교육훈련 평가는 교육프로그램과 관련한 내용을 측정, 관찰하여 품질을 평가하고 이를 통해 교육훈련 변경에 대한 근거를 제공하는 행위이다. 국립중앙도서관은 사서교육 훈련프로그램 교육과정의 성과와 질을 제고할 수 있는 평가방법의 도입이 필요한 시점이다. 이에 본 연구는 국립중앙도서관의 사서교육훈련 직무교육의 효과성을 객관적이고 복합적으로 측정할 수 있는 평가모형을 개발하는 것을 목적으로 하였다. 이를 위해 Kirkpatrick의 4단계 평가모형을 적용하였으며, 선행연구, 국립중앙도서관 사서교육훈련 교육과정 현황조사, 이해관계자 요구분석을 실시하였다. 이를 바탕으로 사서교육훈련 평가체계 방향성을 설정하기 위한 평가체계 및 평가도구를 제시하였다. 본 연구 결과는 실제 국립중앙도서관 사서교육훈련과정의 현실적인 평가체계로 활용될 수 있을 것으로 기대된다.
Abstract
Evaluation of education and training is the act of measuring and observing contents related to an educational program and evaluating its quality; and thereby providing the basis for the changes in the curriculum. The National Library of Korea (NLK) has urgently needed to introduce an evaluation method that can enhance the performance and quality of its continuing education program. Therefore, this study is aimed at developing an evaluation model that can objectively and comprehensively measure the effectiveness of NLK’s job training program for its librarians. To this end, the study applied Kirkpatrick’s 4-Level Training Evaluation Model and conducted review of preceding researches, investigation of NLK’s librarian continuing education program, along with analysis on the stakeholders’ needs. Based on the results, the study suggested evaluation system to establish the directions of the evaluation system. The findings of this study are expected to be used as a practical evaluation system for NLK’s librarian education program.

조직 내 지식공유 및 지식활용의 주체는 조직구성원 개인이라는 점에서 지식관리전략을 논할 때, 인적자원관리와 지식관리의 관계성 논의는 매우 절실하다. 본 연구에서는 지방정부를 대상으로, 인적자원관리의 세부영역인 교육훈련, 의사결정에의 참여, 성과평가 및 보상제도와 지식공유 및 지식활용과의 영향관계를 분석하였다. 분석결과 교육훈련, 평가 및 보상제도가 중요한 요인으로 나타났으며, 이러한 연구결과를 토대로 정부조직의 지식공유와 활용에 있어서의 정책적 시사점을 논의하고 있다.
Abstract
Main drivers of knowledge activities such as knowledge sharing and utilization are individual members of an organization and thus knowledge management strategies should be discussed in relationships with human resource management. This study analyzes the effects on knowledge sharing and knowledge utilization of human resource management practices such as training, participation in decision-making, performance appraisal and compensation system in local government. The results show that training and performance appraisal and compensation system are significantly influential factors for the knowledge sharing and knowledge utilization. Lessons and implications of this study for management leadership are presented.

본 연구에서는 설문조사를 통해 공공도서관이 디지털통합적 지역사회 구축자로서의 역할에 어느 정도 기여하고 있는지를 파악하고자 하였다. 이를 위해 국가도서관통계시스템에 등록된 전국 공공도서관 935개 기관을 대상으로 설문을 수행하였다. 그 결과 첫째, 컴퓨터, 노트북, 스캐너, 태블릿 PC 등 장비 인프라, 인터넷 인프라 등은 비교적 높은 수준에 있는 것으로 파악되었다. 둘째, 이용자가 이용할 수 있는 전자책, 디지털 및 가상참고서비스, 도서관서비스 모바일 앱 등 서비스나 자원은 비교적 높은 수준이나 협업과 그룹작업을 지원하는 소프트웨어나 참여공간의 가용성 등은 상당히 낮게 나타났다. 셋째, 기술과 관련된 리터러시 훈련 비율은 22.4%에 지나지 않았고, 교육주제도 자원탐색 주제로 집중되어 있으며, 화상회의기술 사용법이나 클라우드 컴퓨팅 어플리케이션 교육 등 다소 미래지향적인 기술교육은 하지 않는 것으로 나타났다. 결론적으로 문화향유 공간 또는 창의적인 공간으로서의 도서관의 다양한 역할 변화를 모색해야 하는 이 시대의 흐름에 따라 기술 및 장비의 제공확대, 그리고 미래지향적 서비스 및 교육제공을 고려해야 할 것이다.
Abstract
This study tends to apprehend how much public library contributes to a role of upbuilder of digital integrated local society through a survey. For this, I performed the survey on 935 organization of public library in the whole country registered in national library statistical system. As a result, firstly, it’s apprehended that equipment infra, Internet infra, etc like computer, laptop, scanner, tablet PC, etc are in relatively high level. Secondly, service or resource like electronic book, digital and virtual reference service, library service mobile App, etc that users can use are in relatively high level but software supporting cooperation and group task, fusibility of participating space, etc are shown very low level. Thirdly, the rate of literacy training relating to technology were only 22.4%, education subject focused on resource searching subject and somewhat future-oriented technical education like directions of video conference technique, cloud computing application education, etc wasn’t conducted. Finally, we should consider expansion of providing technology and equipment and provision of future-oriented service and education according to a flow of the time that needs to seek change in various roles of library as enjoying culture space or creative space.
