초록
기업과 같은 영리조직뿐만 아니라 비영리조직인 국가기관들도 조직의 경쟁력 강화를 위한 경영혁신의 일환으로 성과평가를 실시하고 있으며 도출된 성과평가 결과를 조직의 예산과 인사에 반영하고 있다. 이에 본 연구는 향후 국립중앙도서관 정보화사업의 효율적 수행과 성과 제고를 위하여 성과지표 모형을 도출하고 도출된 성과지표를 기반으로 정보화사업을 평가하였다. 연구결과 도서관 정보시스템 운영, 디지털 정보자원 확충, 장애인 대체자료 공동활용 체계구축 사업별 2개의 관점에 따라 총 12개의 지표를 선정하였으며, 성과평가 및 중요도-만족도 분석(IPA: Importance-Performance Analysis) 결과를 기초로 개선방안을 제시하였다.
Abstract
To enhance its efficiency to improve organizations’ competitiveness, performance evaluation is vital and it influences budget, policies, and human resource affairs of the organizations. The study aims to develop performance indicators for National Library of Korea (NLK) and evaluate performance based on indicators driven. As a result, the study develops 2 viewpoints for each work area of NLK - management of information system, digital resources enlargement, and the cooperative utilization system for alternative materials. It also develops total 12 indicators. Based on the evaluation, the research finally suggests strategies for performance improvement by viewpoints for NLK.

본 연구의 목적은 국립중앙도서관 주제명표목표의 이용자 접근 및 검색 시스템 기능 개선 방안을 제안하는 것이다. 이를 위하여 첫째, 국내외 주요 주제명표목표의 주제명 접근 및 검색 방식을 분석하여 시사점을 도출하였다. 둘째, 포커스 그룹 인터뷰와 검색 시스템 분석을 통해 주제명 접근, 이용 방식과 절차 등 국립중앙도서관 주제명표목표의 이용 현황 및 검색 시스템의 문제점을 파악하였다. 셋째, IFLA의 국가 서지 주제 접근 지침과 FAST의 적용 사례에 나타난 주제 접근 도구의 발전 방향 및 국내외 사례의 시사점 등을 바탕으로 국립중앙도서관 주제명표목표의 검색 시스템 개선안을 기능, 인터페이스, 질의, 부가 서비스 등 4가지 부문으로 나누어 제안하였다.
Abstract
This study aims to suggest several improvement strategies for the access and retrieval system of National Library of Korea Subject Headings (NLKSH). For this purpose, first of all, the access and retrieval systems in five selected subject headings were examined. Second, focus group interviews and system analysis were conducted to reveal the current condition and suggest the future development strategies. Third, IFLA’s Guidelines for Subject Access in National Bibliographies and FAST application cases were analyzed to suggest implications on the improvement strategies. Upon these analysis, recommendations for improving access and retrieval systems of the NLKSH were proposed in four areas as follows: functionalities, interfaces, queries, and other front-end features.

협동 디지털참고서비스의 이용자 정보요구를 파악하기 위하여, 국립중앙도서관의 ‘사서에게 물어보세요’에 2014년 전반기에 실제로 접수된 질문엔트리(N=661)를 대상으로, 질문의 수와 본질, 주제, 정보요구 발생정황, 이용자가 원하는 최종산물, 사서의 활동, 답변에 사용된 정보원 등을 분석하였다. 엔트리에 포함된 평균 질문 수는 1.17건이며 순수참고질문은 77.82%로 나타났다. 주제별로는 총류가 45.68%를 차지하고, 요구정황은 부과된 질문이 주를 이루었으며(84.17%), 이용자가 원하는 최종산물은 서지에(60.48%) 집중되었다. 사서의 활동은 문헌탐색(37.67%), 연구조사(19.67%), 사실탐색(18.67%) 순서이다. 답변제공에 사용된 정보원은 이차자료가 지배적이었으며(73.62%), 각종 웹사이트도 14.75%를 차지하고 있다. 부문별 세부항목별 내용을 분석하였으며, 결과에 기초하여 디지털참고서비스 진흥을 위한 도서관계의 노력을 제언하였다.
Abstract
This study analyses the questions addressed to the collaborative digital reference service run by the National Library of Korea. The data consist of 661 question entries to the 'Ask a Librarian' service during first 6 months in 2014. Each entry includes average 1.17 questions, and 77.82% of the total questions are real reference in nature. Questions are analyzed by classification division, context of the questioner, desired end product, activities of librarians, and the resources used to respond them. Each category is subdivided and analyzed in detail. Results revealed interesting findings and problems, and suggestions for further endeavor are provided.
