가 형성되지 못하였고, 전자정보실 자체의 종합적인 발전 목표 및 정책이 수립되지 못한 채 단기적인 계획 및 정책을 수립하고 운영되고 있다는 점은 유사한 것으로 나타났다.
Abstract
This study analyzes the present conditions and operations of digital information rooms in the five selected university libraries located in Daegu and Kyoungpook area, with a special regard to the personnel, size of the room, facilities, collections, user instructions and public relations, and related tasks being done. It concludes with some suggestions and recommendations to improve the existing practices and the works in the room based on the result from this study.

우리나라 대학도서관에서는 디지털 패러다임에 적합한 디지털 정보자원을 구축하여 서비스를 제공하고 있으며 이를 위하여 디지털 보존에 힘써왔지만, 아직까지 본격적으로 연구되고 논의되지 않고 있다. 디지털 보존은 인쇄매체 보존 방법과 상이하게 다르므로 디지털 정보자원의 안정성과 기능성을 최대한 확보, 유지할 수 있도록 보존전략을 강구해야 할 필요가 있다. 본 연구는 대표적인 디지털 정보자원의 보존기술인 매체재생, 매체변환, 포맷변환, 정보전환, 에뮬레이션 기술의 대학도서관에서의 사용정도와 대학도서관의 디지털 정보관리 담당자들이 생각하는 각각의 보존 기술에 대한 위험가능성과 위험영향력을 조사하여 위험관리 분석을 하였다. 그 결과, 가장 빈번히 사용하되 있는 기법은 포맷변환이고 전혀 사용하지 않고 있는 기법은 에뮬레이션임을 알 수 있었다. 또한 위험이 발생할 확률과 데이터 손실 영향력이 가장 낮은 방법은 매체재생인 것으로 판명되었고 가장 높은 것은 에뮬레이션 기법과 정보전환으로 나타났고 사서들은 디지털 보존활동을 전문적으로 수행할 전담 담당자가 없는 경우 위험발생 확률이 제일 높을 것으로 보았다.
Abstract
University libraries have developed digital information resources for digital services and have tried to preserve valuable digital information. Because digital preservation raises challenges of a fundamentally different nature which we added to the problems to preserving traditional format materials, it is necessary that preserving digital resources must be discussed and researched actively. This study conducts risk management for exploring preserving technologies and assessing tools. It is found that most university libraries have used format conversion frequently and do not use the emulation technology. It is also found that medium refreshing has the lowest risk probability and isk impact, but information migration and emulation technology have the highest in the risk probability and in the risk impact individually and the absence of full-time professional staff causes high risk.
초록
시민의 정보화 수준 향상을 위해 현재 서울특별시립의 공공도서관에서는 디지털 자료실을 개실하여 인터넷과 DVD 위성방송 등 다양한 전자정보원과 정보서비스를 제공하고 있으며 향후 더 많은 컨텐츠들로 서비스 할 계획이다. 이에 따라 본 연구에서는 서울특별시립 공공도서관 디지털 자료실의 활성화를 위해, S 도서관 전자정보실을 대상으로 마케팅 전략을 적용하여 디지털 자료실의 운영을 보다 체계화하여 정보서비스를 활성화하며, 궁극적으로 보다 많은 이용자를 확보하여, 이용률을 높이고 공공도서관의 정보서비스 경쟁력을 높이는 방안을 제시하고자 하였다.
Abstract
Seoul City has been operating 17 public libraries to bridge the digital gap in the information society. Digital collection that has used recently, is providing various information services and information sources such as Internet. DVDs, satellite broadcasts and plan to offer service with more contents in the near future. In an attempt to facilitate the use of digital archives in public libraries in Seoul, this study thus applies marketing strategy to Electronic Information Center in the S Library and techniques can contribute a dynamic approach to total strategy development for library professionals that will ensure effective management and the achievement for their goals.

국회 기록관리는 입법정보화담당관실의 기록업무 이용제공과 국회기록보존소의 기록보존업무가 분산 추진되장기적으로 국회통합전산센터의 운영방안이 도출되어 국회 정보화의 정책이 크게 수정되고 있다.국회는 국회 정보화와 관련하여 국회 전산센터 운영 및 향후 발전방향을 한국전자정부연구원에 연구용역을 의뢰하였고 연구결과 네 가지 전산센터 운영방안을 제시받았다. 한국전자정부연구원이 제시한 네 가지 전산센터 운영방안을 토대로 국회 기록관리 체제방안에 대해 바람직한 방향을 모색하였다. 국회기록관리체제정비 방안은 국회기록보존소 위상과 관련하여 고려하였다.
Abstract
The archive management system for the National Assembly is divided into two ways and propelled by each of them; one is providing the service for the recording purpose by the legislation data processing office and the ot her is the archiving service b y the National Assembly Archives. nization and operation of the archive management system. Also, with the legislation research bureau scheduled to be organized newly, the data processing policy for the National Assembly is being l argely modified as the operation plan for the joint computerizati on center of the National Assem bly came out. In relation to the data processing of the National Assembly, th e Assembly has requested the research outsourcing to the Korean Research Institute of El ectronic Government and had the four possible operation plan as a result. On the basis of four alternatives proposed by the Korean Research Institute of Electronic Government, the Assembly has sought out the desirable way for the archive syste m of the Asembly.
