본 연구는 공공도서관의 가치평가를 위한 새로운 접근방법을 모색하였다. 기존에 사용되던 가상가치평가법의 한계점을 지적하였으며, 아울러 이를 개선하기 위한 대안으로 Dissonance Minimizing(DM) 포맷을 적용한 가상가치평가법을 제시하였다. 가치평가의 도구로는 비용편익분석이 사용되었고 비용에는 서비스에 투입된 총 비용을, 편익에는 서비스에 대한 이용자의 지불의사금액 (willingness to pay)을 적용하였다. 그리고 사례분석을 통해 ‘J 공공도서관’의 가치를 추정하여 DM 포맷이 공공도서관의 가치를 평가하는데 어떻게 사용되어지는지 보여주었다.
Abstract
This study aims to present a new approach to measuring the economic value of the public libraries, identifying and suggesting the modified contingent valuation method (CVM) application. The modified CVM, which applied Dissonance Minimizing (DM) format, is presented as a new approach. A cost-benefit analysis is used as a tool to determine if the benefits of public libraries outweigh the cost incurred in providing the services. The benefits of public libraries are based on estimates of how much the user is willing to pay for the library services and costs are based on the prices of providing the services. A comparison between two methods are conducted in a case study in order to measure the economic value of 'J Public Library'. The study also conducts a case study to analyse the WTP value of the 'J Public Library' and demonstrates how public libraries approach the their local studies.

공공도서관 문화프로그램에 대한 중요성이 커짐에 따라 그 경제적 효과에 대하여 전반적으로 평가할 필요성이 제기되어 왔다. 본 연구는 문화프로그램의 경제적 가치를 분석하기 위한 방법으로 기존에 사용되어 온 가상가치평가법의 대안으로 DM 포맷과 IBM 포맷을 제안하였다. 또한 이 모형을 공공도서관이 적용할 수 있도록 사례분석을 통해 그 과정을 구체적으로 설명하고 있다. 이 연구는 가상가치평가법의 바이어스를 최대한 감소함으로써 공공도서관의 정확한 가치를 평가할 수 있는 기본 틀을 마련하였다는 데에 그 의의가 있다.
Abstract
The need for overall assessment of economic effectiveness of library culture program has been suggested, as its importance continues to grow. Our study proposed a new assessment method by applying DM format and IBM format to contingent valuation method that has been used for analyzing the economic value of culture program. This study also illustrates the process through case analysis so that the public library can apply this model. It is meaningful that the study provides basic framework to evaluate the fair value of the public library by minimizing the bias that the contingent valuation method has.

기업이나 연구소 등에서 운영하는 전문도서관의 경제적 가치 평가에 대한 필요성이 제기됨에 따라 본 연구는 전문도서관 주요 서비스의 가치평가에 대한 새로운 접근방법을 제시하였다. 선행연구의 이론과 보편타당성과 적용가능성을 기준으로 삼았다. 서비스에 어떤 유형의 자원(물적 자원 또는 인적 자원)이 사용되었는지에 따라 측정요소와 방법론을 달리 적용하였으며, 이를 토대로 전문도서관 주요 서비스의 가치평가를 위한 산출식을 제시하였다. 전문도서관 서비스의 경제적 가치평가를 위한 분석모형 개발은 서비스의 가치에 대한 객관적 입증이 가능해져서 전문도서관의 진정한 가치를 알릴 수 있는 계기가 될 수 있을 것으로 사료된다.
Abstract
This study aims to suggest a new approach to economic valuation of the special library, in response to the necessity of economic justification of the special library operated by firms and research institutes. Benefit measurement elements and analysis methods to be used in the studywere derived through feasibility evaluation on models in previous studies, and objectivity and applicability were the criteria for feasibility evaluation. Depending on which type of resources are used in providing service, different benefit measurement elements and methods were applied. Based on this, calculation formula for service valuation of special library was presented. The development of analysis model for economic valuation of special library made it possible to objectively prove the value of the special library, and is considered to provide an opportunity to publicize the real value of the special library.
