Hirsch(2005)가 제안한 h-지수는 인용을 통해서 개인의 연구 성과를 측정하려는 시도이다. h-지수는 용이한 산출 방법과 함께 지수의 강건성 등이 인정되면서 발표 이후 다양한 분야에서 이를 적용하거나 보완하는 연구가 활발히 이루어지고 있다. 이 연구에서는 우선 h-지수와 이를 보완한 g-지수를 비롯한 변형 지수에 대해서 현재까지 전개되고 있는 논의를 살펴보았다. 그리고 h-지수와 g-지수의 단점을 보완할 수 있는 개량 지수를 몇 가지 제안하고 가상 자료와 실제 자료에 대해서 측정해보았다. 측정 결과 제안한 지수들이 h-지수와 g-지수를 대체할 가능성이 있음을 확인하였다.
Abstract
The h-index, also called as Hirsch-index, is a new tool for measuring research outputs by citations. This h-index is not only easy to calculate, but also robust enough to handle various citation data. After its suggestion by Hirsch in 2005, many researchers applied the h-index to their own areas, and some others tried to improve the weak points of the h-index such as low discriminating power. Firstly, several of these efforts are reviewed in the present article, and then novel indexes are suggested to measure research outputs by citations more fairly and reasonably. Calculating these indexes on both artificial data and real data showed that the newly suggested indexes in this article can replace the h-index and its variants.

북아이오와주립 대학도서관은 우수한 교양 커리큘럼을 지원하는 개별화 학습 환경과 다양한 지적, 문화적 커뮤니티를 지원하는 것을 사명으로 하고 있다. 1987년부터 전략적 계획을 수립하기 시작하여 현재 5년 단위로 전략적 계획을 수립하고 있으며, 최근 전략이 어느 정도 달성되고 있는가에 대한 성과측정의 필요성이 제기되었다. 이에 본 연구는 북아이오와주립 대학도서관의 최근 전략적 계획 2004-2009의 내용을 분석하여 전략을 균형성과표의 네 관점으로 전환하는 BSC 모형과 전략지도를 개발하였다. 이와 함께 각 관점별 전략적 목적을 측정하는 핵심성과측정지표와 이를 이끄는 동인들의 인과관계 모형을 개발하여 제시하였다.
Abstract
The University of Northern Iowa Rod Library has mission statement that a personalized learning environment founded on the strong liberal arts curriculum and to supporting an intellectually and culturally diverse community. The Rod Library has been developing the strategic plans by 5 years since 1987. Recently, the strategy has been faced need to measure of performance how much does make it up. This study developed the BSC model and the strategy map that analyze the strategic plan 2004-2009 of the University of Northern Iowa Rod library and transfer the strategy into the four perspectives of BSC. In addition, this study presented the success performance indicators measuring the strategic goals of each perspectives and the cause-effect model driving the lead indicators of performance.

본 연구는 학술지 평가를 위한 경제성 분석 모형을 도출하였으며, 이를 이용한 사례분석을 수행하였다. 이 모형은 비용요소에 구독비용뿐만 아니라 제본, 주문, 그리고 클레임 등의 관리에 소요되는 총 비용을 포함하였으며, 편익요소에는 이용 빈도만을 다루었던 기존의 평가 모형과는 달리 유용성을 포함하여 종합적인 분석모형을 제시하였다. 유용성은 학술지가 기관의 성격에 맞게 유용하게 활용되었는지에 따라 등급으로 평가되도록 고안되었다. 이 모형은 최근 연구에 가장 중요한 자원으로 활용되고 있는 웹 기반 전자 학술지의 통계를 토대로 측정할 수 있도록 고안되었다. KDI 국제정책대학원 도서관을 대상으로 한 사례분석에서 이용자의 연구 성과물에 활용된 학술지는 가장 높은 등급인 3점을 부여하였으며, 전문 다운로드나 검색에 활용된 학술지는 각각 2점과 1점을 부여하였다. 사례분석은 분석 결과 상위 20위에 포함되어 있는 학술지의 편익이 전체의 75%를 차지하며, 이용자의 유형별 학술지 이용 행태에 차이가 있음이 나타났다. 이 모형은 특히 전문 도서관의 사서들이 학술지의 가치를 평가할 수 있는 기본 틀을 제공할 수 있는 계기가 될 수 있을 것으로 사료된다.
Abstract
This study attempts to derive an economic analysis model for journal evaluation and conducts a case analysis based on the model. Total costs are calculated and include administrative fees (such as binding, ordering, claiming, etc.) and subscription costs. The model quantifies qualitative benefits to users, a utility that combines usage data that has also been evaluated in the existing economic analysis models. The model is designed to tallly the usage statistics of the web-based electronic journals, which have become important resources for research. Rankings are assigned based on how items are utilized to the goal of the mother institution. In the case study based on the KDI School Library, the highest ranking of 3 was assigned to journals that patrons used for citation in their outputs. For journals that were used background information, i.e. full text downloading or browsing, each was assigned ranking of 2 and 1, respectively. According to the analysis, the top 20 journals provided 75% of the entire library utility, showing different user behaviors among different cohorts. We expect that the model makes it possible for librarians to measure the value of journals. It can provide a basic tool for journal selection, particularly in special libraries with custom needs.
