본 연구는 코로나19 상황 속에서 일반 시민들이 어떻게 재난정보와 건강에 대한 정보를 찾고 추구하는지 파악하는 것을 목적으로 한다. 구체적으로, 재난 및 건강에 대해 어떤 정보요구가 있는지, 어떤 정보원을 통해 정보를 찾고, 어떤 경로를 통해 정보를 이용하고 있는지, 정보 이용에 대한 신뢰 및 불만과 그에 따른 개선책은 무엇인지를 조사하고자 한다. 이를 위해 20세 이상의 일반시민들을 대상으로 온라인 설문조사를 수행하였다. 인구통계학적 특성, 재난에 대한 정보추구행태, 건강에 대한 정보추구행태, 도서관의 역할이라는 주제항목 아래 45개의 질문문항을 구성하여 질의하였다. 조사 결과에 따라 최종적으로 재난상황에 대한 정보와 전염병으로 인한 건강에 대한 정보를 정부나 공공단체가 제공할 때, 시민들의 기본 요구를 중심으로 어떤 종류의 정보를 어떤 방식으로 제공해야 하는지, 특히 어떤 미디어나 시스템을 통해 제공하는 것이 만족도와 신뢰감에 영향을 주는지, 중요한 공적 정보채널이자 시스템 중 하나인 도서관은 재난상황에서 어떤 역할을 수행해야 하는지를 제언하였다.
Abstract
The purpose of the research is to investigate general citizens’ information needs, seeking and uses about both disaster and health information in the middle of disaster of COVID-19 pandemic: what kinds of information they need, what kinds of information sources they use, which channels and media they use to learn the information, etc. To achieve the goal, the study conducted an online survey for general citizens over the age of 20. The survey is composed of 45 questions including four topics—demographic characteristics, information seeking behavior on both disaster and health, and the roles of public information organizations such as libraries in the middle of disaster. On the basis of the results, the research discusses and suggests that what kinds of information should be supplied and in what manners, and which media or information systems should be used when the governments or public organizations provide the information regarding disaster and health, and what roles public information organizations such as libraries should play in the middle of disaster.

2013년, 500세대 이상의 공동주택단지에 작은도서관 설치를 의무화하는 규정 제정과 정부의 ‘생활 SOC 사업’에 따라 작은도서관이 지속적으로 확충되고 있다. 광명시의 경우, 2020년을 시민과 함께 권한을 나누는 ‘주민자치의 해’로 정하고, 이의 일환으로 생활문화공간을 대폭 확대한다고 공표하였다. 이처럼 사회 환경 및 이용자의 요구가 변화할 것으로 예측됨에 따라 광명시 작은도서관은 이에 대응하는 중장기계획 실천방안이 마련되어야 할 것으로 보인다. 따라서 본 연구에서는 변화하는 사회 환경 및 이용자의 요구에 대처하기 위한 작은도서관 활성화 정책방안을 제안하고자 하였다. 이를 위해 광명시 작은도서관 운영자를 대상으로 설문조사와 심층그룹인터뷰를 실시하였다. 연구 결과, 다음과 같은 정책을 제안하였다. 첫째, 운영제도 개선을 위해 지원제도 개선, 공공도서관의 협력체계 강화 및 공립 작은도서관의 역할 강화, 사립 작은도서관의 공공성 강화, 역량별 평가를 통한 차등 지원이 필요하다. 둘째, 작은도서관 운영 전문성 강화를 위해 순회사서 및 전문가 봉사자 활용, 상호대차를 통한 자료 공유, 임기제 협력사서, 권역별 작은도서관 협의회 활성화가 필요하다.
Abstract
Small libraries have continued to be extended since 2013 enactment of regulations requiring establishment of small libraries in multi family housing complex not less than 500 households and the ‘Living SOC Project’ of national government. Gwangmyeong city designated the year of 2020 as the ‘year of citizen autonomy’ sharing the authority with citizens and publicly announced its plan to rapidly extend the living and cultural spaces as a part of that extension. Likewise, as the social environment and the need of users are expected to change, it seems that the small libraries in Gyangmyeong City must prepare a plan for practicing a long and mid term practices in responding to that change. Thus, this Study tries to make a suggestion for a plan for the policy for revitalization of small libraries in order to handle those changing social environment and the need of users. For this, a survey and in-depth group interview were conducted for the operators of the small libraries in Gyangmyeong City. As a result of this Study, the following policies are suggested: first, improvement of support system for improving operational system, strengthening of cooperative system of public libraries, and strengthening of role of public small libraries , strengthening of public characters of private small libraties and differentiated support through evaluation based on abilities; and second, it is necessary for utilization of circulating librarians and professional volunteers, sharing of materials through mutual lending of books, associate librarians having term of office and revitalization of small library conference by regions.
