기록정보의 중요성이 급격히 강조화되고 있는 실정에서 기록정보의 국가지식자원화에 대한 요구가 크게 일고 있다. 따라서 본 연구는 우리나라 고유의 기술적 및 법제도적 환경을 고려하면서, 통합적 정보자원관리를 구현할 수 있는 국가기반의 전자기록관리를 위한 참조모형을 제시하였다. 이를 위하여 먼저 전자기록물을 국가지식정보자원화 할 필요성과 국가적 차원의 통합적 정보자원관리의 국내 사례로서 정부지식관리시스템과 국가지식포털을 분석하였고 미국의 전자기록아카이브(ERA) 프로그램과 유럽연합의 EUN 및 COVAX을 소개하였다. 다음, 전자기록관리를 기반으로 하는 지식정보자원의 통합적 관리를 달성하기 위하여 구축해야 할 필요가 있는 기록정보관리시스템 연계 아키텍처, 국가지식자원 통합 환경 아키텍처, 범 환경 통합 정보기술 아키텍처의 참조모형을 제시하였다.
Abstract
The study is to propose the reference model of Korean record management for integrated information resources management, based on the Korean regulation and administrative environments. Therefore, the study suggests the reasons why the electronic records must be come to the one of the national knowledge and information resources and reviews several integrated information management systems such as GKMS, KADO, ERA, EUN, and COVAX. Next, the study proposes the integrated records management system architecture, integrated national knowledge and information management environment architecture, and information technology architecture for integrating resource management environment.

최근 디지털 기록관리 패러다임 속에서 중추적 역할을 수행하는 대학기록관 웹사이트는 대학기록을 찾고 활용하는 이용자들에게 더욱 더 중요하게 간주되고 있다. 본 연구는 대학기록관 웹사이트가 질적 향상을 이루기 위해서는 다각적 평가와 분석이 필요하다고 보고 국내 9개의 대학기록관을 선정한 후, 이들에 대하여 웹사이트 구성 내용분석, 웹사이트가 지닌 기능적 유용성, 사용성 및 정보품질에 대한 이용자 만족도, 그리고 웹표준 준수여부 등 다섯 가지의 각도에서 메타 분석을 수행하였다. 분석 결과를 토대로 제시된 대학기록관 웹사이트의 개선방안은 다음과 같다. 첫째, 기록정보의 이용을 보다 활성화하기 위해서는 대학기록관의 소개 및 대학기록 활용성에 대한 홍보와 웹사이트에서의 이용자간의 커뮤니케이션을 높일 수 있는 방안을 모색해야 한다. 둘째, 웹사이트의 콘텐츠 빈약함은 이용자의 이용도를 떨어뜨리므로 체계적인 대학기록의 수집과 함께 디지털화하는 작업에 집중적인 노력이 필요하다. 셋째, 가장 불만족스럽게 나타난 ‘검색 기능’을 보완하기 위해서는 이용자 중심의 검색인터페이스를 개발이 필요하다. 넷째, 이용자의 만족도에 가장 큰 영향을 미치는 요인이 웹사이트에 대한 ‘호감도’이므로 이 점을 고려하여 대학기록관 웹사이트를 디자인해야 할 것이다. 마지막으로 웹사이트는 웹표준을 준수하여 보편적 웹접근성을 높여야 할 것이다.
Abstract
Recently, the website of university archives is becoming greatly significant to users who retrieve and utilize university archives and records. This study aims to meta-analyze university archives in Korea in terms of usefulness, usability, information quality, and web accessibility in order to improve the functionality and usefulness of university archives websites. The result of the study suggests that university archives should increase the number of the digital records and to develop communication chanels, such as blog, chatting room, digital reference services for activating use of university records. Secondly, university archives make efforts to develop systematic collecting and managing procedures and to build relevant digital collections. Thirdly, the websites of university archives develops more user-friendly interfaces and web design to improve user satisfaction. Finally, the websties of university archives should follow the standards on web accessibility.
초록
전자기록관리시스템은 전자기록이 자생적으로 갖고 있는 취약성과 가변성과 같은 특성 때문에 전자기록의 진보성 유지 측면을 충분히 반영시켜야 한다. 복제와 변조가 수월하고 장기보존 시포맷변환을 시켜야 하는 전자기록에 대한 진보성 유지는 도전하기 어려운 과제이기는 하나 정확한 역사 기술의 전제가 되는 기록으로서의 역할을 수행하기 위해서는 절대로 회피할 수 없는 과제이기도 하다. 따라서 본 연구는 전자기록의 진본성 유지를 위한 전략을 검토함으로써 향후 신뢰할 수 있는 전자기록관리시스템을 개발하는데 도움을 주는것을 목적으로 하여, 우선 기록 및 전자 기록의 의미, 진본성 그리고 진본성 평가를 위한 요건을 소개하였다. 또 시스템에서 전자기록의 진본성을 유지하기 위한 원칙, 전자기록의 진본성에 대한 오디트 트레일이 가능하게 하는 지적 정보 기술 방안과 시스템에서 구축해야 할 자본성 유지 메커니즘을 제안하였다. 마직막으로 전자 기록의 진본성 유지와 관련하여 시사점을 제시한 전자기록 관련 시스템 표준을 살펴보았다.
Abstract
The electromic records management systems must create and maintain reliable and authentic records because such records can be easily duplicated, manipulated, altered, and revised. The goal of this study is to propose the strategies for maintaining authenticity of electronic records and to produce some baselines for developiing the trusted record management systems. Therefore, the study is to identify and define the cpncept of an electronic record and the nature of authenticity; ti establish the principles for ensuring the long-term preservation of authentic electronic records; to suggest the methods for describing electronic records in order to maintain audit trail; to propose the mechanisms for maintaining reliable and authentic electronic records; ti analuse the Korean standards related to dlectrinonic document management sstems; and to discuss future challenges for maintaining the authenticity.
