공동발의 네트워크는 법안 공동발의로 형성되는 국회의원 간의 관계를 통해 국회 입법과정을 보여준다. 본 연구는 제19대 국회 임기기간 중 발의된 도서관법안을 중심으로 공동발의 네트워크 분석과 국회의원 액터의 중심성 분석 및 키워드 중심 네트워크의 서브그룹 분석을 실시하였다. 연구결과, 도서관법안 공동발의 네트워크는 정당에 따라 분절된 모습을 보였으며, 다른 소속 정당 의원과 근접한 거리에 위치하면서 매개적 역할을 수행하는 의원들이 네트워크에서 중요한 영향력을 미치고 있었다. 키워드중심 네트워크로 재구조화할 경우, 다른 정당 소속 의원들이 동일한 키워드를 공유하면서 서브그룹을 형성함에 따라 정당으로 분절된 네트워크 구조가 개선되는 모습을 보였다. 연구결과를 토대로, 도서관계 입법활동 활성화를 위해서는 정당 간 매개적 역할을 하는 의원들을 중심으로 도서관 법안이 아닌 주요 키워드를 중심으로 정책이슈를 확산하고 공유하는 전략이 필요하다는 점을 제시하였다.
Abstract
The legislative cosponsorship network shows the legislative process of the National Assembly through the relationship between the members of the National Assembly formed by cosponsorship. This study focused on the library bill proposed during the 19th National Assembly term, and conducted the cosponsorship network analysis, the centrality analysis of actors of the National Assembly, and a subgroup analysis of keyword-centric networks. As the result of the study, the library bill’s cosponsorship network was segmented according to political parties, and lawmakers who played an intermediary role in close proximity to other political party members had an important influence on the network. When restructured into a keyword-oriented network, the network structure segmented into political parties improved as members of different parties shared the same keywords and formed subgroups. Based on the results, it was suggested that a strategy for spreading and sharing policy issues based on core keywords rather than library legislation, centered on lawmakers who play a mediating role between parties, is needed to activate library legislation.

본 연구는 대표적인 온라인 협업커뮤니티인 한국 위키피디아의 초기 2002년부터 2019년까지의 편집로그 빅데이터를 해체하여 공동협업과정을 시계열적으로 분석하였다. 공개된 오픈데이터의 표준화된 XML 문서편집 기록을 활용해 Phython과 R을 이용하여 분석 요소를 추출하여 이를 활용하였다. 연구 분석 결과 한국 위키피디아 편집자의 참여 방법, 데이터 내용의 특징, 문서 생성의 추이 등을 설명할 수 있었다. 소수 편집자들의 적극적 활동과 대다수 편집자들의 느슨한 참여도 밝혀졌으며, 온라인에서도 나타나는 사회 문화적 특징이 한국 위키피디아에서도 나타났다. 집단지성을 지속화시키기 위해서는 새롭고 다양한 외부자원이 필수인데 신규 진입자들이 공동편집 커뮤니티에 안착하기 위한 다각적인 고려가 필요하며, 관리자 그룹의 고착화를 탈피하여 순환구조를 통한 개방성이 필요함을 제언하였다.
Abstract
This study analyzed the collaborative process in time series by dismantling the edit log big data of Wikipedia Korea, a representative online collaboration community, from early 2002 to 2019. Analysis elements were extracted from the document edit records, formatted in standardized XML, and analyzed using Python and R. The ways of editors’ contribution, the characteristics of data contents, and the trend of document creation were explained by the analysis. An active contribution of a small set of editors and a loose participation of the majority were revealed. In addition, sociocultural characteristics that appear in online communities were also found in Wikipedia Korea. A new, diverse set of external resources is necessary to sustain the collective intelligence. An effort to settle new editors into the wikipedia community and an openness through circulation structure to avoid the exclusiveness of the management group are suggested.

코로나19 대유행이 장기화됨에 따라 비대면 사회로 전환되고 있으며, 이는 국내외 도서관계의 서비스 방법론에도 영향을 미치고 있다. 이에 본 연구에서는 공공도서관의 코로나19 대응조치에 관한 사서인식을 조사하였으며, 분석된 결과를 토대로 신종 감염병이 확산 및 장기화되고 있는 상황에서의 공공도서관의 대응방안을 제안하였다. 구체적으로 살펴보면, 첫째, 유행성 질병에 대해 공동으로 대응하는 국가 중심의 도서관 대책 마련, 둘째, 정부 차원의 예산 지원을 통한 다양하고 체계적인 공공도서관 비대면 및 온라인서비스 강화, 셋째, 직원 및 이용자 측면에서의 철저한 방역 및 선제적 대응, 넷째, 정보불평등 계층의 디지털 문화 격차를 해소하기 위한 도서관서비스 확대를 제안하였다.
Abstract
With the COVID-19 pandemic being prolonged, the society is being converted into an untact society, thereby affecting the service methodology of domestic and foreign library systems. This study thus surveyed the librarians’ awareness of COVID-19 response measures of public libraries, and proposed public libraries’ response measures in situations where the novel infectious disease is spreading and prolonging. Specifically, the proposed measures include, first, preparing national-centered library countermeasures to jointly respond to the epidemic disease, second, strengthening various untact and online services of various public libraries through government-level budget support, third, a thorough prevention of epidemics and preemptive response from the viewpoint of employees and users, and fourth, the expansion of library services aimed at resolving the digital cultural divide among classes of people, including information unfairness.

모든 공공도서관은 장서 기반의 지식문화서비스 기관이다. 이를 위해 가장 먼저 수립해야 할 필수적 정책인 동시에 전략적 메뉴가 장서개발정책이다. 특히 시도 단위의 종합지식정보센터 및 공동보존서고로서의 법정 업무를 수행해야 할 지역대표도서관은 최적 장서개발정책을 수립․적용해야 한다. 본 연구는 주요 선진국의 대도시 공공도서관 장서개발정책과 국내의 권역별 지역대표도서관 장서개발지침(안) 및 규정을 분석하였다. 그 결과, 대다수 선진국의 정책은 구성체계 및 내용적 측면에서 충실한 반면에 국내는 공식화된 정책문서가 없는 실무지침에 불과하였다. 따라서 모든 지역대표도서관은 장서개발의 중요성 인식, 미래지향적 사고, 전략적 판단 등을 전제로 장서개발정책을 수립․문서화해야 하며, 이를 위한 기본원칙과 구성체계를 제언하였다.
Abstract
All public libraries are collection-based knowledge and cultural service institutions. To this end, a collection development policy is an essential and a strategic menu that every library should establish first. Regional central libraries should establish and apply optimal collection development policies to conduct the legal duties as knowledge and information centers and cooperative preservation facilities of the cities and provinces. Thus, this study analyzed and compared in detail the collection development guidelines (draft) and regulations of regional central libraries in Korea and the collection development policies of metropolitan public libraries abroad. Results showed that the policies of domestic regional central libraries were simply practical guidelines while those in most developed countries were substantial in format and content. All regional central library systems should establish and document collection development policies based on the importance of collection development, future-oriented thinking, and strategic decision. The study also suggested the basic principles and the format for this purpose.
