이 연구는 공공도서관의 서비스품질(인쇄형태 출판물과 인터넷 및 전자자원, 문화프로그램 및 서비스, 도서관시설 및 환경, 직원)이 공공도서관의 이용에 따른 전반적인 만족도 및 불평의도, 충성도(재이용의도 포함)에 미치는 영향을 밝히기 위한 것이다. 이를 위해 이 연구에서는 대구지역 8개 공공도서관의 이용자 443명을 대상으로 설문조사를 실시하였다. 선행연구에 대한 분석을 통해 제시한 인과적 모델을 설문데이터를 바탕으로 경로분석(path analysis)을 이용하여 검증하였다. 분석결과 인쇄형태 출판물과 문화프로그램 및 서비스, 도서관시설 및 환경, 직원은 각각 이용자의 전반적인 만족도에 통계적으로 유의한 영향을 미치는 것으로 나타났다. 도서관시설 및 환경의 품질은 공공도서관 이용자의 만족도와 충성도에 광범위한 영향을 미치는 것으로 나타났다.
Abstract
This study investigates the influences of the service quality of public libraries, including printed publications, internet and electronic materials, culture programs and service, library environment and facilities, and library staff, on the general satisfaction of the users, complaining intentions, and loyalty including reuse intentions. It develops a library user satisfaction model and testifies it through path analysis using questionnaires from 443 public library users in Daegu Metropolitan City area. This study shows that service qualities of printed publications, culture programs and service, library environment and facilities, and library staff influence significantly on the general satisfaction of the users, and that service quality of library environment and facilities is the major variable which influences satisfaction and loyalty of the public library.

본 연구는 ‘독서의 달’ 프로그램의 주요 이용자 유형을 밝히기 위한 것이다. 이 목적을 달성하기 위하여, 7대도시 지역(서울, 부산, 대구, 인천, 대전, 광주, 울산)의 62개 표본 공공도서관으로부터 9월의 ‘독서의 달’ 프로그램 622개를 그들의 홈페이지를 통하여 조사 수집하였다. 이렇게 수집된 프로그램을 대상으로 본 연구에서는 내용분석법과 크리펜도르프(Krippendorff)의 신뢰계수 알파(α)를 사용하여 이들 프로그램을 지역별로 그리고 이용자 유형별로 분석하였다. 그 결과, 본 연구에서는 7대도시 각 지역별로 공공도서관이 선호하는 주요 이용자 유형의 순위에는 약간씩 차이가 있다는 것과 모든 대도시지역의 공공도서관에서 가장 중요한 이용자 유형은 어린이 또는 전연령층이라는 것이 밝혀졌다.
Abstract
This study investigated the main user types of the reading programs which are provided by sixty-two public libraries during September, “the Month of Reading,” in seven metropolitan cities, Seoul, Pusan, Daegu, Incheon, Daejeon, Gwangju and Ulsan. For the analysis, the data are collected from 622 programs of “the Month of Reading.” The content analysis method was used to analyze data and find meanings from it. The findings show, there are a little differences in the priority order of the main user types among the seven metropolitan cities, however, the children and all ages of the public libraries in seven metropolitan cities are identified as the main user types of the libraries.

국가도서관통계시스템에서 요구하는 통계항목들은 이론적 견지에서 보면 도서관평가 또는 도서관운영 정책수립을 위해 필요한 데이터를 기반으로 한 항목들이라고 할 수 있다. 그러나 국가도서관통계시스템에서 요구하는 통계항목과 공공도서관현장에서 일반적으로 수집될 수 있는 통계항목들과는 차이가 있음을 알 수 있다. 따라서 공공도서관 평가로 활용되고 있는 국가도서관통계가 신뢰할 수 있는 또는 타당성이 있는 객관적 데이터인지를 알아보기 위하여, 공공도서관 현장에서 통계를 수집할 수 있는 근거자료인 도서관 업무(운영)일지의 항목들을 분석하고 아울러 통계의 자동수집이 가능한 도서관리 프로그램에 대한 공공도서관에서의 사용 현황을 조사하였다. 이 연구의 분석 자료는 향후 공공도서관 업무(운영)일지의 표준안 마련을 위한 기초 자료로 활용될 것이다.
Abstract
Statistics items required by National Library Statistics System are based on data for library evaluation and policy making of library management from a theoretical standpoint. However, It is realized there are differences between Statistics items required by National Library Statistics System and those can be collected at the field of public libraries. In accordance with this point, this paper contained an analysis of a working diary log of public libraries as a basic material able to collect data at the field of public libraries and also surveyed the present usage situation of Library Management Program able to automatically collect data to recognize that National Library Statistics is reliably or validly objective data. An analysis data of this research will be a basic material to plan the standard guide of a working diary log of public libraries from now on.

본 연구는 공공도서관에서 운영하는 프로그램의 성과를 로직모델을 기반으로 개발된 평가 프레임워크를 적용하여 측정하고자 하였다. 성과 측정을 위해 서울 소재 한 공공도서관에서 운영하는 여러 프로그램 중 어린이 독서 프로그램을 선정하였다. 성과 측정 과정은 어린이 독서 프로그램의 계획, 진행, 평가 등의 업무 과정 일체를 분석하여 로직 모델을 구현하였으며 이에 의거하여 예상되는 성과를 측정하였다. 데이터는 KOLAS를 통해 회원정보, 서지정보, 대출정보 등을 수집하였고, 프로그램 운영 현황에 대한 데이터는 프로그램 진행 후 작성된 보고서에서 추출하였다. 측정 결과 어린이 독서 프로그램에 참여한 회원들의 대출빈도가 상승하였고, 프로그램의 주제에 따라 대출 장서의 주제가 변화하는 것을 볼 수 있었다. 본 연구를 통해 독서 프로그램이 갖는 효과와 의미를 확인할 수 있었으며, 성과평가가 도서관에서 운영하는 타 프로그램 및 도서관 업무 등의 효과성을 측정하는데 유용한 도구가 될 수 있음을 보여주었다.
Abstract
The purpose of this study is to measure the outcomes of a program provided by a public library using the evaluation framework based on Logic Model. A reading program for children which was operated by a public library in Seoul was selected. The outcome evaluation was started with the analysis of the reading program process including planning, operation, and evaluation. Based on the analysis, a logic model framework for outcome evaluation was developed. For evaluation, user, bibliography, and circulation data were collected from the library KOLAS system. Additionally, the participant information were extracted from the final report drafted after the program. The research results show that the number of circulation of program participants was increased after the program. In addition, the range of reading topic was expanded. These findings indicate that the reading program is an effective program for promoting children’s reading habit and that outcome evaluation might be a valid tool to measure the effectiveness of public library programs.

최근 새로운 형태의 공공도서관 즉, 타시설과 한 건물 혹은 한 대지에 같이 건립되는 복합시설 공공도서관이 부각되었다. 새로운 형태의 공공도서관이 이용자의 우호적인 지지와 지자체의 적극적인 지원을 받기 위해서는 이에 대한 이용자들의 평가와 요구에 대한 분석을 바탕으로 한 도서관의 운영전략 및 건립방안이 세워져야 할 것이다. 이에 본 연구에서는 서울소재 28개관의 복합시설 공공도서관 이용자를 대상으로 도서관 이용만족도와 복합화에 대한 인식을 조사하기 위하여 설문조사를 실시하였다. 그 결과 복합시설 공공도서관 이용자들은 복합시설 도서관을 이용하면서 인적자원, 정보자원, 서비스, 환경, 지역사회의 유대에 대해 대체적으로 만족하고 있으며, 복합화에 대해서도 긍정적으로 인식하고 있는 것을 확인할 수 있었다. 복합시설 공공도서관이 이용자에게 더 만족할 수 있는 환경과 서비스를 제공하기 위해서는 도서관에 대한 편리한 접근성, 충분한 도서관의 규모 확보, 외부소음 방지 방안, 복합이용의 시너지 효과를 보일 수 있는 타시설과 연계, 복합시설 내 타시설과의 연계 프로그램 활성화 등이 이루어져야 할 것이다.
Abstract
Recently, attention has been drawn to a new form of a public library, that is, a public library in a complex facility constructed in the same building or site with another facility. To get active users’ or local governments’ supports in the public library in a complex facility, it is necessary to build library strategic plans based on the analysis of users’ evaluation and demands. Thus, this study analyzed the user satisfaction and perception of the 28 public libraries in complex facilities in Seoul. As a result, it was found that most users overall satisfied with public libraries in complex facilities in terms of human resources, information resources, and the links among services and positively perceived their environments and services. In order to provide more satisfaction to the users in public libraries in complex facilities first, it is necessary to improve the accessibility of libraries, to secure the sufficient library space, to prevent the outside noise, to link the facilities which bring mutual synergistic effect, and to develop a program and service accompanying other facilities.

본 연구에서는 무한창조공간의 도입을 위한 개념 정립, 도입의 당위성, 기존공간의 역할 등에 대해 재정의하고 공공도서관의 무한창조공간에서 운영하기에 적절한 프로그램의 사례를 발굴하고자 하였다. 문헌조사방법 및 사례조사방법을 사용해서 무한창조공간의 개념, 무한창조공간의 발전과정, 국내외 사료로부터 도출된 시사점, 무한창조공간 활용방향 등을 도출하였다. 그리고 도서관의 무한창조공간 운영프로그램 유형으로 스토리창작프로그램, 도서관의 특성을 반영한 주제별 무한창조프로그램, 전문가멘토링 프로그램, 전문가컨설팅 프로그램, 각종교육 프로그램, 특허출원 및 창원지원 프로그램 등을 제안하였다.
Abstract
This study proposes to analyze the concept and introduction of infinite creative space (makerspace) to redefine the roles of existing library spaces. This study also attempts to formulate a suitable program for public library makerspaces by analyzing case studies. Literature review and case study methods are used for deriving the makerspace concept, the evolution of makerspace, the implications posed by makerspace operation domestically and abroad, and the utilization of makerspace. Finally, we suggest story creation programs, topic-based programs reflecting the library characteristics, professional mentoring programs, expert consulting programs, various training programs, patent application support programs, incubator programs, and so on.

본 연구는 고령화 사회에서 국내 공공도서관 노인서비스 현황을 파악하여 개선점을 도출하기 위한 목적으로 수행되었다. 전국의 도시지역 공공도서관을 대상으로 온라인 설문조사를 수행한 결과 총 172개 도서관이 응답하였다. 연구 결과, 국내 공공도서관은 대체로 노인이용자의 중요성에 대해서 인식하고 있으나, 적극적인 대응에는 한계가 있는 것으로 나타났다. 도서관 장서 및 공간/시설에 대해 우선적으로 강화해야 할 영역은 큰활자․음성도서/정기간행물 장서 확충과 높은 서가의 책을 찾기 위해 직원에게 도움 요청이 가능하도록 해야 한다는 점으로 조사되었다. 도서관 서비스/프로그램의 경우 우선적으로 강화해야 할 영역은 사회참여 프로그램과 인문학 프로그램으로 분석되었다. 정보서비스 담당 사서들은 다른 노인서비스 기관과 차별화된 도서관만의 노인서비스를 제공하기 위해서 노인세대의 계층을 세분화하고 보다 전문화된 서비스 및 프로그램을 기획하여야 한다는 의견을 개진하였다.
Abstract
This study was conducted with the aim of identifying the current state and improvements of the public library services for older adult in Korea. According to the online survey of public libraries in urban areas across the country, a total of 172 libraries responded. Research shows that public libraries generally recognize the importance of elderly users, but there are limitations in active efforts. The priority area for library collection and space/facilities was to be strengthened by the expansion of large type and voice books/periodical books, as well as the need to ask librarians for help to find books in high bookshelves. In the case of library services/programs, the areas that need to be strengthened first were analyzed as social participation programs and humanities programs. The librarians in charge of information services expressed their opinions that more specialized services and programs should be planned and subdivided for the elderly generation in order to provide older adults’ services unique to other older adults’ service institutions.

2016년 1월 1일부터 공공도서관 빅데이터 플랫폼이 서비스되기 시작하여 도서관 빅데이터가 공공도서관 업무 개선에 활용되고 있다. 본 논문은 도서관 빅데이터 플랫폼 활용사례들을 살펴보고 도서관 빅데이터 플랫폼의 활용효과를 높일 수 있는 개선방안을 도출하고자 한다. 이를 위해 먼저, 도서관 빅데이터 플랫폼을 활용한 사례들에서 활용한 빅데이터와 활용유형분석 및 도출된 서비스/시행정책을 살펴본다. 다음으로, 현재 공공도서관에서 사용하는 통합도서관리시스템(ILUS)과 도서관 빅데이터 플랫폼 각각의 자료분석 방식을 비교함으로써 도서관 빅데이터 플랫폼의 한계점과 이점을 살펴본다. 사례분석 결과, 프로그램 기획 및 수행, 장서, 수서, 기타의 유형으로 빅데이터를 활용하였고 서비스/시행정책은 이용자 맞춤형 테마서가 및 독서진흥프로그램 진행, 장서활용도 증대, 특화주제에 기반한 수서 및 대출현황 데이터 공개로 요약되었다. 비교분석결과, ILUS는 자관의 자료실현황분석에 특화되어 있으며, 빅데이터 플랫폼은 다양한 속성(연령, 성별, 지역, 대출시기 등)에 따른 선택적 분석이 가능하여 분석시간단축과 유연한 분석이 가능하다. 마지막으로 사례분석과 비교분석에서 밝혀진 특징 및 한계점을 정리하고 개선방안을 제시한다.
Abstract
Since big data platform services for the public library began January 1, 2016, libraries have used big data to improve their work performance. This paper aims to examine the use cases of library big data and attempts to draw improvement plan to improve the effectiveness of library big data. For this purpose, first, we examine big data used while utilizing the library big data platform, the usage pattern of big data and services/policies drawn by big data analysis. Next, the limitations and advantages of the library big data platform are examined by comparing the data analysis of the integrated library management system (ILUS) currently used in public libraries and data analysis through the library big data platform. As a result of case analysis, big data usage patterns were found program planning and execution, collection, collection, and other types, and services/policies were summarized as customizing bookshelf themes for the book curation and reading promotion program, increasing collection utilization, and building a collection based on special topics. and disclosure of loan status data. As a result of the comparative analysis, ILUS is specialized in statistical analysis of library collection unit, and the big data platform enables selective and flexible analysis according to various attributes (age, gender, region, time of loan, etc.) reducing analysis time. Finally, the limitations revealed in case analysis and comparative analysis are summarized and suggestions for improvement are presented.

본 연구의 목적은 어린이 독서프로그램의 효과를 측정할 수 있는 성과 측정 도구를 개발하는 것이다. 먼저, 어린이 독서프로그램 효과를 고찰하고 성과측정 도구 적용 사례를 분석하여 도서관 어린이 독서프로그램의 기능 및 효과를 조사하였다. 측정 대상인 독립 변인, 종속 변인, 통제 변인에 대한 개념을 도출하고 각각의 내용을 제시하였으며 국내외 독서 성과 측정 도구의 사례를 분석하여 시사점을 도출하였다. 또한 어린이의 독서 성과 영역과 척도를 조사 분석하였으며 독립 변인과 종속 변인, 통제 변인에 관한 척도를 세분화하고 성과 측정 도구로 활용될 설문지를 개발하였다. 그리고 ‘2013 도서관과 함께 책읽기’ 사업에 참여하고 있는 공공도서관 중 지방권역별로 10개관을 선정하여 조사 대상 도서관의 프로그램에 참여 어린이를 대상으로 프로그램 초반과 후반에 설문지로 개발된 성과 측정 도구를 적용하였다. 또한 조사대상 도서관의 프로그램 담당 사서, 기관 담당자와 강사를 대상으로 설문을 실시하였다. 이상과 같이 수집된 데이터를 모두 분석하여 독서프로그램의 성과를 측정하고 분석하였으며 측정 도구의 개선 방안을 제안하였다.
Abstract
The purpose of this study was to develop and evaluate a measuring scale for the effect of reading programs for children. First, in literature review, the effects and children’s reading programs performance scales were analyzed, and then independent variables, dependent variables, and control variables for children’s reading achievements were defined. Second, survey questionnaires for children, librarians, program instructors, and heads of child centers were designed to measure dependent variables and control variables on the scale. Third, the questionnaires for children were distributed to 10 public libraries participating in <2013 The Reading with Library> programs for two times in the early and the late time of the programs. Also, the survey questionnaires of 30 librarians, program instructors, and heads of the child centers were carried. Finally, all of the data were collected and analyzed in time series, and the improvements for the scale were proposed.

본 연구는 충북대표도서관의 건립 기본계획 수립을 위한 기초연구이다. 이를 위해 본 연구에서는 충청북도의 지역 여건을 조사하고, 전국 공공도서관과 주요 대표도서관의 소장 자료 현황, 이용 현황, 직원 수, 프로그램 현황 등을 분석하였다. 이를 토대로 SWOT 분석을 실시하여 충북대표도서관의 건립 기본계획을 위한 비전과 목표, 추진전략을 도출하였다. 연구 결과를 기반으로 충북대표도서관이 수행해야 하는 사명은 “지식과 문화의 교차로, 도민의 삶과 동행하며 함께 성장하는 도서관”으로 제시하였다.
Abstract
This study is a foundational research for establishing the basic plan of the Chungcheongbuk-do Central Library. The research investigates the regional conditions of Chungcheongbuk-do and the status of collections, usage, staff, and programs of public libraries nationwide and major representative libraries. Based on this, a SWOT analysis was conducted to derive the vision, goals, and implementation strategies for establishing the basic plan of the Chungcheongbuk-do Central Library. Based on the research findings, the mission of the Chungcheongbuk-do Central Library is presented as “The library that grows alongside the lives of local residents, intersecting knowledge and culture.”
