지식정보 사회가 점차 발전되어 감에 따라 온라인으로 제공되고 있는 정보에 대한 가치와 그 중요성이 날로 증가되고 있다. 하지만 정당화된 방법론이나 모델의 부재로 인하여 정보의 가치에 관련된 연구는 다소 미진한 실정이다. 이에 본 연구에서는 온라인 정보의 경제적 가치 평가 모델을 제안하고, 제안된 모델을 이용하여 실제로 정보통신부의 지원사업으로 개발 운영중인 정보통신 통합정보시스템(즉, ITFIND)에서 온라인으로 제공되고 있는 정보의 경제적 가치를 산출하였다. 경제적인 가치를 측정하기 위해 첫째, 정보의 카테고리별 이용가치와 교환가치를 측정하였고, 둘째, 이용자의 연간 수요량을 통해 정보 카테고리별 연간 일인당 CSUV와 CSEV를 산출하였으며, 마지막으로 ITFIND 전체 이용자의 연간 일인당 모평균 CSUV와 CSEV 추정을 통해 ITFIND에서 제공하고 있는 정보의 연간 경제적 가치인 CSUV와 CSEV를 산출하였다.
Abstract
Value and importance of online information are increased day by day as the knowledge and information society is emerging. However there is little study on information assessments due to the lack of the valid methodologies and models in this field. In this study we proposed a model of the economic value assessments for online information and utilized it to the contents of ITFIND which is an integrated IT information system supported by the MIC(Ministry of Information and Communication). We measured information value of ITFIND as follows: (1)both ‘use value' and ‘exchange value,' (2) annual CSUVand CSEV per person by the category of each information, and (3) annual economic value of CSUV and CSEV of ITFIND information based on it's users' annual CSUV and CSEV per person.

본 연구는 인쇄형 해외학술지 원문제공서비스(DDS)의 경제성을 분석하기 위해 이용자 기반의 경제적 가치 평가 방법론 및 모델을 개발하고자 하였다. 본 연구를 위해 K기관의 구독중인 해외학술지 원문제공서비스의 데이터 중 일부가 분석을 위해 사용되었고 K기관 원문제공서비스 이용자를 대상으로 웹 서베이를 실시하였다. 해외학술지 원문제공서비스의 경제적 가치는 사용가치, 비사용가치, 그리고 기대가치가 고려되었고 사용가치 산출을 위해서는 소득접근법과 시장접근법을 제안하였다. 이용자에 의한 가치 산출을 위해, 본 연구는 조건부가치평가법을 적용하였고 이를 위해 가상 시나리오를 설정하였다.
Abstract
This study is to develope a user-based economic valuation methodology and model for the economic analysis on the DDS of foreign journals. For this study, the sampling data on the annual subscribed journals by K institution was used and the online questionnaire was used to collect data. There are three aspects of the economic value of DDS journals was classified as use value, non-use value, and expectancy value. We suggested the income and market approach to measure its economic use value. To estimate the its value by individual users, this study applied a contingent valuation method and designed the imaginary scenarios.

최근 특허기술의 가치평가가 크게 강조되고 있으며, 그 평가의 수단으로 특허의 피인용횟수가 매우 유용한 척도 중의 하나로 받아들여지고 있다. 그에 따라 이 연구에서는 특허의 피인용횟수와 이에 영향을 미칠만한 형태적․기술적․개념적 요인의 17개 변수들 간의 상관관계를 미국특허를 대상으로 5개 주제분야에 걸쳐 분석하였다. 분석결과 특허의 피인용횟수와 일정 수준 이상의 상관관계, 즉 5% 이상의 설명력을 갖는 변수는 페이지 수, 청구항 수, 참고문헌 평균 피인용횟수, 기술분야 특허증감율, 서지결합도, 동시인용도 및 문헌간유사도 등 7개로 나타났다. 또한 이들 변수에 대한 분산분석 결과 7개 변수 모두 전반적으로 대부분의 주제분야 간에 있어서 평균값의 차이가 있는 것으로 나타났다.
Abstract
Recently, the valuation of patented technology has been greatly emphasized, and patent citation has been accepted as a very useful index of this technology. In this study, we performed correlation analyses between the patent citation counts and 17 explanatory variables of morphological, technological, and conceptual factors with a test dataset of U.S. patents in five subject fields. Seven variables having 5% or more standardized variances(r2) with patent citation counts were identified; number of pages, number of claims, reference-average-citation rate, patent increase/decrease rate, strength of bibliographic coupling, co-citation counts and document similarity. The result of the ANOVA test shows that the mean values of these variables vary among most subject fields.
