이 연구는 지자체의 자치법규에서 정보공개제도와 기록물관리의 상관성을 규명하기 위한 것이다. 이를 위해 자치법규정보시스템(ELIS)과 국가법령정보센터를 통해 지자체의 정보공개와 관련된 자치법규를 전수 조사하여, 337개의 자치법규를 분석하였다. 그 결과, ‘기록 유지(회의록 작성)’, ‘이관된 기록물에 대한 정보공개 절차’와 ‘청구 접수부서’의 측면에서 ‘공공기록물법’과의 상관성을 찾을 수 있었다. ‘기록물유지(회의록 작성)’는 자치법규와 공공기록물법의 항목이 유사했으며, ‘청구 접수부서’는 ‘기록관리부서’로 기술되었다. 그러나 ‘청구 접수부서’는 부서명만 보면 민원부서의 성격이 강했으며, ‘회의록 작성’의 측면에서는 ‘공공기록물법’의 조항이 명시되지 않았고, ‘다른 법령과의 관계’에서는 ‘정보공개의 비대상’만 기술하고 있다.
Abstract
This study aims to shed light on the relationship between information official disclosure and records management in the local government’s authority regulations. To that end, analyzed 337 local autonomy laws found in ELIS and the Ministry of Office of Legislation. As a result, it found a link between the ‘Public Records Act’ in terms of ‘records preservation (making minutes)’, ‘information disclosure procedures for transferred records,’ and claims receiving department. ‘Record keeping (written minutes)’ was similar to that of the ‘Public Records Act,’ and the ‘Claims Receiving Department’ mentioned ‘Record Management Department.’ However, the ‘Claims Reception Department’ had a strong characteristic of the civil service department, and the ‘Public Record Act’ did not specify the clause in terms of ‘minutes of the minutes.’ In ‘relation with other laws.’

최근 국가기록원은 표준영구기록관리시스템 개발 계획을 검토하였다. 서울시 등의 지방기록물관리기관 건립에 따라 경제적이고 효율적인 영구기록관리시스템 구축을 지원하기 위함이다. 또한 국가기록원은 디지털 아카이브 구축과 전문인력 양성을 위해 한국정보화진흥원과 업무협약을 체결하였다. 이러한 움직임은 디지털 아카이브에 대한 국내 수요에 기반한 것이다. 이 연구의 목적은 국내의 디지털 아카이브 시스템 구축 수요에 대응하여 지속 가능하며 효율적인 시스템 구축 방안을 제시하는 것이다. 이를 위해 국내외 디지털 아카이브 시스템 현황과 공개 소프트웨어 분석 프로젝트를 조사하였다. 도출된 시사점을 바탕으로 디지털 아카이브 시스템 구축을 위한 기능 모듈 도출 방법과 각 기능모듈에 공개 소프트웨어를 활용하기 위한 방안을 제시하였다. 또한 공개 소프트웨어 기반으로 시스템을 설계할 때 필요한 재정적, 운영적 요건과 모듈 간의 연계 등 기술적 고려사항을 정리하였다.
Abstract
Recently, National Archives of Korea has planned to develop the Standard Archive Management System, to make it economical and efficient in accordance with the local archives establishments by Seoul Metropolitan City. Also, the institution signed the MOU with National Information Society Agency to set up a digital archive system and foster professional archival manpower. These movements are rooted on the current domestic demands for digital archive systems. Keeping pace with it, the purpose of this study is suggesting feasible ways to establish the sustainable and efficient archive systems. To this end, a status study on the existing digital archive systems at both domestic and overseas bases was carried out, with the many of open source software analysis. Based on the primary implications of this study, to implement the digital archive system, functional module deducting methods and an open source software application process on each module were designed. Financial, operational and technical considerations such as the links between modules are also considered.
