우리나라 의학도서관의 인쇄본 학술지 공동보존체제를 구축하기 위하여, 선행 연구와 사례를 통해 공동보존의 유형과 발전현황을 고찰하고, 한국의학도서관협의회 회원도서관들을 대상으로 인쇄본 학술지 폐기 실태와 공간현황 및 공동보존 요구도와 참여의지 및 선호방식 등을 조사하였다. 분석 결과에 기초하여, 기존의 MEDLIS 인프라를 활용한 집중형과 분산형으로 구성된 하이브리드 모형을 제안하였으며, 기본사항과 세부내용, 단계별 시행추진 전략을 제시하였다. 마지막으로 성공적인 구현을 위한 한국의학도서관협의회의 노력을 제언하였다.
Abstract
The purpose of this study is to develop a collaborative print journal preservation model for the medical libraries in Korea. After reviewing previous studies and advanced preservation practices, a survey was administered to the members of the Korean Medical Library Association to collect data about the present states of journal weeding and storage space as well as their needs and preferences for collaborative preservation. Based on the analysis, a hybrid model, consisting of centralized and distributed archives, is proposed with MEDLIS as infra structure. Detailed characteristics and three phases of implement strategies are described. Finally, recommendations for the Korean Medical Library Association to the successful substantiation are suggested.

본 연구는 국가과학기술문헌센터 건립에 대한 이론적 기반을 수립하는 것으로서 국가과학기술 문헌센터의 기능과 역할에 부합한 적정규모의 최적모형을 도출하기 위한 것이다. 이를 위해 국가 과학기술문헌센터의 기능 중 건물 규모 산출과 설비를 위해 자료공동보존소로서의 콘도미니엄 프로그램 개발과 하이브리드 도서관, 클리어링하우스 등의 기능과 역할을 검토하고, 이에 따라 국가과학기술문헌센터 건물의 공간구성 프로그램 국가과학기술문헌센터의 계획 대지 현황분석과 기본구상을 제시하였다.
Abstract
The purpose of this research is to suggest a theoretical base and guideline for the national scientific and techmical information ivfrastructure of the national scientific technology. And the obhective of this study is to contribute ti strengthen the need of the building of the national scientific and technical information center and provide operation programs and vision toward information center which will be established later. This study suggesrs a plan and strategy which make it possoble to conduct functions asthe national repository, clearinghouse, and portal gateway of the electronic resource and propose apace program fpr the optimal building construction. Therefore, the contents of this study cover the building of the national scientific and technical information center as well as the basic plan of scale and space progran, validity analysis of site location and environment
초록
모든 공공도서관은 장서 기반의 지식문화서비스 기관이다. 이를 위해 가장 먼저 수립해야 할 필수적 정책인 동시에 전략적 메뉴가 장서개발정책이다. 특히 시도 단위의 종합지식정보센터 및 공동보존서고로서의 법정 업무를 수행해야 할 지역대표도서관은 최적 장서개발정책을 수립․적용해야 한다. 본 연구는 주요 선진국의 대도시 공공도서관 장서개발정책과 국내의 권역별 지역대표도서관 장서개발지침(안) 및 규정을 분석하였다. 그 결과, 대다수 선진국의 정책은 구성체계 및 내용적 측면에서 충실한 반면에 국내는 공식화된 정책문서가 없는 실무지침에 불과하였다. 따라서 모든 지역대표도서관은 장서개발의 중요성 인식, 미래지향적 사고, 전략적 판단 등을 전제로 장서개발정책을 수립․문서화해야 하며, 이를 위한 기본원칙과 구성체계를 제언하였다.
Abstract
All public libraries are collection-based knowledge and cultural service institutions. To this end, a collection development policy is an essential and a strategic menu that every library should establish first. Regional central libraries should establish and apply optimal collection development policies to conduct the legal duties as knowledge and information centers and cooperative preservation facilities of the cities and provinces. Thus, this study analyzed and compared in detail the collection development guidelines (draft) and regulations of regional central libraries in Korea and the collection development policies of metropolitan public libraries abroad. Results showed that the policies of domestic regional central libraries were simply practical guidelines while those in most developed countries were substantial in format and content. All regional central library systems should establish and document collection development policies based on the importance of collection development, future-oriented thinking, and strategic decision. The study also suggested the basic principles and the format for this purpose.
