우리나라는 1999년 ꡔ공공기관의 기록물관리에 관한 법률ꡕ의 제정과 2006년 ꡔ공공기록물 관리에 관한 법률ꡕ의 전면 개정을 통해 종합적이고 체계적인 기록물관리 발전에 박차를 가하는 한편, 전자기록물로의 패러다임 전환을 위한 토대를 다져왔다. 이러한 맥락에서 국가 차원의 기록관리에 대한 구체적 지침으로서 법을 보완하는 기능과 역할을 하는 기록관리 표준 KS X ISO 15489의 2007년 제정은 큰 의의를 지닌다. 이에 본 연구는, 국가적 기록관리 정책과 원칙의 토대가 되는 법률과 표준은 상호배타적이거나 상충되어서는 안 된다는 원칙을 전제로, KS X 15489 제정의 의의를 살피고, 법률과 표준의 상호성을 논한다. 이를 위해, KS X ISO 15489의 다섯 가지 영역별 주요 내용을 토대로 법률에서의 상호 관련 내용을 비교 분석하고, 상호 정렬성을 검토한다. 이러한 분석을 토대로, 현행 기록물관리 관련 법령의 개선점을 논의하고, 기록관리의 미래지향적 발전에 대한 논점을 제시한다.
Abstract
In South Korea the records management system nationwide has been developed based on ‘the Act on public agencies’ records management’ which was first enacted in 1999. Furthermore, ‘the Act on public records management 2006’ has shifted a paradigm of records management to the digital records world. In this context, the records management standard, KS X ISO 15489 has a profound significance. Based on the principle of that there should not be any conflict between nationwide records management laws and standard, this study explores a meaning of the standard and discusses contradictive elements between the laws and standard. On the basis of the main contents of the standard's five categories, the study analyzes the laws in comparison with the standard. As a result, the study provides remedies for the current records management law and discusses a prospect of records management strategies in the 21st Century.

국가도서관통계시스템에서 요구하는 통계항목들은 이론적 견지에서 보면 도서관평가 또는 도서관운영 정책수립을 위해 필요한 데이터를 기반으로 한 항목들이라고 할 수 있다. 그러나 국가도서관통계시스템에서 요구하는 통계항목과 공공도서관현장에서 일반적으로 수집될 수 있는 통계항목들과는 차이가 있음을 알 수 있다. 따라서 공공도서관 평가로 활용되고 있는 국가도서관통계가 신뢰할 수 있는 또는 타당성이 있는 객관적 데이터인지를 알아보기 위하여, 공공도서관 현장에서 통계를 수집할 수 있는 근거자료인 도서관 업무(운영)일지의 항목들을 분석하고 아울러 통계의 자동수집이 가능한 도서관리 프로그램에 대한 공공도서관에서의 사용 현황을 조사하였다. 이 연구의 분석 자료는 향후 공공도서관 업무(운영)일지의 표준안 마련을 위한 기초 자료로 활용될 것이다.
Abstract
Statistics items required by National Library Statistics System are based on data for library evaluation and policy making of library management from a theoretical standpoint. However, It is realized there are differences between Statistics items required by National Library Statistics System and those can be collected at the field of public libraries. In accordance with this point, this paper contained an analysis of a working diary log of public libraries as a basic material able to collect data at the field of public libraries and also surveyed the present usage situation of Library Management Program able to automatically collect data to recognize that National Library Statistics is reliably or validly objective data. An analysis data of this research will be a basic material to plan the standard guide of a working diary log of public libraries from now on.
