최근 대학도서관은 물리적 장소로서 전통적인 도서관의 역할과 전자자원을 효율적으로 서비스 할 수 있는 가상도서관의 역할을 모두 수행해야 할 도전에 직면해 있다. 이에 대학도서관은 위기와 기회를 동시에 내포하고 있는 대학도서관의 미래를 적극적으로 설계하는 도구로서 전략적 계획을 수립하는 것이 필요하다. 본 연구는 미국, 영국, 캐나다, 호주 대학도서관의 전략적 계획의 실행 문서를 비교, 분석하여 그 내용을 형식적 요소와 내용적 요소로 구분하고 전략적 계획 문서에 포함되어야 할 최소한의 요소를 권고하였다. 아울러 UMI, OULS, UBCL, USL 등 선진 대학도서관의 최근 전략적 계획 문서의 사례를 통하여 사명과 비전, 전략 등의 내용을 구체적으로 제시하였다. 궁극적으로 본 연구는 아직 전략적 계획의 작성이 일반화되지 않은 우리나라 대학도서관에 전략적 계획 수립을 위한 방향 제시와 기초 자료를 제공하고자 하였다.
Abstract
University libraries have been facing challenges to accomplish both roles of traditional libraries as physical places and virtual libraries which service electronic resources effectively. University libraries need to establish a strategic plan as a positive tool for designing the future of university libraries addressing threats and opportunities at the same time. This study suggested the core elements be involved in strategic plans of university libraries through comparatively analyzing the actual documents of strategic plans of academic libraries in America, England, Canada and Australia. These strategic plans were divided into formal elements and content elements. In addition, this study presented the latest strategic plans of academic libraries such as UMI, OULS, UBCL, and USL. As a result of research, this study provided the directions and basic materials in order to establish strategic planning at university libraries in Korea.

이 연구는 국가기록원의 기록정보서비스 전략계획의 방향을 제안하기 위한 것이다. 이를 위해 첫째, 영국과 미국 국가보존기록관을 사례로 기록정보서비스를 위한 전략계획의 수립 구조, 주요내용, 전략의 원칙 등을 분석한 후 이를 토대로 세부 전략을 범주화하였다. 둘째, 사례 연구 및 국내 환경을 고려하여, 국가기록원 기록정보서비스의 전략목표를 제시하였고, 각 목표별로 실행전략을 제안하였다. 아울러 서비스전략을 실행할 때 고려해야 할 기본 원칙을 함께 제안하였다. 셋째, 전략 목표 및 세부전략별로 국가기록원의 서비스를 평가하고, 실행전략 수립 시 중점적으로 고려해야 할 원칙들을 제시하였다.
Abstract
This is a preliminary study to suggest the directions of strategic planning for archival information services in the National Archives of Korea(NAK). It has three parts. Firstly, it articulates the concept and the process of strategic planning and analyses the archival service strategies for NARA(US) and TNA(UK). Secondly, regarding our conditions, it suggests strategic goals, action plans and principles for the archival information services of NAK. Thirdly, it evaluates the current archival information services of NAK based on the suggested goals and plans and points out the aspects that is to be more strengthened to achieve these goals.

본 연구는 충북대표도서관의 건립 기본계획 수립을 위한 기초연구이다. 이를 위해 본 연구에서는 충청북도의 지역 여건을 조사하고, 전국 공공도서관과 주요 대표도서관의 소장 자료 현황, 이용 현황, 직원 수, 프로그램 현황 등을 분석하였다. 이를 토대로 SWOT 분석을 실시하여 충북대표도서관의 건립 기본계획을 위한 비전과 목표, 추진전략을 도출하였다. 연구 결과를 기반으로 충북대표도서관이 수행해야 하는 사명은 “지식과 문화의 교차로, 도민의 삶과 동행하며 함께 성장하는 도서관”으로 제시하였다.
Abstract
This study is a foundational research for establishing the basic plan of the Chungcheongbuk-do Central Library. The research investigates the regional conditions of Chungcheongbuk-do and the status of collections, usage, staff, and programs of public libraries nationwide and major representative libraries. Based on this, a SWOT analysis was conducted to derive the vision, goals, and implementation strategies for establishing the basic plan of the Chungcheongbuk-do Central Library. Based on the research findings, the mission of the Chungcheongbuk-do Central Library is presented as “The library that grows alongside the lives of local residents, intersecting knowledge and culture.”

본 연구는 도시개발 변화에 따른 공공도서관 신축부지선정에 대한 법적 검토사항을 살펴보고, 일반적인 부지특성과 입지기준을 고찰하였다. 또한 전주시를 대상으로 적합한 부지를 선정하기 위하여, 지역주민들의 정보문화활동에 관한 각종 지표 및 통계자료를 조사하였고, 이용자 설문조사를 실시하였다. 그리고 이를 토대로 새로운 공공도서관 설립 비전과 목적을 수립하고, 부지선정 계획을 단계별로 제안하였다. 본 연구는 도서관 신축부지선정과 지방정부의 도서관정책개발 및 예산확보의 타당성 근거로 활용하는데 유용한 자료가 될 것으로 기대한다.
Abstract
In this study, various aspects of site selection for constructing new public library by development of urban community were investigated. These are legal aspects, geographical characteristics, and criteria of selecting conditions of location for new building. In order to select the suitable site in the Jeon Ju City, the various statistical data and indices with regard to information and cultural activities of the local residents and a statistical data was investigated. And also, a user question investigation was executed. The vision and objectives of establishing new pubic libraries were presented, based on the result of the study. The result of this study will help the library policy maker to develope the library policy and to secure a budget from the regional government.

본 연구는 차세대 포탈(EP) 기능의 평가 프레임워크를 지식창출의 관점에서 제시하는데 목표를 두고 있다. 스마트 엔터프라이즈 통합포탈 (SES)과 같은 차세대 상품이 기존의 EP 기능에 협업과 컨텐츠 관리를 통합시킴으로써, EP는 더 이상 정보와 컨텐츠의 단순 통로가 아니게 되었다. EP는 상호보완적인 정보기술의 통합체로서 거듭나고 있다. 이러한 통합현상의 일반화와 더불어 지식창출의 중요성을 감안한다면 EP기능을 지식창출의 관점에서 평가할 수 있는 기반을 마련하는 것은 중요하다고 할 수 있다. 본 연구는 문헌조사를 통하여 EP 기능의 기본적 요소를 설정하였다. 이를 기반으로 델파이 조사법을 이용하여 각각의 요소를 실증적으로 검증함과 동시에 지식창출 모델에 근거하여 분류하였다. 델파이 조사법에 사용된 전문가 그룹은 엔트루 컨설팅 파트너스에 근무하고 있는 7명의 지식경영 전문 컨설턴트로 구성되었다. 본 연구의 결과는 이론적 모델을 실무와 통합시킴으로써 EP의 평가에 있어서 새로운 비전을 제시하였다고 할 수 있다.
Abstract
The purpose of this paper is to imply for the assessing framework of next generation Enterprise Portals'(EPs) function through the lens of organizational knowledge creation. As the emerging “suite” products such as Smart Enterprise Suite (SES) converges EPs with collaboration and content management, EPs are no longer just a gateway to information and content. EPs are emerging as the center of convergence for many complementary technologies. Considering that this trend is common and knowledge creation is one of key goals of EPs, it is important to assess EPs’ function through the knowledge creation process. This paper reviews literatures to set initial assessing elements of EPs’ function, then adopts Delphi Technique to prove and categorize the elements according to the knowledge creation process. The samples are consisted of 7 professional knowledge management consultants at Entrue Consulting Partners, LG CNS. This paper may be significant in providing a new vision to the evaluation of EPs by combining a theoretical model with a practical situation.

이 연구는 사회적 관심의 증대와 작은도서관 관련 독립법률인 ｢작은도서관 진흥법｣의 제정 등을 통해 지속해서 증가하고 있는 작은도서관에 대하여 활성화 부진 원인을 진단하고 이를 개선하기 위한 정책을 제안하고자하였다. 이를 위해 작은도서관 운영 실태조사, 정책 및 지원과 법규 조사를 진행하였다. 이를 종합하여 작은도서관 활성화를 위한 정책 방향 및 과제를 제안하였다. 작은도서관 활성화를 위한 정책 과제는 ‘지역주민의 행복한 삶을 지원하는 작은도서관 활성화’라는 비전과 ‘포괄적 정책 근거, 정책 체계 혁신, 지속할 수 있는 운영 지원’의 핵심가치 아래 ‘정책기반 마련 및 실천 동력 확보를 위한 법․제도 개선’, ‘정책 단위별 역할 재정립 및 협력체계 강화’, ‘작은도서관의 안정적 운영지원체계 구축’이라는 3가지 추진과제와 14가지 세부과제로 구성하였다.
Abstract
This study aimed to understand why small libraries, which have been continuously extended by the increase of social interest in them and the enactment of ｢Promotion of Small Library Act｣, an independent law about small libraries, are poorly activated. To this end, it examined the actual status of small library operation, related policies, support and legislations. By summarizing the results, it proposed a policy direction and tasks for activating small libraries. The policy tasks for activating them consist of three main tasks such as ‘the improvement of laws and institutions for establishing the base of policies and securing practical momentum’, ‘the reestablishment of roles by policy units and the reinforcement of cooperation systems’ and ‘the construction of stable operation support system for small libraries’, and their 14 sub-tasks, under the vision of ‘the activation of small libraries support local residents’ happy life’ and the core value of ‘a comprehensive policy ground, the innovation of policy systems and sustainable management support’.

본 연구의 목적은 사서교사의 특성 변인에 따른 조직 커뮤니케이션 만족도가 학교도서관의 정보․교육서비스에 끼치는 영향을 분석하고 학교도서관의 교육적 역할 활성화에 주는 시사점을 도출하는데 있다. 분석 결과 사서교사는 업무수행에서 상사 및 동료와의 대화와 면담 등 비공식적 커뮤니케이션과 수평적 커뮤니케이션을 선호하고 있는 것으로 나타났다. 그리고 성별, 경력, 학교 급 등 사서교사의 특성 변인에 따라서 이용자 교육, 도서관활용수업, 독서교육 프로그램 및 정보활용교육 운영 방식 등에 차이가 나타났다. 특히 비공식 커뮤니케이션에 대한 만족도가 높을수록 교과연계도서목록 제공이 증가하고 있으며, 수평적 커뮤니케이션이 정보활용교육을 활성화하는데 긍정적인 영향을 주는 것으로 나타났다. 그러나 학교도서관 운영과 관련된 공동체 구성원에게 학교도서관의 비전과 목적을 알리고 책임과 역할을 분명히 하기 위해서는 수평적 커뮤니케이션 수단인 협조문, 위원회, 협의회 등을 활성화하고 적극적으로 참여하여야 한다. 또한 비공식 커뮤니케이션의 한계를 극복하기 위해서는 사서교사의 리더십 개발, 동료교사에 대한 맞춤형 서비스 제공을 위한 마케팅 전략 수립 등의 노력이 필요하다.
Abstract
The purpose of this study is to analyze the effects of organizational communication satisfaction of teacher librarians on the informational and educational service and to draw implications for improvement of the school libraries' educational role. According to the results of the analysis, teacher librarians have preferred informal communication by conversation and face-to-face talk with superiors or co-workers and horizontal communication during their performance. Characteristics of teacher librarians, such as career, gender and school levels, have influential effect on user education, library- assisted instruction, reading and information literacy instruction. The more teacher librarians felt satisfaction of the informal communication, the more textbook-related reference lists are offered. Horizontal communication have a positive influence on information literacy instruction. However, teacher librarians should utilize cooperative statements, committees and councils and actively participate in those horizontal communication methods to share the vision and aims of school libraries with the larger school community. Teacher librarians also should put more efforts into developing their leadership role and marketing strategies in order to overcome the weaknesses of informal communication.

대학도서관은 급변하는 정보통신기술과 대학환경에 대응하기 위해 그동안 도서관의 신축 및 리노베이션을 통한 공간구성의 변화를 시도해왔다. 이러한 변화는 대학도서관의 전통적 기능인 자료 보존 및 제공 그리고 대학교 구성원의 학습에 필요한 공간과 서비스를 제공하는 지원자(supporter)의 기능을 넘어서, 공간구성의 변화를 통해 학습과 연구를 지속할 수 있게 하는 조력자(facilitator)의 기능으로의 전환에 대한 필요성이 반영된 것으로 해석될 수 있다. 하지만 대학도서관 공간 기능의 변화와는 달리 이에 대한 평가는 여전히 리노베이션이나 신축 전후의 도서관 이용자의 만족도 혹은 도서관 이용의 변화에 국한되고 있어서, 대학의 비전과 목표를 반영한 도서관의 학습커먼즈(learning commons)로서의 기능을 평가하는 측정도구 개발의 필요성이 대두되고 있다. 이에 본 연구는 대학도서관 공간구성에 대한 변천과정을 분석하고 이에 대한 평가와 관련된 연구조사를 통해 대학도서관의 공간구성에 대한 효과성을 평가하는 도구의 개발과 미래의 공간구성 및 평가 전략을 위한 기초 자료를 제공하고자 하였다.
Abstract
University libraries have been attempting to reorganize their space through new building construction and remodeling to cope with the rapid changes in information and communication technologies and university environment. These changes seem to reflect the need for the shift of the university library functions toward the facilitator role of enabling continuous learning and research through space reorganization beyond the traditional supporter role of preserving and supplying library materials and providing learning space and services to university members. Despite all these changes of university library space functions, however, their assessment has been still limited to the library users’ satisfaction and usage changes before and after library building renovation or new construction, calling for the need to develop proper measurement tools for evaluating the library functions as learning commons that reflect university vision and goals. Therefore, this study intends to analyze the trend of space reorganization practices in university libraries and the studies of evaluating its effect, in order to develop tools to evaluate the effectiveness of space reorganization and to provide basic data for future space reorganization and assessment strategies.

대학도서관 발전계획은 외부적으로는 도서관의 역할과 발전 방향에 대한 명시적인 선언이자 내부적으로는 도서관 서비스 제공을 위한 지침으로 기능한다는 점에서 중요한 의미를 지닌다. 발전계획 수립을 위해서는 국제적, 국가적 환경에 대한 이해, 개별 대학과 대학구성원에 대한 이해가 요구된다. 본 연구는 대학도서관과 관련된 국제 환경의 추세를 파악하기 위하여 해외 대학도서관 발전계획 사례를 조사하고, 내용분석과 네트워크 분석을 통해 그 동향을 파악하였다. 그 결과, 대부분의 해외 대학도서관에서는 ‘협업’, ‘컬렉션 개발 및 구축’, ‘연구지원’이라는 키워드를 주축으로 다양한 전략과 세부 계획을 제시하고 있는 것으로 나타났다. 이에 본 연구에서는 향후 대학도서관 발전계획 수립 시 고려해야 하는 사항으로, 발전계획 내 대학도서관의 사명과 비전, 가치의 구체적 명시, 문화적 다양성성과 형평성, 포용성 등의 핵심가치의 중요성 인식, 대학도서관 내외부의 파트너십 및 협업의 중요성 인식, 경영 목적 달성의 도구로서 대학도서관 발전계획의 활용을 제시하였다.
Abstract
The academic library development plan has external importance as it explicitly declares the library’s role and development direction. Internally, it is also a library service guideline. To develop the development plan, libraries must understand the trends and needs of international, national, and affiliating universities and their constituents. Accordingly, this research includes case, content, and network analyses of foreign academic libraries’ development plans to identify the trends. The analysis results show most foreign academic libraries employed various strategies and plans, which can be characterized as ‘collaboration,’ ‘collection development,’ and ‘research support.’ Consequently, we propose the following factors to consider when developing an academic library development plan: specification of mission, vision, and core values; recognition of core values such as diversity, equity, and inclusion; awareness of the significance of collaboration and partnership with other units within the universities and external organizations; and utilization of university library development plans as tools for achieving management objectives.
